About this file
This is a Department of the Army Sole Source Justification for Purchases under the Simplified Acquisition Threshold (SAT) using FAR Part 12.
The Army Contracting Command - Detroit Arsenal (ACC-DTA) is procuring the provision and installation of an Integrated Commercial Intrusion Detection System (ICIDS)/DAQ Security Management System (SMS) – Access Control Systems (ACS) for the Capability Program Executive (CPE) Ground Combat Platforms areas at Detroit Arsenal in Warren, Michigan. The requirement is restricted to FireLake Security, a KCorp Company (CAGE: 8HPW6, UEI: CYD1SSRL8EM8), with an estimated total purchase price redacted in the document. The procurement is funded through Fiscal Year 2025 Procurement appropriations and is authorized under FAR 12.102(a) for acquisitions valued at or below the simplified acquisition threshold.
The justification for sole source selection centers on FireLake Security's unique technical qualifications and existing infrastructure integration. FireLake Security is the only vendor with DAQ StarWatch Certification as a primary Army ICIDS installer and holds specialized DoD security infrastructure certifications required to meet standards including ICD 705, AR 190-13, and AR 380-5. Critically, FireLake Security has installed and currently maintains all existing ICIDS/DAQ SMS-ACS systems at DTA and holds an active IMCOM (U.S. Army Installation Management Command) maintenance contract for Warren, Michigan, including 24/7 on-site technicians with active secret security clearances. Market research identified five comparable competing integrators; however, none have recent installations at DTA, existing IMCOM maintenance contracts, or the proprietary knowledge required for seamless interoperability with established FireLake infrastructure. Using an alternate vendor would create warranty conflicts, liability gaps, system integrity risks, and substantial cost duplication through redundant maintenance contracts and technician mobilization. The contracting officer certified the justification on 5/27/2026.

Department of the Army Sole Source Justification for Purchases under the SAT
(Using FAR Part 12)
Purchase Request #: TBD
1. Contracting Activity: The Army Contracting Command - Detroit Arsenal (ACC-DTA) is the procuring activity for this action.
2. Description of the Supply or Service Purchased: This action is to provide and install Integrated Commercial Intrusion Detection System (ICIDS)/DAQ Security Management System (SMS) – Access Control Systems (ACS) to Capability Program Executive (CPE) Ground Combat Platforms areas, located at the Detroit Arsenal (DTA) in Warren, Michigan. Requirement to be completed by FireLake Security, a KCorp Company, CAGE: 8HPW6, UEI: CYD1SSRL8EM8.
3. Dollar Amount: The estimated total purchase price is
The type of funds is Fiscal Year (FY) 2025 Procurement.
4. Authority Cited: RFO FAR 12.102(a), Restricting Competition, for acquisitions valued at or below the simplified acquisition threshold
5. Reason for Authority Cited: This procurement is for specialized physical security infrastructure, high-security construction components, and the engineering services required to integrate an ICIDS into an existing localized network. Computer Hardware, Enterprise Software and Solutions (CHESS) contract vehicles are designed for standard IT commodities and enterprise services; they do not encompass these specialized physical security installations, nor do CHESS vendors possess the proprietary DAQ StarWatch certifications necessary to integrate with the existing DTA security infrastructure without voiding active warranties. Therefore, the requirement must be procured outside the CHESS enterprise.
FireLake Security has installed and maintained ICIDS/DAQ SMS – ACS systems at DTA, specifically including other access systems in support of Program Offices currently supporting CPE Ground, and others that formerly supported PEO GCS. To maintain an effective security posture and accountability within CPE Ground Combat Platforms, these systems need to be interoperable with each other and meet strict security standards such as ICD 705, AR 190-13, and AR 380-5. FireLake Security, having installed the other systems, is uniquely capable of ensuring such interoperability. In addition, FireLake Security is a DAQ StarWatch Certified Integrator and a primary installer for the Army’s ICIDS and holds specialized certificates, as required by DoW security infrastructure to meet the stated security standards. In addition, FireLake Security is an authorized installer of Lockmasters high-security door locks, mandated for use in high-security government applications. FireLake also is currently under contract with U.S. Army Installation Management Command (IMCOM), Warren, MI for maintenance and repair of systems they have installed at DTA. Therefore, if FireLake Security installs systems for CPE Ground, then those systems are eligible for maintenance and repairs under the existing IMCOM contract, which includes on-site technicians with active secret security clearances who can support service calls seven days a week, 24 hours a day (24/7). Introducing a different company to install new components into a network of systems already installed and maintained by FireLake creates warranty conflicts and liability gaps. In addition, paying another contractor to mobilize 24/7 cleared technicians to DTA would result in duplication of cost. Therefore, based on technical capability, interoperability, and the substantial duplication of costs associated with utilizing a vendor outside the existing IMCOM maintenance footprint, it is in the Government’s best interest to restrict competition to FireLake Security.
