About this file
This is a Department of the Army Justification and Approval (J&A) document for awarding a contract on an other than full and open competition basis. Army Contracting Command - Detroit Arsenal (ACC-DTA) proposes to award a Firm-Fixed-Price contract to JCB Inc. (CAGE 0JKF0) or its authorized distributors for Vehicle Mounting Rotary Sweepers (NSN: 3830-01-616-2954, Part Number: 347/00530). The procurement includes a base quantity of 17 units and an option quantity of 17 units for a total of 34 units at $32,575.31 per unit, with a total estimated contract value of $1,107,560.54, funded through Army Working Capital Funds.
The justification cites 10 U.S.C. 3204(a)(1) under FAR 6.302-1(a)(2)(ii)(A) and (B) as authority for single-source procurement, based on JCB being the original equipment manufacturer and sole owner of the Technical Data Package and computer software. The sweeper is an integrated component of a major system designed for construction cleanup and road maintenance operations with critical safety interfaces. Market research through a Sources Sought Notice/Request for Information posted May 23, 2025, yielded three responses, none of which identified viable alternative sources. Reverse engineering would require approximately several months at an estimated cost in the millions of dollars with substantial Government cost duplication and unacceptable delays to mission readiness. JCB identified four approved military dealers authorized to submit proposals alongside JCB Inc. Internet searches found no alternative sweeper solutions meeting specifications. The document includes certifications by the Engineering Division Chief, Sourcing Division Chief, and Contracting Officer, with final approval signed November 18, 2025, by Jeffrey D. Simonis.
