About this file
This document is a Department of the Army Class Justification and Approval for Other Than Full and Open Competition for the procurement of EPDU-2 Retrofit Kits. The Army Contracting Command - Detroit Arsenal (ACC-DTA) proposes to award a five-year, Firm-Fixed-Price Requirements Contract to General Dynamics Land Systems (GDLS) in Sterling Heights, Michigan. The procurement involves an estimated 1,221 EPDU-2 Retrofit Kits to upgrade existing EPDU Version One systems in Stryker Double V-Hull A1 vehicles, with the first contract action covering 357 kits. The total estimated cost is $94.6M, and the procurement is justified as a sole-source action because GDLS is the only vendor capable of providing the kits without unacceptable delays.
The justification highlights that the EPDU-2 Retrofit Kit enhances vehicle electrical capacity by providing additional circuit breaker channels and supporting a steady-state power load necessary for Mounted-Integrated Tactical Network-Stryker (M-ITN-S) installations. The government conducted market research, including a Sources Sought Notice, and found no alternative sources. The procurement is time-sensitive, with a 23-month production lead time, and is part of the Army's modernization efforts to achieve readiness capabilities commensurate with the Army of 2030. The contract will be awarded under the authority of 10 U.S.C. 3204(a)(1), with the government continuously seeking to acquire data rights for potential future competition.

b. Unacceptable Delay: An award to a source other than GDLS for the
EPDU-2 Retrofit Kits would result in an unacceptable delay, in accordance with FAR 6.302-1(a)(2)(ii)(B). Given the inherent requirements and complexities of the EPDU-2 Retrofit Kit, Stryker Logistics/Engineering estimates that a competitive acquisition process would take approximately 91 months to complete. This estimate is derived from analyzing similar programs, considering factors such as material and design lead times, testing requirements, and acquisition timelines. The detailed estimated timeline for this process is as follows:

i. TDP Available for Competitive Procurement: The TDP is still under development, and the final version is not yet available to support a competitive procurement process. The remaining development and validation activities are expected to take approximately 14 months to complete. During this time, several key tasks will be undertaken, including testing of the delivered EPDU-2 Retrofit Kits. The testing may reveal the need for additional design changes, which could result in further revisions to the TDP. Once the design is finalized, the TDP will undergo a thorough validation process, which will involve reviewing the developed drawings for accuracy, verifying markings and distribution statements, and uploading the drawings into the Windchill system. The validation process will ensure that the TDP is complete, accurate, and ready for release, at which point it can be made available to support a competitive procurement.
Contractor Development: The procurement of all parts associated with the kit build, development of the firmware, kitting, and contractor validation testing of the final EPDU-2 is estimated to take 41 months based on the following:
a. First Article Build: Utilizing historical procurement lead times for systems such as the Strykeshield, Warfighter Information Network-Tactical, Nett Warrior, and M-ITN-S, it is estimated that 23 months will be required to procure and manufacture all necessary components for the First Article Build.
b. Firmware Development: Consequently, since the USG does not have access to the current firmware, a new vendor must design, develop, validate, and test new firmware for all eight (8) Stryker FoV variants. Based on similar efforts with GDLS, the Government’s projected timeline for Firmware Development is 23 months; however, 12 months will run concurrently with the First Article Build, resulting in time savings and a net timeline of eleven (11) months.
c. Kitting: Lastly, based on similar efforts with GDLS, the
Government’s projected timeline for kitting of the parts to produce the EPDU-2 Retrofit Kits is two (2) months.
d. Contractor Validation Testing: Based on the Bill of Material, an actual build component scrub, and full documentation, Contractor Validation Testing is expected to take a minimum of six (6) months. This process consists of testing against TDP requirements, verifying design specifications, and functional, environmental, safety, and interoperability testing.
ii. First Article Test (FAT): The FAT process is expected to take a minimum of
27 months, encompassing validation testing, report production, and government approval. Test personnel from both PMO SBCT and confirmed the FAT process timeline.
This timeline does not account for potential delays resulting from unsuccessful testing. The FAT process involves several key steps, including validation, which requires setting up specialized facilities, documentation, and methods to verify that the EPDU-2 Retrofit Kits meet performance expectations. Government validation ensures that the kits operate as intended, and its approval is necessary to complete the FAT process.
iii. Testing: Once the FAT is approved, prior to full-rate production, kits will undergo government safety testing on the platform, which includes a series of evaluations such as Electromagnetic Interference (EMI), Electromagnetic Compatibility (EMC), vehicle performance, and grounds and bonds testing. To guarantee safety and enable full-rate production, will execute a comprehensive nine (9) month testing plan, encompassing rigorous evaluations and detailed documentation.
challenge of fulfilling the requirements without the benefit of the complete TDP. Thus, is not considered capable of meeting the requirements of this contract action because no support was provided to note that the company has the required experience to meet the requirements or access to technical data owned by GDLS and required to produce the EPDU-2 Retrofit Kits.
Additionally, the Government sent the RFI directly to GDLS for response. To date, no response has been received.
FAR Subpart 10.002(b)(2)(iv) recommends querying Government-wide and Internet-wide databases for other sources that could potentially perform this requirement. Between 02 October 2024 and 16 January 2025, PMO SBCT and ACC-DTA performed several searches on Google, SAM.gov, FEDLOG, and the FAR Part 8 recommended mandatory sources using the part number and nomenclature to see if there were any existing contracts or sources of supply which meet our requirements. No additional sources of supply were revealed.
9. Interested Sources: To date, besides the source mentioned above in Section 8, no other sources have written to express an interest in, or are believed to be capable of, supplying the retrofit kits to suitable fit, form, and function.
