About this file

This file is a Questions and Answers document addressing clarifications for the Department of the Army's Commercial Solution Opening (CSO) W912CH-26-S-C003, specifically for Area of Interest 001 focused on Unmanned Ground Vehicle (UGV) Last Tactical Mile Sustainment and Casualty Evacuation capabilities. Solution briefs may be submitted as either Word documents or PowerPoint presentations, with a maximum of five single-sided pages in Times New Roman 12-point font or up to 15 slides if using PowerPoint format. UGVs are not required to be of 100% U.S. origin but must comply with either the Trade Agreements Act (TAA) or Buy American Act (BAA); ITAR restrictions apply to these items. Graphics, tables, charts, headers, and footers may use fonts smaller than 12-point if readable.

The Government is not requiring an approximate vehicle quantity at submission time, though companies are encouraged to provide transparency regarding timelines and quantities in their solution briefs. No set-asides are being used for this CSO, and the Government is not offering individual company technical exchanges at this time. Companies may submit multiple separate and distinct solution briefs for the same Area of Interest and may serve as both a prime contractor in one submission and as a subcontractor under a separate prime in another submission, provided each submission represents a unique concept. There are no restrictions on company size or participation, and foreign-owned businesses may submit independently or as part of a teaming arrangement with U.S.-owned businesses, subject to their ability to obtain necessary clearances and approvals.

Q#QuestionResponse
1What from can the written submission take: the rules for the CSO indicate a written word document for a slide presentation. In our case, we are preparing a Power Point presentation. Is a power point presentation acceptable for submission.Yes. Per Section 3.1.1. of the CSO: "Unless otherwise stated on the subject AoI, solution briefs shall not exceed five (5) single-sided written pages using Times New Roman 12-point font or, alternatively, solution briefs may take the form of briefing slides which shall not exceed 15 slides." The 15 slides can be through PowerPoint.
2For the unmanned ground vehicles, do they have to be of US origin? If not are there any countries that are barred (ie Peoples Republic of China, Russian Federation, etc)? Please reference the Note in Section 3 of the CSO: NOTE: Foreign-owned businesses may independently submit a solution or do so as part of a teaming arrangement with one or more United States-owned businesses. However, the ability to obtain an agreement based upon a submission may depend upon the ability of the Foreign-owned business to obtain necessary clearances and approvals to obtain prescribed information.

The Unmanned Ground Vehicles (UGVs) do not have to be of 100% U.S. origin, but they must comply with the Trade Agreements Act (TAA) or the Buy American Act (BAA).

3Do these items fall under ITAR?Yes.
4Is an approximate number needed?Government funding and vehicle quantity reviews are ongoing. No accurate response is available at this time. The Government appreciates transparency in the Solution Briefs that may include timelines and quantitites available in said timelines.
5If the number is substantial do they all need to be from the same manufacturer? The Government anticipates Solution Briefs to incorporate each company's particular solution capability. If chosen for Phase 2, this topic may present itself for discussion.
6Will any set-asides be used for this contract? No. Government intent for this CSO's AoI is to solicit innovative solutions that meet the objectives detailed in Section 1.2 of the AoI. Please refer to 10 U.S.C. § 3458 – Authority to acquire innovative commercial products.
7Can a new company like mine compete for this contract?Yes. There are no restrictions on submitting Solution Briefs outside of what is outlined in the CSO and AoI. Please otherwise refer to Section 3 for general guidelines.
8Can graphics, tables, charts, headers, and footers be excluded from the 12-point font requirement if they are readable?Yes. Please be cognizant of the intent for the White Paper submissions to be a concise Word or PowerPoint presentation per the CSO.
9We are trying to understand if this solicitation on Sam.Gov is different from the sustainment focused opportunity posted on the NAMC consortium titled “project sustainment”, also from CPE autonomy.Yes, this CSO's AoI effort is different from the "project sustainment" effort, most specifically in the "Last Tactical Mile" focus and the mission's need to handle cross-terrain. Please review both this CSO's AoI and the "project sustainment" RPP as you decide which solutions you will be responding to.
10Are you available for a brief technical exchange to discuss your capability priorities? If you are not the right POC for this effort, can you forward my information to the correct contact? We are currently looking for solutions pertaining to the CSO and AoI released on 15 APR 2026. We are not entertaining individual company discussions at this time.
11Team is currently preparing a response for CSO W912CH-26-S-C003. Based on the guidelines provided, we would like to confirm that our proposed approach for dual submissions is permissible.

The CSO states that companies may submit multiple briefs for a single Area of Interest (AoI) provided each represents a "separate and distinct concept." To that end, we are considering the following:

•Submission 1: A solution submitted as the prime contractor.
•Submission 2: A distinct solution submitted as a subcontractor under a separate prime.

Could you please confirm if this dual-track approach—serving as both a prime and a subcontractor on separate, distinct solution briefs—is allowed under the current guidelines?

Yes, if Submission 1 and Submission 2 are separate and distinct concepts, they should both be submitted as separate Submissions.
DISTRIBUTION STATEMENT A. Approved for public release; distribution is unlimited.
