1. Is there an office and storage space for the contractor? If yes, is the office hooked up to the telephone system/internet? How about the other remote areas, is there office space and storage space provided for the contractor?
Government's Response: Office space, telephone or internet access will not be provided for all areas. The Contractor can store daily cleaning supplies and equipment such as cleaning wagon, broom, soap, and toilet paper in a small storage area located at each site, including the remote areas. A large storage room for toilet paper and soap is located at Clay Kaserne.
2. Is it possible to provide the vendors with a bldg. summary in which buildings with their bldg. numbers are related to the area where they are located? For example: with the provided bldg. summary we cannot assign a CDC or YS to the barracks or housing area where service has to be performed. If a vendor has no information how the bldg. numbers are assigned, he cannot calculate path time and therefore cannot provide a proper quote. It would be important for a staffing plan to have this information, too.
Government's Response: The building numbers are internal and will only be provided with maps after contract award. See Attachment 11 Location overview map.
3. In the "Building Summary", there are some numbers without headings in the columns BC to BK. Do these numbers have a significance?
Government's Response: Attachment 5 - Building Summary List is revised to remove columns BC to BK.
4. The Government uses the frequency "1Q" without explanation - 1 x per quarter?
Government's Response: Yes, “1Q” means once per Quarter. Technical Exhibit 5 - Building Summary list is revised to add “1Q” (indicating once per quarter) to the legend.
5. In the Building Summary, the name of the positions can be found with eg "0001AA", in the price book, however, then with "0002AA". Are these positions to be understood as synonymous?
Government's Response: Yes, the ELINs in Attachment 8 - Price Book correlate to the ELINs in Attachment 5 - Building Summary List.
6. In addition, there are some deviations of the areas used in the Price Book as a basis for the calculation of the Offer Price, between Price Book and Building Summery. Ex: 0002AO in the Price Book under the heading "General Installation & Administrative & Community offices, Training / Education, PWS" with 107.856,04 m² and in the Building Summery no (!) Areas are registered.
Government's Response: ELIN 0002AO in the Price Book and in the Building Summary provides floor cleaning. That same cleaning is to be provided in various facilities, which is why it shows under different types of facilities in the Building Summary and in different areas of the Price Book.
7. The assignment of the fitness center in the Building Summary explained to me mostly not. For example, in cell AU35 there is an area of 284.20 m² which has been assigned to the "Library", but is located under the column heading "Fitness Center". Please clarify?
Row 35 list is revised in Attachment 5.
8. Referencing attachment 8 price book. Clarify if the quantities and principal in column F indicate unit in square meters or square foot?
Government's Response: The top of the table, row 10, designates each column as “m2” (meters squared).
