About this file
This Justification and Approval (J&A) document details a proposed ten-year Service Life Extension Program (SLEP) contract with Caterpillar Defense for earthmoving vehicle fleet maintenance. The Army Contracting Command-Detroit Arsenal (ACC-DTA) plans to award a contract worth $87M to extend the life of approximately 256 government-furnished vehicles, including various types of equipment such as Vibratory Rollers, High Speed Compactors, Dual Steel Wheel Rollers, D7G, D7R, D6K Dozers, Graders, Loaders, Scrapers, and a Water Distributor.
The contract will consist of two primary effort components: 1) A Core Effort involving standard tasks performed on each vehicle, and 2) Additional Work Effort (AWE) including repair actions unique to individual vehicles based on their condition. The SLEP aims to return vehicles to a near-zero hours/zero miles condition and is projected to double the estimated useful life of the vehicles by 10 to 15 years. The contract will be awarded on a sole-source basis under 10 U.S.C. 3204(a)(1), citing Caterpillar as the only source capable of performing the complex technical work due to its proprietary technical data, extensive dealer network, and historical maintenance experience with these vehicle types.
