The USAREUR G4 LAB, staging facility, Miesau Germany is the centralized point in Europe for Army Program Manager LIS, TELS and COTS/IT fielded to USAREUR Theater of Operations subordinate unit’s MTOE, TDA, ATOE authorizations. Utilizing Global Combat Support System- Army (GCSS-A) Property Book, the Army’s Supply system of record for accountability of transactions between gaining and losing UICs for LIS, TELS and COTS/IT ensures an accurate auditable trail IAW DoD and HQ DAG4 policy. The USAREUR G4 and G6 LIS, TELS, COTS/IT managers maintain fully mission capable (FMC) ready equipment to fill shortages and or mission requirements.

GENERAL: This SOP in conjunction with Army and Army Europe regulations and policies to facilitate the working relationship between the Staging Facility and supported USAREUR and USARAF Subordinate and Tenant units. PARA: 3c1f

3. (U) Execution. ADD.

(1) This annex applies to all Army units and organizations operating on the GCSS-Army, Wave 2 software. GCSS-Army Wave 2 replaces the Property Book Unit Supply Enhanced (PBUSE), Unit Supply Enhanced (USE) and all versions of the Standard Army Maintenance System (SAMS).

(f) All supply forms generated by GCSS-Army will serve as the authorized equivalents of approved Army forms maintained in the Army Publishing Directorate (APD). (http://www.apd.army.mil/)

* Per email from HQDA G4, Supply, the FRAGO Still applies as of 31 July 2017:

The answer to your question is yes, the FRAGO and the guidance inside of it are still valid (until we can transition this policy into AR 710-2 at a later date). We understand the audit constraints this was the reason we publish this source document, we are also nested with FM&C and LIA (sub-section of Army G4) on this action.
