About this file
The file is a Questions and Answers document for Solicitation W912CH-25-R-0041, which concerns a 10,000 lb Helicopter Aerial Delivery Cargo-Net procurement. The U.S. Army Contracting Command - Detroit Arsenal is issuing a 100% Small Business Set-Aside Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for five years, targeting the specific part number 6018-10 with NSN 1670-01-058-3810. The solicitation requires a highly specialized cargo net with strict military specifications, including compliance with the Berry Amendment for U.S. production, and detailed technical drawing package (TDP) requirements.
The Q&A document reveals critical technical details about the cargo net, including specific testing requirements such as proof loading to 29,000 lbs for 5 minutes and ultimate load testing with no permitted failures. Contractors must be registered in the System for Award Management (SAM) and submit a signed offer by 3:00 PM Eastern Time on January 16, 2025, to Lauren DeRoche and Carrie English. The net is exclusively for underslung transport with helicopter grab hook assemblies, with no parachute deployment, and must meet precise military interface and material specifications.

| Question # | Contractor Question | Government Answer |
| 1 | The original part number is 6018-10, with NSN: 1670-01-058-3810. |
I have managed to find an alternate part number since the original is so elusive, and I'm wondering if it will work:
Alternate part #: Barry Part #HCN181-8RNBM - NSN: 1670-20-010-8171.
18'x18' Helicopter Aerial Delivery Cargo-Net (10,000lb WLL) (Similar form, fit, and function as 6018-10.)
I have attached the technical data sheet for the alternate net (#HCN181-8RNBM)
| Please let me know if this replacement will work | No. Natick Technical Drawing Package (TDP) 6018 is a government owned detailed set of drawings, it is not a sourced controlled or commercial vendor item part number drawing. The 10K Cargo Net configuration is designed for military applications only that must interface with all of our military helicopter aircraft. The 6018 TDP has detailed material, dimension, tolerance, hardware and testing requirements unique to this Cargo Net. The material must also meet the Berry Amendment requirements of being produced in the USA. All this information must be documented individually and certified back to its source of origin to be compliant with the government requirements of this contract solicitation. | |
| 2 | The 10k Aerial Delivery Nets required are for underslung transport. |
Question #1): Are you intending to use these for parachute deployment?
Question #2): If used with parachute, can you provide parachute parameters ( diameter, size, speed limits, drag coefficient) or data sheet/drawing ?
Question #3): If used with parachute, can you define where the parachute is attached ? Ie. Connects to a hard rigging point on the payload or to the Apex ring on the cargo net ?”.
Please advise. Answer #1) No, the 10K Cargo Net is only attached to the Grab Hook Assembly under various helicopter models. There are no parachutes involved.
Answer #2)The are no parachutes involved with the use of the 10K Cargo Net.
Answer #3) The Apex Ring is only attached to the Grab Hook Assembly of the helicopter.
3 Reference: Drawing 6018S002rev R/ Note 19 PROOF LOAD …each 10,000 lb capacity net shall be proof loaded to 29,000 lbs...application of the proof load shall be by placing appropriately dense weights within the load zone as defined in note 10 Comment : We can perform this test in -house and have developed a test apparatus which has been approved by US Navy to proof load their torpedo retrieval nets( shown here) and also by DLA/ USFS to proof load the aerial delivery drawstring cargo nets.
Question #1) : Do you have any objections that we use this test apparatus which would be adapted to Proof-Load each 10K cargo nets to 29,000 lbs for 5 minutes and without any damage to the nets?
Reference: Drawing 6018S002rev R/ Note 20 ULTIMATE LOAD ….no Failures are permitted Comment : We can perform this test by hiring an appropriate crane. We wish to ensure that the testing we perform will yield the same results if you should repeat the testing.
Question #2a) : Do you have any description or pictures of test mass / test set-up ?
We anticipate that this testing may impart deformation /damage to some textile elements.
Question #2b) : Can the testing impart deformation, abrasion, cutting/tearing of meshes ?
We define Failure as: the dropping of the load to the ground.
Question #2c) : Do you concur with our interpretation ?
Reference: EXHIBIT A Question #3): We are unclear as to what we need to address with these pages. Is this a part of the Solicitation ? 1.) The proposed test fixture looks adequate for the proof load testing. However, the half spherical disk needs to be of sufficient diameter to cover the identified load area of the cargo net. The Apex Ring and Hooks should be attached at a single secured point as well.
2a.) There is no standard test mass/weight, fixture or set up for the ultimate load test. Each vendor is allowed to determine their own design with the resources available to them as long as it meets the load requirements and prevents any type of failure.
2b.) Yes, but just be aware that once the textile materials (Cord or Webbing) show any signs of damage, the end results at those high load values will cause some type of breakage eventually.
2c.) No, once any of the individual net cords or lifting arm webbing is physically broken, that would constitute a failure of the test.
3.) Exhibit A is part of the solicitation, and is an exhibit that refers contractors to the Contract Data Requirements List (CDRLs).
