About this file
This is a Justification for Exception to Fair Opportunity document from the Department of the Army for a sole-source award to DRS Network & Imaging Systems for Battle Management Systems (BMS) for Stryker vehicles. The procurement is a Firm-Fixed Price delivery order under NASA's Solutions for Enterprise-Wide Procurement (SEWP) contract, valued at approximately $7.2M.
The requirement includes hardware and support services, primarily the Data Distribution Unit-Expandable (DDUx) II computing processor, along with Systematic Front-Line Software, Systematic Headquarters Software, cyber hardening, spare hardware, OCONUS Field Service Representative support, and 2-year software maintenance. The sole-source justification cites urgent need, as competitive procurement would take 33 months and delay critical training exercises. Market research, including a November 14, 2024 RFI, identified only one response from Bluebery Hawaii Technology Solutions LLC, which was deemed inadequate. The contract was awarded on December 30, 2024, using FMS Case PB-VMA funds implemented in August 2024.

The BMS will be incorporated into the Stryker vehicle fleet. The commercial hardware is a multi-purpose situational awareness tool that is the core network enabler of the Mounted Computing Environment. It is interoperable with
These components enable convergence of applications with one tactical, mobile and survivable computer versus multiple boxes, providing significant reductions in Size, Weight, Power & Cost.
4. Authority Cited: The authority authorizing Other Than Full and Open Competition is Title 10 United States Code (U.S.C.) 3406(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 16.505(b)(2)(i)(A), “The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.”
5. Reason for Authority Cited:
(a) Restriction of consideration to fewer schedule contractors than required in FAR 16.505(b)(2)
(1) The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.
The BMS forms the hub for the whole vehicles mission system and operates in conjunction with the connected Commander’s Display in the Stryker vehicle. This contains the DDUx II which is a tactical server that hosts the network routing, network switching, Global Positioning System (GPS) distribution, radio management and connection for vehicle sensors i.e. . The management of multiple paths of communication and the integration of command, control, communications, computers, intelligence, surveillance, and reconnaissance.
(C4ISR), is essential for the to see a common operating picture with other allied vehicles and support a variety of missions such as reconnaissance, convoy, and combat.
The Government does not own the drawings or the associated data rights for the BMS.
The Government contacted DRS Network & Imaging Systems to provide a license to use the proprietary drawings and associated data rights to potentially compete this effort on December 6, 2024. On December 9, 2024, DRS Network & Imaging Systems responded with a rejection to provide the drawings and associated data rights for the
BMS.
To complete this acquisition using competitive procedures, which requires a contractor with a high-level of technical knowledge, the total estimated time it would take to award, deliver, and complete BMS for this effort from another contractor is a minimum of 33 months. The 33 months includes the following anticipated timeline based on past engineering timelines for the In Vehicle Network 2 Project, EA Seat Kits, and MEP Kits:
i. A minimum of twelve (12) months for the Government to create a competitive Technical Data Package (TDP), which involves developing the software, hardware, and uploading the drawings into Windchill.
ii. A minimum of three (3) months for the Government to develop and draft the
Interface Control Document (ICD). The ICD describes all inputs and outputs from a system.
iii. A minimum of six (6) months for the Government to develop and build a production representative prototype.
iv. A minimum of twelve (12) months for integration design and testing to ensure the kit is safely and securely integrated on the vehicle.
Therefore, to compete this requirement based on the above timeline, the earliest BMS kit delivery date would be September 2027. This timeline to compete the requirement and acquire BMS kits from another contractor fails to meet the scheduled training exercise with the and impacts operational readiness for the .
6. Market Research: A Request for Information (RFI) was posted on 14 November 2024 to assess industry’s capability in producing the BMS system and service support, in addition to, delivering it by the required date.
One offeror, Bluebery Hawaii Technology Solutions LLC (BHT), responded to the RFI.
However, the response was broad and incomplete and did not address the requirement. Based on the response submitted, BHT’s experience is in Information Technology, but there was no indication that BHT had experience specifically related to BMS. Therefore, BHT was not considered a viable contractor for this effort.
The Procurement Specialist contacted DRS on October 1, 2024, to assess if the BMS system can be delivered to meet the scheduled training. DRS provided a response that the required delivery of the BMS by can be achieved, if award is made by the end of 2024.
In an effort to ascertain if there were other sources capable of performing this effort, the procurement analyst performed an Internet search multiple times between November 2024 and December 2024 using the following search criteria:
- Ground Combat Vehicles – Stryker vehicles
- Mounted Family of Computer Systems (MFoCS)
- DDUx
- NASA SEWP
- CHESS IT
The aforementioned searches revealed no other sources for the DDUx for ground combat and bridging vehicles.
Additionally, the Contract Specialist performed market research through the SEWP website. SEWP is a multi-award Government Wide Acquisition contract with over 140 pre-competed contract holders. The SEWP on-line Market Research Tool (MRT) is used to perform market research to determine which of the 140 pre-competed contract holders can provide products to meet the requirement. The MRT assists in FAR Part 10, Market Research process. As a result of the MRT through SEWP, the only contractor that can provide the products is DRS.
DRS is the only source with the experience, technical data, and resources necessary to produce and deliver the new commercial requirement. To date no other sources have written to express an interest, either orally or in writing, and the Government has no knowledge of any sources interested in this proposed action, or capable of meeting this requirement.
7. Other Facts: N/A
8. Actions to Increase Competition: The SEWP contract is a contracting vehicle that encourages offerors to submit their catalogs and pricing information for commercial items and services to provide the best possible price for the Government. If the Government has a requirement for the BMS kit in the future, the SEWP contract will be used again.
