5. Reasons for Authority Cited:

a. Market research indicated that only one vendor within the delineated area of Alameda Island has the capability of meeting the lodging requirements for 288 soldiers at one location for the duration of the operation. Due to the high op-temp of the exercise, and safety concerns for the soldiers traveling back and forth from the exercise, all participants involved need to be housed on the island of Alameda to decrease travel time.

b. Purchase Order W9124J-14-P-0095 was awarded to the USS Hornet for last year’s exercise on a sole source basis for the same reasons. Due to the history of working with the USS Hornet and their staff, they are aware of the support that is needed to make the mission a success.

(1) Alternatives: Utilizing multiple hotels was considered as a Course of Action (COA), however, those vendors weren’t able to provide support for the duration of operation.

(2) Justification: As Big LOTS West exercise will be an annual training session that will last at least 2 weeks, personnel operating out of Alameda, CA Navy yard, will need food support and lodging services. At present, only one vendor is able are able to provide accommodation needed to support personnel count and the location of the mission. Upon occupation of USS Hornet, personnel will be required to either have their articles transported to local facility for cleaning, or washing their items on their own. With the number of personnel in the AO, local hotels cannot meet the demand for lodging, meals and services required to support 288 personnel.

(3) Impact: This request is categorized as Mission Essential – it’s imperative that this sole source vendor receive this contract, due to the unit’s core operations; mission can’t be conducted nor successful without the support of USS Hornet and it capability to provide a single location for all lodging, laundry capacity, and meal capacity within the delineated area.

6. Actions to Increase Competition: Attempts were made to extend the Area of Responsibility to 30-50 miles from Alameda Island, however hotels that had the necessary capability of lodging, food and services did not have the capacity for the duration of the exercise.

7. Market Research: There are several hotels located on Alameda Island, however no single hotel has the capacity for the duration of the exercise needed. Only the vendor, the Aircraft Carrier Horner Foundation (Cage: 3R5J2) has the required rooms, meals facilities and laundry facilities for the duration of the exercise.

9. INTERESTED SOURCES: There are no expressed written interest from any qualified non 3rd party vendors.
