SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C.1. Background: The intent of this contract is to provide for the design and fabrication of the Lightweight Multi-Purpose Shelter (LMS)
Type I, Type III which are designed for transport on the M1152A1 and the M1152A1 with B2 Armor Kit High Mobility Multi- Purpose Wheeled
Vehicle (HMMWV). These shelters are transported by rail, air, marine and highway when mounted or dismounted from their vehicles. These tactical rigid wall shelters are used to house battlefield electrical systems. The LMS Type I and Type III are Electromagnetic
Interference (EMI) shielded.
C.2. General Scope:
C.2.1. The contractor shall supply all necessary personnel, facilities, equipment and materials to accomplish the requirements set forth herein. Each LMS, both First Article and Production, shall be equipped with one (1) Shelter to HMMWV Mounting Kit and one (1) Pintle
Extension Kit which are separately boxed and stored inside the shelter. For production LMS, one (1) Technical Manual shall also be over-packed in each shelter with each end item delivered to the Government. Vehicle drawings and the vehicles themselves (M1152A1 Expanded
Capacity Enhanced Integrated Armor Package (IAP)/Armor Ready HMMWV and M1152A1 with B2 Armor Kit Expanded Capacity Enhanced Armored
HMMWV) will not be provided as Government Furnished Equipment (GFE) under this contract. It shall be the responsibility of the contractor to secure the use of sufficient vehicles and to mount the First Article Test Units on them prior to test and during validation of Technical Manual. One suggested source to contact is: U.S. Army Aberdeen Test Center (ATC), Aberdeen, MD, (410) 278-4639.
The contractor may use Government test facilities with Government pricing for necessary testing of the LMS.
C.2.2. Detailed Performance / Interface Requirements: The contractor shall design, manufacture and furnish both variants of the LMS
Shelter (Type I, Type III). The shelter shall meet the requirements of American Society of Testing and Materials (ASTM) E 2377-25
Standard Specification for Shelter, Electrical Equipment, Lightweight (See Attachment 0001 of this Contract which can be accessed at the following website http://www.astm.org.) with exceptions as noted in Attachment 0009 of this contract). The drawings listed in Paragraph
2.7 of ASTM E 2377-25 detailing the Pintle Extension Kit, the Shelter to HMMWV Mounting Kit, the Interface Control Drawing, and the
Standard Camouflage Pattern for the LMS are provided in Attachment 0002.
C.2.3. Contract Management
C.2.3.1. Program Manager (PM): The contractor shall assign a Program Manager (PM). This individual shall serve as primary Point of
Contact (POC) between the Government and the contractor and shall be responsible for the coordination of all contractor activities related to the contract. This person shall have the authority to commit the contractor to specific courses of action and accept direction from the Contracting Officer. This person shall be responsible for coordinating all meetings between the Government and the contractor. The PM shall be responsible for bringing to the Contracting Officer's attention any conflicts in the contractor's interpretation of the contract requirements (first by telephone and then followed up in writing) or problems that could adversely affect the contractor's ability to meet the stated quality, cost, or production/delivery schedule requirements.
C.2.3.2. Configuration Management (CM): The contractor shall implement and maintain an internal configuration management program for the
LMS throughout the life of the contract. Military Handbook, Configuration Management Guide, MIL-HDBK-61A(SE), Paragraph 5.2 may be used as a guide for the contractor's configuration management program, which can be found at https://assist.daps.dla.mil.
C.2.3.2.1. The contractor shall establish and use configuration control procedures to manage proposed changes, beginning with the submission of the First Article Test items. Configuration control shall be used to document the proposed changes, the purpose and the impact of proposed changes, and to update configuration documentation. The contractor shall include evaluation of human system integration, safety, system safety, and logistical impact(s) of alternative Engineering Change Proposals (ECP) associated with design tradeoffs. Following Government-acceptance of First Article Test (FAT) units, the contractor shall not alter the design in form, fit, or function without submitting either an ECP, Request for Deviation (RFD) or Request for Waiver (RFW) to the Contracting Officer and receiving written approval from the Contracting Officer to proceed. Once approved, a contract modification will be prepared by the
Contracting Officer to incorporate the change into the contract, as well as an equitable adjustment (if appropriate) to the contract price or other contract terms and conditions as a result. Such changes shall be made in accordance with the applicable contract clauses(s).
C.2.3.2.2. The contractor shall control the Physical Configuration Baseline (PCBL) using the change control and engineering release processes. The PCBL is the product performance requirement for replacement assemblies and spare/repair parts, engineering drawings, parts lists, process specifications and computer software configuration items. It shall be in the contractor's own format. The contractor PCBL shall support interchangeability and interoperability to a replaceable part level. All baselines shall be documented in the configuration status accounting database.
C.2.3.3. Meetings / Reports: The contractor shall prepare minutes of all program meetings detailed below (see CDRL A018). The contractor shall have available a stable drawing base which reflects the current item configuration for use during all meetings held at the contractor's facility.
