About this file

This is a Questions and Answers document addressing clarifications on Area of Interest (AoI) 021 for the TACOM Oral Histories & Imagery Collection project under Commercial Solutions Opening (CSO) W912CH-25-S-C001. The document clarifies key procurement requirements and contractor responsibilities. Potential bidders do not need to be on a pre-existing contracting vehicle but must maintain active registration on SAM.gov. The procurement follows a three-phase process: Phase II involving brief presentations on proposed approaches (at Government discretion), and Phase III requiring finalized proposals evaluated for contract award. The contractor will develop a model for two-person conversational oral histories and is responsible for conducting, facilitating, recording, and transcribing interviews while training command workforce to replicate the model. Virtual sessions are permitted only at lower-density sites; all interviews at headquarters (Warren, MI) and major industrial sites (Anniston, AL; Rock Island, IL; Texarkana, TX; Herlong, CA; Watervliet, NY) must be conducted in-person, with options for participation at additional locations. The contractor must propose the number and length of oral histories, derivative products, and security requirements for outputs, which will be unclassified and potentially archived as permanent federal records owned by the Army. Pricing should reflect a twelve-month base year with a six-month extension option, not the twelve-month plus twelve-month option previously referenced. All derivative products, recordings, and transcriptions must be archival and controlled by the Army as permanent federal records.

Text version

· W912-CH-25-S-C001 appears to be a contracting vehicle. Do potential bidders need to be on the contracting vehicle to submit a solution?

· This is not a contracting vehicle. Any resulting contract would require the contractor to have an active registration on the Government’s System for Award Management website (www.sam.gov).

· For this CSO AoI, what do next steps look like? Would this proceed to an additional RFP or would there possibly be award from this step in the process? Is there a necessary SAM NAICS code for this opportunity?

· Generally, during Phase II (which may or may not be pursued at the Government’s discretion) offerors may deliver brief presentations on their proposed approach to the Area of Interest. During Phase III, offerors will construct finalized proposals that will be evaluated by the Government and a contractor selected for award.

· Does this AoI include conducting oral histories or will command workforce be solely responsible? Training is listed as part of this – will contractor only train command workforce on conducting an oral history interview?

· The contractor will develop a model for two-person conversational oral histories and conduct, facilitate, record, and transcribe oral histories according to that model. The contract will train command workforce to conduct two-person conversational oral histories following the same model, not provide general oral history training.

· Will remote interviews be acceptable if the contractor is responsible for conducting the oral histories?

· Virtual sessions are possible only to encourage participation at lower density sites; headquarters and all major industrial sites (listed in the AoI) must be in-person.

· How many oral histories does TACOM anticipate collecting as part of this project? Can you provide average length of the individual interviews?

· This is for the contractor to propose; see the AoI.

· Are there existing recordings that need processing? If so, how many, and how many hours of content is it?

· Such work would be outside the scope of this AoI.

· Is there a preferred derivative product that TACOM would like to see?

· This is for the contractor to propose; see the AoI.

· Will the derivative product or products be for public consumption or private? If intended for distribution within DOD (but not the public writ large), what level of security would be necessary for a digital output?

· This is for the contractor to propose; please reference the intent expressed in the AoI. Products will be unclassified but may or may not be publicly releasable.

· Are they interested in an internal branded website (something password protected), but functions like this https://lapl.theirstory.io/ or this https://fossda-exhibit.theirstory.io/.

· Possibly; derivative products, as with recordings and transcriptions, should be archival, owned and controlled by the Army as a permanent federal record.

· In section 1.3, TACOM asks for a non-binding Rough Order of Magnitude (ROM) that includes the twelve-month base year and a twelve-month option year; however, in section 1.2, the period of performance is listed as one twelve-month base year with a six-month extension option. Which period of performance should we assume when pricing the ROM?

· One twelve-month base year with a six-month extension option.
