About this file
This is a FAR Part 6 Justification and Approval document for other than full and open competition procurement. The Army Contracting Command at Detroit Arsenal seeks to award a new firm-fixed-price contract to American Rheinmetall (ARV) dba Loc Performance Products, LLC (CAGE 1V513) for Track Shoe, Vehicular components under National Stock Number 2530-01-587-6141, Government Part Number 12496800-1. The total estimated contract value is $70,832,000 for 160,000 units at an estimated unit price of $442.70, with target delivery dates from February 2026 through February 2027.
The procurement is justified under 10 U.S.C. 3204(a)(2) and FAR 6.103-2(b) for "Unusual or Compelling Urgency." The justification cites an urgent need for track shoes identified in a Statement of Impact issued September 11, 2025. ARV is currently in production for this requirement and can continue manufacturing without operational breaks, which prevents major delays. A follow-on long-term contract is being developed concurrently with a 14-month production lead time and January 2028 delivery, making this interim action necessary to address FY26 requirements. The Track Shoe is a durable, high-strength steel component attached to the track system of Bradley Family of Vehicles (M249, M2A2, M3A2, M2A3, M3A3). Market research from a Sources Sought Notice posted January 16, 2025 identified five potential vendors; however, ARV possesses unique capabilities to manufacture the molded track pad at required production volumes. The contract includes standard small business subcontracting requirements and clauses for competition in subcontracting.
