The Government seeks fragrance-free laundry services supporting Southern Vanguard 26.2 at the Peruvian Army Jungle School in Sauce, Peru, from September 8-18, 2026. The contractor must provide pickup, washing, drying, folding, and delivery of laundry bundles (up to 35 pounds each) with a 48-hour turnaround time. The solicitation includes two line items: CLIN 0001 for laundry services (850 bundles) and CLIN 0002 for Defense Base Act (DBA) Insurance (required as a separate cost-reimbursable line item, not evaluated in price). Quotations must be submitted in U.S. dollars with all-inclusive pricing by 1500 CST on August 14, 2026, to SSG Coulibaly Seydou Z. at seydou.z.coulibaly.mil@army.mil. Offer prices must remain firm for 30 calendar days. Award will be made to the lowest-priced technically acceptable offeror with acceptable past performance. Quoters must provide a personnel management plan, two examples of past performance on awarded contracts, and maintain registration in the System for Award Management (SAM). DBA insurance quotes must be obtained from approved Department of Labor carriers and submitted with the quotation. The solicitation incorporates FAR and DFARS provisions and clauses effective through Federal Acquisition Circular 2025-06.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation requirements will be most advantageous to the Government, namely price and other factors. The following factors shall be used to evaluate offers:

Award will be made from the Offeror who is determined acceptable in both the technical and past performance factors as well as the lowest total evaluated price. The following approach shall be used to evaluate offers:

STEP 1: Rank all quotes by price

STEP 2: Evaluate for technical acceptability ascendingly (evaluated in line from lowest priced to highest priced quotes). Vendors MUST SECURE Defense Base Act (DBA) Insurance after award of contract. All DBA insurance information can be determined and acquired using the U.S. Department of Labor website. DBA is a 100% mandated requirement for all services outside of the U.S. that does not have a current waiver on file with the U.S. Department of Labor. The country of Barbados does not have a waiver for DBA insurance. DBA is essentially a form of workman’s compensation to ensure all workers are covered in case of an accident during performance of a service contract and is mandatory for all service contracts. DBA Insurance is treated as a Not-to-Exceed Line Item (CLIN), not a Fixed Price CLIN, and the associated costs are fully reimbursable at contract payment. DBA insurance is not considered in the evaluated price for each quotation. Insurance must be presented to contracting officer no later than 7 days after contract award, or the contract will be at risk of termination.” Vendors MUST submit a DBA quote with combined solicitation to be considered for award.
