Questions and Answers Sprung Membrane Replacement Site Visit August 31 2018
1. How will payments be disbursed? Material vs. Service. The manufacturer requires payment in full at time of purchase.
CLIN 0001 to be restructured (in Amendment 0002) as 56 each instead of 1 job. This will allow the service labor and acceptance (payments) to be done incrementally instead of one payment at final completion. The Government will not make any payments in advance until materials have been received.
2. POP should start once material arrives on-site. Will be held responsible for manufacturing delay?
POP begins when the initial ordering of materials occurs, not when the work commences. Determination for time extensions will be done by the authorizing Contracting Officer once the situational facts have been presented. Contractor will not be held responsible for manufacturing delays as OEM parts MUST be used.
3. Who is responsible if the structural integrity of the slab fails during re-skin?
Should the concrete slab failure be identified during re-skinning, we ask that you stop work on the billet and notify a government representative on site, the COR and the Contracting Officer. This contract does not include concrete slab repairs.
4. Which wage, in your opinion covers this type of service?
This determination will be a part of your proposal assessment. Potential laborers anticipated (but not limited to) include General Labor SCA #23470, Maintenance Electrician #23160, and/or Heavy Equipment Operator #23440.
5. Who is responsible for re-numbering of the billets?
On site signage and billet labeling will be the responsibility of the customer DPTMS (Directorate of Plans, Training, Mobilization, and Security). Re-numbering of billets is not a component of this service.
