About this file

This document is a Sources Sought Market Survey for Family of Heavy Tactical Vehicles (FHTV) Systems Technical Support (STS) Services issued by the Department of the Army. The market survey seeks to identify firms capable of providing technical support services for four primary vehicle platforms: the Heavy Expanded Mobility Tactical Truck (HEMTT), Palletized Load System (PLS), Heavy Equipment Transporter (HET) M1070A1 Tractor, and associated M1300 Tractor and M1302 Trailer.

The survey requires interested contractors to electronically submit responses by 5:00 PM EST on 25 August 2025, addressing four key support areas: engineering, environmental and system safety compliance, configuration management, and logistic solutions. Respondents must provide administrative information including CAGE code, DUNS number, and business size, and detail their experience with FHTV systems. The market survey is for planning purposes only, does not guarantee a solicitation, and participation is voluntary with no reimbursement. The goal is to measure marketplace interest and capabilities for a potential future competitive contract supporting the Army's heavy tactical vehicle fleet.

SOURCES SOUGHT MARKET SURVEY

Family of Heavy Tactical Vehicles (FHTV) Systems Technical Support (STS) Services

1. Market Survey Request. This is a Sources Sought Market Survey (hereafter referred to as market survey) to request information for United States Government (USG) planning purposes only. Responses will assist the USG in planning an acquisition strategy for a potential future acquisition. The USG is not committed to issue a solicitation or award a contract resulting from survey responses. The USG does not encourage questions concerning this market survey.

2. Clarification of this Action. This market survey intends to measure marketplace interest and capabilities in providing Family of Heavy Tactical Vehicles (FHTV) Systems Technical Support (STS) services. Responses may affirm the USG’s decision to issue the subject contract for full and open competition. This is not a pre-solicitation notice or a Request for Proposal (RFP). Accordingly, a contract will not be awarded from the market survey results. Additionally, as a market survey, this inquiry does not bind the USG to solicit for or award a competitive contract. Participation in the market survey is voluntary with no reimbursements made to respondents. Responses submitted will not be returned but will remain archived as part of the market survey’s historic records. Lastly, participation in this market survey, while important to Army acquisition planners, is neither mandatory nor is it requisite for future participation by the contractor in this or a similar acquisition.

3. Questionnaire. Contractors who deem themselves capable and interested in competing for a potentially competitive contract, please take the time to respond to the questionnaire below. Request that all responses be returned by 5:00 PM (Eastern Standard Time) [25 August 2025].

The market survey seeks to identify firms staffed and capable of executing support efforts described in paragraph 4 below for FHTV platforms as follows:

2. The Heavy Expanded Mobility Tactical Truck (HEMTT) is a series of 10-ton, 8-wheel drive trucks designed for cross-country military missions to deliver all classes of supplies to combat and combat support units. The seven variants include: M977 Light Cargo, M985 Heavy Cargo, M978 Tanker, M983 Tractor, M983 Light Equipment Transporter (LET), M983 Lower Tier Air and Missile Defense Sensor (LTAMDS), M984 Wrecker, and M1120 Load Handling System (LHS).

2. The Palletized Load System (PLS) is a 16.5 ton, 10-wheel-drive truck designed for cross-country movement of combat-configured loads of ammunition and other classes of supply. The PLS includes the M1074 Truck and M1075A1 Truck and its supporting equipment. The M1075A2 variant includes the By-Wire Active Safety (BWAS) capability, which provides the foundation for future automated features to support autonomous convoy operations. It integrates active safety sensors to upgrade the M1075A1 to the A2 configuration for driver assist safety features and enables vehicle 360-degree situational awareness to enhance readiness by mitigating accidents.

2. The Heavy Equipment Transporter (HET) M1070A1 Tractor is an 8X8 prime mover with 4 axles that is used to transport, recover, and evacuate a 70-ton combat loaded M1 series main battle tank when used with its companion trailer. The tank can be transported on road up to 45 mph and cross-country up to 15mph. The Gross Vehicle Weight (GVW) is 94,106 lbs.

2. The M1300 Tractor is a weight reduction and redistribution upgrade to the currently fielded M1070A1 Tractor to meet European Union (EU) highway transportation requirements. The EU’s axle load limit is 10,000 kg (22,046 lbs.) per tractor axle. The modifications reduce the GVW of the M1300 Tractor to 78,120 lbs which meets the EU axle load limit.

2. The M1302 Trailer is an 8-axle semitrailer rated to transport a maximum 85-short-ton payload. It is used exclusively with the M1300 tractor and allows for the transportation of the heaviest Army-tracked vehicle loads. The M1302 provides the capability, when used with the M1300 tractor, to load, secure, and transport operational and disabled tracked vehicles at a maximum weight of 78.5 short tons, and will meet European Union highway transportation requirements with a payload of 75 short tons.
