About this file

This is a Questions and Answers Worksheet for federal solicitation W912CH-25-Q-0125, addressing clarifications on contract requirements and submission procedures.

The solicitation concerns a wiring harness item described as "TDP competitive with purchased parts" under a Qualified Products List (QPL) requirement. Key clarifications include: (1) QPL parts are mandatory with no substitutions permitted, and the First Article Test (FAT) under CLIN 0016 is not intended to approve alternate QPL sources; (2) all contractors must submit FAT proposal information, with FAT waivers highly unlikely unless the company has previously manufactured identical or similar units, with two FAT units required within 120 days of award and 30 days allowed for Government approval; (3) all materials required should be included in the Bill of Material, with two drawings found in the TDP but not in the bill of materials (19207-12260813 and 19207-12336134) likely included in error or to show connected systems; and (4) proposals must be submitted via the PIEE Solicitation Module per Section L.3.2, with a notation that Section A.4.2 contains a typographical error referencing W912CH-26-Q-0007 when W912CH-25-Q-0125 is the governing solicitation number.

Questions and Answer Worksheet for Solicitation W912CH-25-Q-0125

1. Source approval vs. competitive TDP. Section B describes the item as "TDP competitive with purchased parts" yet also carries Qualified Products List (QPL) language stating items "must be obtained from the source listed on the QPL." Please confirm whether a new manufacturer may qualify by passing the First Article Test (CLIN 0016), or whether prior source approval / QPL listing is a prerequisite to award.

Answer: QPL parts are mandatory and are not to be substituted. The FAT is not to approve alternate QPL parts.

2. First Article Test. Please confirm the FAT requirement (FAR 52.209-3/-4) - quantity, approval timeline, and whether any FAT waiver provision applies. We understand 2 each are separately priced under CLIN 0016 with a 30-day Government approval period.

Answer: All contractors are required to submit FAT proposal information. Unless your company has previously and recently manufactured these units, or similar units, a FAT waiver is highly unlikely to be granted. Per CLIN 0016, a quantity of two each FAT units are to be provided within 120 days of award of the contract. The Government plans on 30 days to review and approve or disapprove these units.

3. Technical Data Package contents. The TDP we accessed includes two drawings that do not appear in the harness bill of materials - 19207-12260813 ("120mm Composite Round Simulator") and 19207-12336134 ("Ammo Rack, Left Outer"). Please confirm whether these were included in error or are relevant to this requirement.

Answer: All material required should be included in the Bill of Material. Drawing outside of the bill of material may have been included in error, or may show other systems connected by the wiring harness.

4. Submission channel. We will submit via the PIEE Solicitation Module per Section L.3.2;

please confirm no alternate method is expected. (Note: Section A.4.2 references "W912CH-26-Q-0007" - we assume a typographical carryover and that W912CH-25-Q- 0125 governs.)

Answer: It appears that a minor mistake was made in the narrative. You are correct that W912CH-25-Q-0125 governs.
