About this file

This document contains questions and answers regarding solicitation number W912CM-21-Q-0017 for secure containerized workspaces in support of the U.S. Army Europe and Africa G2 to be delivered to Wiesbaden, Germany. The solicitation requires that any contractor have a facility security clearance due to Defense Intelligence Agency accreditation requirements. While clearance requirements are listed in block 1 and block 10 of the DD-254, block 11 does not require access to classified information, though it does require SIPRNET access; clarification is provided that a facility clearance is nonetheless required. Holding a secret clearance through another company would not meet the needs of the program without an independent facility clearance. Experience building SCIF units and partnering with a classified network specialist would not fulfill the security clearance requirements for prime contractors to directly respond to this solicitation.

W912CM21Q0017 ‐ Solicitation Questions and Answers

Question # Question USG Response 1 The PWS requires contractor employees to have appropriate clearances, registered and vetted

FSO with DIA, and FCL.

Please note that our company designs, manufactures, ships and installs SCIFs throughout the world including hostile areas. While the management team had TS SCI clearance in the past, its sponsor (3-letter agency) came to the conclusion that we would not need the clearance going forward (we still manufactured buildings for them). Our company never had a FCL nor a vetted FSO and has no cleared employees anymore. In the meantime, customers that required in their original SOW a FCL and clearances weren't willing to sponsor us for FCL either (after I made them aware of above TS SCI and process) and dropped the requirements. We then built and installed the systems without clearances or oversight. Please note that our facility and processes have been inspected by the DOD (all branches, many 3-letter agencies and USEUCOM), DHS, DOE and so on, during the manufacturing process of SCIFs.

Please note that In addition we already sent into your area a container with similar container structure specifications and installed a 60'x60' structure within the last few years.

If FSO, DIA or FCL are required we cannot quote.

As far as the facility security clearance (FCL) requirement is concerned, the construction of the SCIF-in-a-Box (SIB) is treated like the construction of any permanent SCIF under ICD-705 and has the same requirements for cleared personnel to perform the work or cleared personnel to monitor uncleared personnel performing the work. As a result, the requirements for construction are not able to be waived by the Site Security Officer (SSO) due to Defense Intelligence Agency (DIA) accreditation requirements. As stated in the solicitation, possession of a FCL is a baseline requirement/qualification.

2 We’re trying to understand the requirements laid out in the DD-254:

In Block 1, it states a facility clearance is required, but in Block 10, there is no access requirement.

Block 11 states that we will have access to Classified information “only at another contractor’s facility or a Government activity”.

Block 13 SIPRNET access is required, but there is no classified information handling requirement in Block 11.

We don’t understand why we would need a Facility Clearance?

3 I hold a Secret Clearance, but it is held by another company. Would this meet the program needs without our having a facility clearance?

Can you please provide some clarification?

4 We have a few questions on the Security clearance needing for us to participate. Our company has not previously had any projects with Secret level clearance. However we have years of experience building SCIF units. We just recently completed a project for (7) 20' SCIF units for SOCOM Africa. SOCOM Africa used NAVAIR who has a contract with BAE Systems to do the finish SNIPERNET and NIPERNET work. We are also currently building a 53' QUAD slide 18 wheeler for Eglin AFB that is going to be a mobile SCIF for them. If we can proceed with our proposal we are going to bring in and team with a SNIPERNET specialist.
