Synopsis # W912CN23Q0023: COLUMN CEREX THC 3ML 35MG

INTRODUCTION

The 413th Contracting Support Brigade is issuing this synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide Column Cerex THC 3mL 35mg.

This synopsis serves to provide notice for this procurement prior to solicitation. This procurement is intended to result in a blanket purchase agreement (BPA) with deliveries of this product. This is a brand name purchase and a total small business set-aside.

DISCLAIMER

THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR QUOTE (RFQ) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.

PROGRAM BACKGROUND

This item is the essential part of the CANAB extraction method used in the lab for drug screening to test for THC in urine samples. These extraction consumables use micro-particulate sorbents with extra small flow paths that ensure greater contact with the analyte molecules as they pass through the sorbent beds. This enables sample matrix components – salts, proteins, fatty acids and phospholipids – to be easily removed. Cleaner samples reduce ion suppression and the number of interfering peaks in LC-MS analysis. This specific item is the only acceptable one to use due to the requirements in the customer’s published standard operating procedures (SOP) they are held to during method validation. Once a method has been validated, the same equipment must be used. There are not off-brand similar products available or acceptable for use based on their established practices. The lab must certify each lot of every reagent that we use in our confirmatory testing, making it critical to establish a lot hold with the vendor to ensure the same lot number of sorbent is used for the entire contracted order to meet the same standards as the method of their validations. Having the same lot number for the entire contract quantity will save the lab about 11 months of doing extra batches to certify this same item prior to use.

REQUIRED CAPABILITIES

The Government requires Column Cerex THC 3mL 35mg. This is to be a brand name purchase, and the appropriate justification (FAR 13.106-1(b)(1))has been approved. The government intends to create a BPA with one base year and two option years for order quantities of 1,000 units. It is critical the vendor is able to do a lot hold of the sorbents to ensure the customer is delivered the same lot number for the duration of the BPA.
