SOLICITATION/CONTRACT FORM
The required response date/time has changed from 18-Sep-2018 11:00 AM to 27-Sep-2018 11:00 PM.
The following have been modified:
ADDENDUM TO FAR 52.212-1
FAR 52.212-1 is hereby amended to reflect the changes shown below as to the specific paragraph being revised.
Para (a) North American Industry Classification System (NAICS) code and small business size standard does not apply to this solicitation.
Para (b) Submission of Quotes and Para. (f) Late Submissions, Modifications, Revisions, and Withdrawals of Quotes are hereby revised to include:
1. Quotes shall be received no later than the time and date specified on page 1 (Standard Form 1449) in Block 8. The time for submission of quotes is CET, Central European Time, Wiesbaden, Germany local time. Late quotes will not be considered. It is the offeror's responsibility to ensure quotes are received timely.
2. Offerors shall submit quotes via email only. Submissions shall be sent to all email addresses listed below.

NOTE: (1) The size restriction for attachments to emails on the US Government server is 8 MB.
(2) Failure to submit to all three email addresses may result to your quote not being considered for award.
(3) Faxed and mailed quotes are not authorized and may be rejected.
3. All questions regarding this solicitation shall be submitted to all email addresses in paragraph 2 above in writing.
The applicable solicitation section or applicable specification paragraph shall precede questions. The Government requests that all questions be submitted as soon as possible to allow the Government sufficient time to respond prior to the closing date. Answers to questions will be posted to FedBizOpps website at https://www.fbo.gov under the solicitation number. It is the Offerors’ responsibility to monitor the web site for posting of amendments, answers to questions, and other instructions, if any.
3.1 INSTRUCTIONS FOR WRITTEN SUBMITTALS
3.1.1 The Government will award a single contract on a Lowest Price Technically Acceptable (LPTA) basis pursuant to the award evaluation criteria stated in FAR 52.212-2. The Government intends to evaluate quotes and award a contract without discussions with Offerors. Therefore, the Offeror's initial quote should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and waive informalities and minor irregularities in quotes received.
3.1.2. Quote Format and Content: This solicitation utilizes streamlined acquisition procedures. Each quote shall contain:
Volume Title
I 1. “SOLICITATION/CONTRACT/ORDER FOR COMMERCIAL
ITEMS” shall be completed and signed by an official authorized to bind the Offeror. Acknowledge ALL Amendments, if any.
2. Representations and Certifications:
a. Completed FAR 52.212-3 ALT I Offeror Representations and Certifications -- Commercial Items (Nov 2013)
b. DFARS 252.229-7001, TAX RELIEF - ALTERNATE I (SEPT 2014)
II Factor I - Technical to include:
a. Subfactor A - Qualifications
b. Subfactor B - Experience
III Factor II - Price to include complete the Schedule Supplies/Services for contract line items (CLINs) 0001, 1001, 2001, 7500, 7501, and 7502.
(i) Content Requirements: All information shall be confined to the appropriate volume. The Government will not consider information found in other volumes. Offeror shall confine submissions to essential matters, sufficient to define the quote and provide adequate basis for evaluation. Offeror is responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of their quote. Proprietary information shall be clearly marked.
(ii) Certifications and Representations - Each Offeror shall complete (fill-in and sign) the solicitation sections indicated below using the document (without modification to the document) provided with the solicitation.
3.1.3 VOLUME I – Quote and Representations and Certifications:
An authorized official of the firm shall complete the SF 1449 in blocks 12, 17a, 30a, 30b, and 30c.
3.3.2 The offeror shall complete FAR 52.212-3 ALT I Offeror Representations and Certifications -- Commercial Items (JAN 2017). Offerors registered in SAM need only complete paragraph b of the above clause, if applicable.
3.3.3 Acknowledgment of all Amendments to the solicitation (if any amendments are issued).
3.3.4 The completion and submission to the Government of the below items will constitute the quote. The quote shall communicate the Offeror’s unconditional assent to the terms and conditions in this solicitation, including any attachments and documents incorporated by reference. The Offeror’s failure or refusal to assent to any of the terms and conditions of this solicitation or the Offeror’s imposition of additional conditions or any material omission in its quote may constitute a deficiency which will make the quote unacceptable to the Government. The Government reserves the right to permit Offeror to revise their quote if the Government thinks it is in its interest to do so.
3.4 VOLUME II - TECHNICAL
3.4.1 The PWS describes the services that will be acquired through this solicitation.
3.4.2 The technical volume shall consist of:
a. Subfactor A - Qualifications:
(i) For all Contractor personnel performing services under this contract, the offeror shall submit a copy of their Bachelor's Degree (or equivalent to a minimum of a four-year secondary education with a certificate or degree) in the area of Social Work, Psychology, Sociology, Marriage and Family Therapy, Counseling, Behavioral Science, or Human Services from an accredited university. (Reference PWS 1.11.2 c.)
(ii) For all Contractor personnel performing services under this contract, the offeror shall submit a copy of their current and valid driver's license to operate motor vehicles in Germany. (Reference PWS 1.11.2 g.).
b. Subfactor B - Experience: Offeror shall submit an individual Reference Information Sheet for at least one (1) reference for two (2) years of work in family systems and family violence prevention and intervention that depicts recent experience of similar size, scope and complexity of the PWS. The Government may contact references to verify the accuracy of the information provided.
Recent is considered as the efforts that are completed or ongoing during the past six (6) years (11 Sep 2012 through the issue date of the solicitation).
Relevant means similarity to work contemplated under this Solicitation with respect to complexity, scope, type of work, and value. Magnitude threshold is minimum $50,000.00 of one (1) or an aggregate of up to four (4) Reference Information Sheets.
3.5. VOLUME III - PRICE
Offeror shall complete and submit the “Schedule of Supplies/Services” for contract line items 0001, 1001, 2001, 7500, 7501, and 7502.
As part of its quote, the offeror shall provide the estimated total cost (if any) incurred to comply with the Enterprise- Wide Contractor Manpower Reporting Application (eCMRA) requirement. Offeror will determine, in Section B/Schedule of Supplies-Services, CLINs 7500, 7501, and 7502 to price or not-separately-price (NSP) the eCMRA requirement. If the offeror proposes to report this data at no additional costs to the Government, the offeror shall indicate "NSP" in the space provided in Section B/Schedule of Supplies-Services for the eCMRA CLIN. No entry will be considered "NSP" and $0.00 will be used for evaluation purposes.
Para (d) Product Samples. This paragraph does not apply.
Para (h) Multiple Award. This is amended as to state that only one award will be made from this solicitation.
Para (i) Availability of Requirements document cited in the solicitation. This paragraph does not apply to this Solicitation.
The following is hereby added:
Para (m) System for Award Management (SAM).
It is required under FAR 4.1102 "Policy" that Prospective contractors shall be registered in System for Award Management (SAM) database prior to award of a contract or agreement. To get registered in SAM you need:
(1) a DUNS & Bradstreet (D&B) number and (2) a NATO Cage Code (NCAGE) number.
(2) For the DUNS number enter the website http:/www.upik.de/upik_anfrage.cgi and complete the application form.

(4) When you have the DUNS# and NCAGE you have to establish a user account in the System for Award Management (SAM) website https://www.sam.gov/portal/public/SAM/ under “create user account” and you will receive a confirmation email. After establishment of your user account in SAM you have to complete your registration in SAM.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a single contract resulting from this solicitation to the lowest priced technically acceptable (LPTA) responsible Offeror whose quote conforms to the solicitation. The following factors shall be used to evaluate offers:
(i) Factor I - Technical;
a. Subfactor A - Qualifications
b. Subfactor B – Experience
(ii) Factor II - Price
The basis for award is Lowest Price Technically Acceptable (LPTA).
(b) A rating of no less than “Acceptable” must be achieved for all non-price factors and sub-factors. Receiving a rating of “Unacceptable” in any of the non-price evaluation factors and sub-factors as listed above will result in a rating of “Unacceptable". The non-price evaluation will consist only of determining the acceptability of each quote.
Quotes will not be ranked based on the acceptability evaluation.
(c) The Government intends to evaluate quotes and award a contract without clarifications. Therefore, each initial quote should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct clarifications if determined necessary by the Contracting Officer.
(d) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. This amount will be the total evaluated price. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option.
(e) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(f) EVALUATION APPROACH
1. Technical Factor and Subfactor Rating Definitions:
ACCEPTABLE - Quote meets the requirements of the solicitation.
UNACCEPTABLE - Quote does not meet the requirements of the solicitation.
Factor I - Technical: The Government will evaluate quotes based on documentation provided.
a. Subfactor A – Qualifications: This subfactor is met when the offeror has submitted a copy of the Bachelor's Degree (or equivalent to a minimum of a four-year secondary education with a certificate or degree) in the area of Social Work, Psychology, Sociology, Marriage and Family Therapy, Counseling, Behavioral Science, or Human Services from an accredited university for all Contractor personnel performing services under this contract.

2. Price Factor:
After determination of technical acceptability, each quote will be evaluated and award made to the lowest Total Evaluated Price (TEP) quote. The award will be based on lowest price determined to be reasonable, complete (all items are priced), and balanced. Offerors are required to price CLINs 0001, 1001, 2001, 7500, 7501, and 7502. The successful Offeror will be contractually bound to all proposed prices and rates. Offerors must ensure there are no rounding errors to the nearest cent. The Government will evaluate Total Evaluated Price (TEP) offered for award purposes as shown below.
TEP consists of the total price offered for CLINs 0001, 1001, 2001, 7500, 7501, 7502.
