Requirement Description
1. Anti-Splash Box: is a pass through closure and delivery device, in partition or attached to a detention cell door; permitting materials to be safely passed through a slot. The contractor shall provide and install (115) Anti-splash boxes. The contractor shall deliver boxes and install them on existing steel doors. The contractor shall fabricate and weld (115) steel frames on doors for boxes to be mounted on.
2. The Contractor shall provide and install (115) anti-splash boxes to allow safe and sanitary interaction between government personnel and detainees. Anti-splash boxes must meet all government: security, paracentric key, and construction standards requirements for detention facilities (See Attachment A for a conceptual representation of an anti-splash box.) Present requirements for the anti-splash boxes are listed below:
2.1 Viewing area. The Anti-splash boxes must be made of stainless steel with a clear heavy duty polycarbonate door in its center to facilitate a viewing area; provide safe and sanitary interactions between government personnel and detainees. The viewing area must be an adequate size to easily see inside the box prior to opening it; allow the introduction of feeding trays; basic life support items; provide adequate space for the guard force to safely apply restraints to the detainees; and limit detainee physiological range of motion. The heavy duty polycarbonate door must have a paracentric key locking mechanism in its center; open in an upward orientation (toward the guard); close in a downward orientation (away from the guard); and maintain an upward sloping angle orientation when closed. The purpose of subject upward sloping angle orientation is to limit detainee physiological range of motion if the sliding door fails and the detainee gains unexpected access into the box (See Attachment A for conceptual representation of anti-splash boxes used in the past that did not meet the above requirement).
2.2 Anti-splash boxes and sliding door. The Anti-splash boxes and sliding doors must have the ability to open and close independently and be secured with a paracentric key locking mechanism. The Anti-splash boxes must be made of stainless steel and incorporate a mechanism that allows for the use of a sliding door with ratchets. The boxes must incorporate a mechanism that would prevent detainees from tampering with the locking mechanism attached to the polycarbonate door, should the sliding door fail and detainees gain unexpected access inside the box. The boxes must have drain holes and be attached to the cell doors in an angle that will facilitate spilled liquids to flow away from the cell door. The boxes must incorporate a paracentric key locking mechanism that allows: the box to be securely attached to the welded frame on the cell door; collapse in place while securely fastened to the frame in a downward orientation providing full access to the slot and allow the guard force to issue material that normally would not fit inside the box. The sliding door must be made of stainless steel and incorporate a ratchet mechanism. The sliding door with ratchets must have a paracentric key locking mechanism that allows the guard force to adjust sliding door and lock it in place and limit detainee physiological range of motion into the box. The sliding doors and paracentric key locking mechanisms must meet cell door orientation as it relates to left/right side opening. (See
Attachment A for conceptual representation of anti-splash boxes used in the past that did not meet the above requirement).
2.3 Frames. The contractor must fabricate and install (115) steel frames on existing designated doors to allow Anti-splash boxes to be mounted on with a mechanism or hinges that will facilitate the complete removal of the anti-splash boxes. The anti-splash boxes must have total removal capability in order to facilitate cell door maintenance and replacement if the box is damaged beyond repair. Frames must be properly welded to existing doors to provide the ability to securely mount the removable boxes as intended. Frames must ensure existing food pass sliding doors remain intact and functional. The frames must be installed by factory certified welders and cell door structure specialists.
2.4 Paracentric Keys and all lock types must be keyed the same, so one key will open all
(3) locking mechanisms associated with each anti-splash box. The contractor must provide 20 paracentric keys with current GTMO design and cut to the government.
2.5 The contractor shall, at all times, furnish sufficient equipment, accessories, attachments, and parts needed for this requirement.
