About this file
This is an Area of Interest (AoI) solicitation document issued by the Army Center of Military History/Army Museum Enterprise through the Army Contracting Command—Detroit Arsenal (ACC-DTA) using Commercial Solutions Opening (CSO) W912CH-25-S-C001, Amendment 01.
The Army seeks innovative commercial solutions for industrial racking and shelving systems at the Museum Support Center-Belvoir, Fort Belvoir, Virginia. The project requires delivery and professional installation of heavy-duty industrial racking and wire shelf racking customized to store both heavy-weight artifacts (upwards of 5,000 lbs.) and delicate large light-weight artifacts. The solution must include seven different dimensional configurations across specified project spaces: 133 feet under art screens, 42 feet along one wall, 40 feet along another wall, and 42 inches along a third wall. Decking must accommodate either palletized artifacts or direct artifact placement. One section requires permanent barriers to protect existing artwork. The scope includes relocating sixteen existing artifact-containing cabinets to fit beneath the new racking system. All materials must be manufactured in the United States by a small business, and installation must comply with Rack Manufacturers Institute (RMI) standards. The period of performance is six months, from September 15, 2026 through March 14, 2027, with operations between 7:00 AM and 4:00 PM Monday through Friday. Offerors must provide a detailed organizational capacity narrative with past performance samples and a non-binding Rough Order of Magnitude cost estimate. Responses are due by email by 5:00 PM EST on August 24, 2026. The government is not obligated to make an award, which is subject to fund availability and successful negotiations.

Federal Agency: Army Center of Military History/Army Museum Enterprise Office: Army Contracting Command — Detroit Arsenal (ACC-DTA) AoI Title: Racking and Shelving, Museum Support Center-Belvoir, Fort Belvoir, VA CSO AoI Number: AoI 018, Amendment 01 AoI Release Date: 17 August 2026 Responses: See W912CH-25-S-C001, Amendment 01 for Procedure Details
1. General Information
1.1 Introduction
This Area of Interest (AoI) is issued utilizing the ACC-DTA Commercial Solutions Opening (CSO) W912CH-25-S-C001, Amendment 01. The Army Center of Military History (CMH) and the Army Museum Enterprise (AME) are seeking innovative commercial solutions to optimize specialized artifact storage capacity at the Museum Support Center on Fort Belvoir, Virginia. The Government aims to acquire a state-of-the-art, fully integrated industrial racking and shelving system.
This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Sections 1.2 and 1.3 below. In accordance with Revolutionary FAR Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, the term innovative is defined as any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process or method as of the proposal date. CSOs may only be used to obtain innovative solutions or potential capabilities that fulfill requirements; to close capability gaps or provide potential innovative technological advancements; and when meaningful proposals with varying technical or scientific approaches can be reasonably anticipated. Offerors are encouraged to submit multiple options.
ACC-DTA is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-DTA reserves the right to modify the requirements of this CSO AoI.
The authority to issue this CSO AoI is derived from ACC-DTA Commercial Solutions Opening W912CH-25-S-C001, dated 10 July 2025. The CSO authority is permanently codified at 10 U.S.C. § 3458, implemented via DFARS Subpart 212.70, and expanded by Section 1823 of the National Defense Authorization Act (NDAA) for FY2026.
1.2 AoI Background
The Museum Support Center-Belvoir (MSC-B), an entity within CMH/AME, maintains an extensive and historically significant collection of Army Artifacts for long-term storage and continued preservation. The MSC-B is looking to improve its storage solutions and maximize space for oversized and awkwardly shaped artifacts that do not fit into traditional museum cabinets with racking. The solutions should account for heavy-weight artifacts (upwards of 5000 lbs.), as well as delicate large light-weight artifacts. The system should be customizable for future changes. The period of performance will be a single, six (6)-month period, 15 September 2026 through 14 March 2027.
The selected offeror shall conduct business between the hours of 7:00 AM - 4:00 PM Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Hours of operation can be altered, if necessary, by the requirements of the project and with the agreement of staff. The vendor shall always maintain an adequate workforce for the uninterrupted performance of all tasks. Personnel shall be able to pass a basic background check to allow access to Fort Belvoir, VA.
1.3 Identify AoI Solution
The MSC-B requires an innovative commercial solution to improve storage capability through industrial racking and wire shelf racking for both heavy-weight and/or large artifacts. The proposed solution must deliver industrial racking and shelving with seven different dimensions for storage of museum artifacts. Decking should be customized to hold either palletized artifacts or allow for direct placement of artifacts directly on the decking. One section of racking will be near artwork and will require permanent barriers of some type to prevent damage to artwork behind. Work shall include professional assembly, anchoring, and safety certification of the racking systems. Priority of installation of racks for each bay location will be determined by the Museum Support Center-Belvoir POC or designee at the time of placement. The solution must also include the specialized relocation of sixteen existing cabinets containing artifacts to fit underneath the newly installed racking.
Amendment 01 Information added below in red:
Project Space Dimensions:
133’ L under art screens for racking
42’ L along one wall for racking
40’ L along one wall for racking
42” L along one wall for racking

Attachment 005_MSC-B_Image 5
The offeror shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision necessary to deliver, install, and test heavy-duty industrial racking systems. All materials must be manufactured in the United States by a small business, and all installation must comply with Rack Manufacturers Institute (RMI) standards. Offerors should provide a detailed narrative demonstrating their organizational capacity and a proven record of delivering effective solutions comparable in scope to this requirement.
The narrative must include samples demonstrating past performance and expertise in this area.
To assist with budgetary planning, offerors should provide a non-binding Rough Order of Magnitude (ROM) for the total estimated cost of this project, from contract award throughout the entire period of performance. This information will be used for planning purposes only and does not constitute a formal pricing proposal.
