This is a negotiated Request for Proposal (RFP) for a firm-fixed-price contract to supply Sieve Pack Assemblies (NSN 6665-01-380-1680). The contract is issued by Army Contracting Command Detroit Arsenal and is a rated order under the Defense Priorities and Allocations System (DPAS). The solicitation closing date is April 27, 2026, at 3:00 PM EST, with proposals to be submitted electronically via email to the Contract Specialist, Danielle Campbell.
The Government plans to award a single contract based on price as the sole evaluation factor. The production quantity for CLIN 0001AA is 268 units of the Sieve Pack Assembly, with delivery required 200 days after contract award or First Article Test (FAT) approval, whichever is later. An unexercised option (CLIN 0002AA) for an additional 268 units at the same unit price is available with 200-day delivery. A First Article Test Report (CLIN 0001AB) is required with 90-day delivery; however, offerors may request a waiver using the provided worksheet. If a FAT waiver is granted, the cost of FAT testing will be deducted from the total evaluated price. The NAICS code is 334511, with small business size standard applicable. Contract includes multiple data deliverables per DD Form 1423 (Contract Data Requirements List), including Engineering Change Proposals, Requests for Variance, Notices of Revision, meeting minutes, First Article Test Reports, Certificates of Compliance, and OPSEC and Counterintelligence Awareness training documentation. Packaging must comply with military standards at Level B with military preservation. A Technical Data Package (TDP) with Distribution Statement C is available through SAM.gov and requires DD Form 2345 certification for access. The contract is subject to extensive compliance requirements including Configuration Management per SAE EIA-649-1, Total Asset Visibility (TAV-C) reporting, OPSEC and CIAR training, and Controlled Unclassified Information (CUI) handling procedures.

A.1 DESCRIPTION OF THE ACTION
A.1.1 This solicitation is intended to result in the award of a single, firm-fixed price (FFP) contract for the supply of the Sieve Pack
Assembly.
A.1.2 There is a Technical Data Package (TDP) associated with this procurement. The TDP is Distribution Statement C which limits access to the Department of Defense (DoD) and U.S. DoD contractors only. Please refer to Section C for additional information.
A.2 SYSTEM FOR AWARD MANAGEMENT (SAM), SIZE STANDARDS, AND NAICS CODES
A.2.1 The Government will utilize North American Industry Classification System (NAICS) code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing).
A.2.2 Failure to register in SAM and certify to the same or smaller size standard of the corresponding NAICS code identified in paragraph A.2.1 prior to submitting a proposal against this solicitation may preclude an award being made to your company. Ensure that your firm fits the definition including not limited to any affiliations (domestic or foreign).
A.2.3 Offerors should be aware of how U.S. Small Business (SB) concerns are defined in FAR Part 19, Defense Federal Acquisition
Regulation Supplement (DFARS) Part 19, and 13 CFR 121, Small Business Size Regulations. The Small Business Administration (SBA) has a specific set of rules that explain when another person, business or entity is considered an affiliate for size standard purposes. The
SBA determines whether an entity qualifies as a small business concern by counting its receipts, employees, or other measures including those of all its domestic and foreign affiliates. SBA's rules on affiliation for its programs (except for Small Business Innovation
Research and Small Business Technology Transfer programs) are found at 13 C.F.R 121.103.
A.3 EVALUATION FACTORS FOR AWARD
Offerors are encouraged to review Section M of this solicitation for evaluation factors and basis for award.
A.4 ELECTRONIC CONTRACTING
A.4.1 All Army Contracting Command Detroit Arsenal solicitations will be publicized on the System for Award Management website
(https://www.sam.gov). Any additional attachments, including Technical Data Packages (TDPs) when available electronically, will be separate attachments or links embedded in the solicitation.
A.4.2 Interested offerors shall submit a proposal via email to the Contract Specialist (danielle.r.campbell9.civ@army.mil) with the subject header: Proposal Submission W912CH-25-R-0195 (company name). Once a proposal is received, the Contract Specialist/Contracting

A.4.4 It is the responsibility of the offeror to ensure any proposal, modification, or revision/amendment is received by the date and time specified on the cover page of this solicitation. In accordance with FAR 15.208(b), if any proposal, modification, or revision/amendment was not received at the initial point of entry to the Government infrastructure by the exact date and time specified on the cover page of this solicitation, it will be determined late. Proposal, modification, or revision/amendment is defined to mean ALL volumes or parts required in the solicitation and included in the electronic submission.
Note: There is no "expected" or "target" length of time for proposal submission; size and content may be factors, therefore offerors are strongly cautioned when submitting proposals to allow adequate time for submission.

C.1.2.5 If technical data is otherwise restricted, select "Request Explicit Access." This will generate an email to the Contract

Those same individuals MUST be registered in SAM. Any individuals no longer with the company should be deleted. Questions related to registration in SAM should be directed to https://www.sam.gov/ The SAM helpdesk phone number is (866) 606-8220. Vendors are responsible for placing correct information in SAM.

C.2.1.1 The Configuration Change Management section of SAE EIA-649-1(current revision) Configuration Management Requirement for Defense
Contracts, Paragraph 3.3, shall be used for configuration control of material with the following exclusions: paragraph 3.3(3); the second sentence of paragraph 3.3.1.8.1(1).
