SECTION F - DELIVERIES OR PERFORMANCE

F.1 TIME OF DELIVERY

F.1.1 The Government requires delivery to be made according to the following schedule:

CLIN ESTIMATED QTY CALENDAR DAYS AFTER AWARD

0011 907 EST (EA) 75 EA 180 DAYS after award, then 75 ea every 30 days

0012 204 EST (EA) 17 EA 180 DAYS after award, then 17 ea every 30 days

0013 204 EST (EA) 17 EA 180 DAYS after award, then 17 ea every 30 days

0014 204 EST (EA) 17 EA 180 DAYS after award, then 17 ea every 30 days

0015 204 EST (EA) 17 EA 180 DAYS after award, then 17 ea every 30 days

F.1.2 The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, may be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

Offeror's Proposed Delivery Schedule:

CLIN ESTIMATED QTY CALENDAR DAYS AFTER AWARD

0011 ____ EA DAYS

0012 _____ EA DAYS

0013 _______ EA DAYS

0015 _______ EA DAYS

F.1.3 Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the

Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the

Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

F.1.4, Only upon approval from Contracting Officer, an accelerated delivery schedule may be acceptable at no additional cost to the

Government.

SECTION M - EVALUATION FACTORS FOR AWARD

M.1. BASIS OF AWARD

(a) Overview. The Government will evaluate bids based on the unit prices identified in Section B for CLINS 0011-0015 and intends to award a single firm-fixed-price contract to the responsible Bidder with the lowest total price. The lowest total price will be determined as follows:

(1) CLIN Prices. The Government will verify the Bidder's CLIN prices by multiplying each year's proposed unit price by the estimated annual quantity. This is the first step in determining the lowest total price.

(2) Total Price. The Government will calculate the Bidder's total price by taking the sum of all its CLIN prices, as calculated in step 1. This is the final step in determining the lowest total price.

(3) If a Bidder fails to identify a unit price for all CLINs, its bid may be rejected. Further, the Government will not accept any additional prices identified in Section B or elsewhere in this IFB. If a Bidder submits additional prices, other than those requested, the bid may be rejected.

(b) Price Reasonableness. The Government will assess the reasonableness of the Bidder's proposed prices. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The

Government may make a determination of price reasonableness by any means allowable under RFO FAR 15.404-1: Proposal Analysis Techniques.

(c) Unbalanced Pricing. Unbalanced pricing exists when, despite an acceptable total price, the price of one or more contract line items or ranges is significantly over- or understated as determined by the application of cost and price analysis techniques. Offerors are cautioned that any bid determined to contain unbalanced pricing may be rejected or determined unacceptable for award. Please see RFO FAR

15.404-1(g) Unbalanced Pricing for additional information.

(d) Award without Discussions. The Government will evaluate bids without discussions and, therefore, the Bidder's initial bid shall contain its best terms. Further, the Government may reject any or all bids, accept other than the lowest bid, and/or waive informalities or minor irregularities in bids received. Please see FAR 52.214-10: Contract Award - Sealed Bidding for additional information.

(e) Equal Low Bids. A contract shall be awarded in the order of priority identified at RFO FAR 14.408-6: Equal Low Bids when two or more low bids are equal in all respects. Therefore, the Bidder is required to complete and return the associated RFO FAR 52.219-2: Equal Low

Bids fill-in with its bid submission.

(f) Only One Bid. When only one bid is received, the requirements identified at RFO DFARS 252.215-7008: Only One Offer shall apply.
