AoI Questions & Answers Summary
This document is a Questions & Answers (Q&A) file for an Army solicitation addressing clarifications on a TACOM Command Overview Video production project. The primary deliverable is a new command overview video with a target runtime of 3–5 minutes for the main version, accompanied by a condensed 2–3 minute version and a quick 90-second version. TACOM will require motion graphics, closed captions, and Section 508 compliance on all deliverables. The period of performance is anticipated at 6–12 months, with no interviews currently required. The vendor will develop the script in collaboration with the TACOM team on brand messaging.
Base access coordination and security clearances are managed by TACOM Public Affairs, which will sponsor contractor access and coordinate Common Access Cards (CAC) for crew members at seven locations: TACOM Headquarters, Lima Army Depot, Watervliet Arsenal, Rock Island Arsenal, Anniston Army Depot, Red River Army Depot, and Sierra Army Depot. For facilities that have recently produced their own command videos, such as Red River Army Depot, TACOM may provide existing b-roll as Government Furnished Information (GFI). TACOM may deploy Army public affairs content teams to capture footage at certain facilities based on the developed script and shot list. DoD/defense contractor experience is stated as a preference rather than a requirement, and qualified commercial production companies will receive full consideration. No budgetary range has been disclosed at this time, and no SF-1449 form submission is required; an SF-1449 will be drafted if a contract is awarded from this AoI.

AoI Questions & Answers
Runtime Questions:
• Please confirm the target runtime of the command overview video, and whether the Government wants a single master only or a master plus shorter cutdowns, per-site modules, or vertical versions for social use. Please also confirm whether closed captions and Section 508 conformance are required on delivery.
• What is the anticipated length of the final video, and what deliverables are expected?
• Is there an anticipated target runtime or runtime range for the finished Command Overview Video?
• What is the targeted finished runtime, intended audiences, and distribution channels?
• Is there a target runtime or general range TACOM is envisioning for the finished command overview video?
Answer: TACOM’s current video’s length is 3:04. The new main video should 3-5 minutes. A condensed video would be about 2-3 minutes and a quick video about 90 seconds.
Access Questions:
• Please describe the process and lead time for contractor access at each of the seven installations, whether TACOM will sponsor and escort the crew at each site, and whether any crew member requires a security clearance or background screening beyond a standard visitor request. Please also confirm who performs the operations security review of captured footage and the expected turnaround for that review, since it sits between production and post.
• Are there any specific security clearances, background checks, badging requirements, filming restrictions, equipment restrictions or other facility-access requirements that should be considered when developing the Phase 1 approach and ROM?
• Will the Government will furnish escorts, base access coordination, PAO and OPSEC review at each site, and who schedules senior leadership interviews
Answer: TACOM Public Affairs will be the sponsor for those contractors needing base access. We will do the necessary paperwork and follow the required guidelines. We will coordinate to get individuals Common Access Cards (CAC).
Period of Performance:
• What is the anticipated period of performance and desired final delivery date?
• Section 3.1 of the base CSO states a period of performance generally no greater than twelve months. Please confirm the Government’s anticipated award date and required delivery date. A seven-location national production is schedule-sensitive, and winter conditions at Sierra Army Depot and Watervliet Arsenal would affect when exterior coverage can be captured.
• Should the scope include interviews, narration, motion graphics, animation, captions, or Section 508-compliant deliverables?
Answer: A 6–12-month period of performance is anticipated. No interviews are needed currently. TACOM will need motion graphics, captions and 508 compliance.
Site Visit Questions:
• Section 1.3 says the project “may require the offeror to visit TACOM’s depots and arsenals to capture b-roll.” Please confirm whether TACOM, Army Materiel Command, or the installation public affairs offices hold existing footage of Lima, Watervliet, Rock Island, Anniston, Red River and Sierra that would be furnished to the contractor and cleared for use in this video, including material on DVIDS.
Whether the Government expects original capture at all seven locations or original capture at some and furnished material at others is the single largest driver of the estimated cost.
• Is filming required at all seven listed locations, or may offerors propose a combination of on-site filming and existing Government-provided footage?
• The AoI states that the project “may require” visits to TACOM’s six Depots & Arsenals to capture B-roll. Should offerors assume original filming will be required at TACOM Headquarters and all six locations, or will TACOM provide existing footage/assets for some locations?
• Does the Government anticipate on-site capture at all seven, or whether depot and arsenal public affairs offices will furnish existing footage for some, and whether the offeror should price both?
• Should we assume that production at all seven listed TACOM locations could be required as part of the initial project scope, or is TACOM still determining which locations will ultimately require on-site filming?
Answer: For TACOM’s depots and arsenals that have recently produced a command video of their own, we may be able to utilize the existing b-roll. This should, at least, be the case for Red River Army Depot.
Based on the outcomes of a developed script and shot list, TACOM may deploy Army public affairs content teams to visit certain Army facilities. Any b-roll generated will be provided to the contractor as government furnished information
(GFI).
The current goal is to develop a script that would help determine shooting locations.
Ideally, TACOM would like the footage to be shot at several of its locations, but this may not be feasible.
• Will TACOM provide an existing script, messaging framework, creative brief or previous Command Overview Video as a starting point, or should offerors assume responsibility for developing the narrative, creative concept and script?
Answer: Vendor will develop script with input from the TACOM team on brand messaging.
• The AoI states that offerors “should have prior experience working with Dept of War and/or Defense contractors.” Can TACOM confirm whether direct DoD/defense-contractor experience is a preference rather than a requirement, and whether otherwise qualified commercial production companies without direct DoD experience will receive full consideration?
Answer: DoD/defense contractor experience is a preference, not a requirement.
• Is there a budgetary range the Government can share to scope the ROM appropriately?
Answer: Not at this time.
• Are any standard government forms (ie: SF-1449 or SF-30) required to be included with submissions? If so, can you confirm which one and provide information to be inserted into the government completed blocks?
Answer: No. An SF1449 will be drafted if a contract is awarded from this AoI.
