A.1

ITEM/DESCRIPTION OF REQUIREMENT

The U.S. Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to award a sole source Firm Fixed Price (FFP) contract to Immersion Graphics Inc. (IGI)., to procure materials and services for the redesign of the Project Manager (PM) XM30 Prototype conference room in support of PM XM30.

A.2 ALL OR NONE-COMMERCIAL ITEM ACQUISITION

(a) This provision serves as an addendum that modifies paragraph (h) of FAR 52.212-1, entitled INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS. Paragraph (h) is modified to say that the proposal or quote must offer to provide the total quantity of the items in this solicitation.

(b) Only one award will be made as a result of this solicitation. Offers submitted for less than the total quantities of all the items in this solicitation will NOT be considered for award.

A.5 iWATCH TRAINING The contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity Anti-Terrorism Officer (ATO)). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR, if assigned, or the Contracting Officer. This training shall be completed within 30 calendar days of contract award and within 7 calendar days of new employees’ commencing performance, with the results reported to the COR, or Contracting Officer, no later than 30 calendar days after contract award. Section C - Descriptions and Specifications

STATEMENT OF WORK

PM XM30 Prototype Conference Room Statement of Work

PURPOSE:

Program Executive Office Ground Combat System (PEO-GCS) has the task to provide Teleconferencing systems and customized Audio-Visual (A/V) systems for the XM-30 Prototype development conference room, Bldg.

230W. This effort will allow for easier integration, maintenance and life cycle upgrades of outdated equipment.

Continuity of Conference Rooms and teleconference systems across the user community will allow for more efficient communication and information sharing due to system compatibility in preparation of the “analog sunset”.

The XM-30 Prototype development conference room, Bldg. 230W is located at US Army Life Cycle Management Command (TACOM) Warren, MI 48397-5000, Bldg 230, 2nd Floor.

Description of Task Requirements:

The contractor shall provide and re-install existing Telecommunications equipment (materials) and integration labor for A/V, Telecommunications systems for the XM-30 Prototype development conference room, Bldg. 230W, 2nd Floor, 6501 East 11 Mile Road, Warren, MI 48097-5000. The contractor shall re-install existing Telecommunications equipment (materials) and perform engineering, integration, programming, user training and maintenance in accordance with this SOW. The contractor shall procure and install components listed in Task 1 to integrate and function with existing facilities and fixtures in the room. The component list consists of current state of the art equipment that would be part of any standard configuration for A/V, Telecommunication systems. The contractor shall provide the XM-30 Prototype development conference room with Telecommunications materials and integration in accordance with the objective and effort described in this SOW.

Conceptual Drawing for Design Objectives. (See Attachment 1).

This SOW contains a conceptual drawing. Upon request, a walk-through can be scheduled. . Attachment 1 intentionally leaves out complete details and has been left intentionally blank so the contractor can sketch his/her ideas while surveying the room during the scheduled walkthrough.

XM-30 Prototype development conference room, building 230W, 2ND Floor, 6501 East 11 Mile Road, Warren MI 48097-5000.

Task 1: Equipment Installation

The contractor shall remove one of two existing Touch Panel controller in the XM-30 Prototype development conference room and reconfigure existing touch panel unit to control existing A/V equipment. The contractor shall install and configure ceiling microphones to A/V rack Crown mixer, tie in and adjust sound quality with existing ceiling speakers. Run two High-Definition Multimedia Interface (HDMI) Inputs to table pods via HDMI cabling or Category 6 cable, HDMI inputs to be controlled via touch panel. Run all A/V control cabling to TWO table PODS and controller via existing floor track. The components shall consist of current state of the art equipment that would be part of any standard configuration for the XM-30 Prototype development conference room. The contractor shall provide XM-30 Prototype development conference room with materials and integration in accordance with the objective and effort described in this SOW. The contractor shall proceed with any alternate component(s) only after approval. The contractor shall coordinate scheduling with the Government and commence installation activities at the XM-30 Prototype development conference room, within 15 days of contract award.

Task 2: Video Teleconference/WEB Camera The contractor shall re-install one Universal Serial Bus (USB) Pan, Tilt, and Zoom (PTZ) Web camera to encompass full room view in the conference room. The contractor shall program all new equipment of control updates. The cables shall be extended from the A/V rack to the existing conduit located on the floor and in the ceiling to the operator primary and secondary table station.

Task 3: Control Touch Panel The contractor shall remove one of two existing Crestron digital interface touch panel and configure the remaining touch panel with Graphical User Interface (GUI) and programming similar to existing GUI layout. The touch panel shall be hard wired and mounted to a fixed location at the primary operator station. The contractor shall program all new equipment that require control updates.

Task 4: Video The contractor shall install necessary A/V cables that will be extended from the A/V rack located inside the room to the existing displays. Each display input shall have a High Definition (HD) Scaler connected in line to convert any analog signals to the HDMI prior to being shown on the screen.

Task 5: Audio The contractor shall install ceiling microphone array. The contractor shall arrange the placement of the microphones to accommodate the current seating layout. The contractor shall program the microphone array so the microphones can be adjusted or muted from the touch panel.

Task 6: Headend/Rack The contractor shall install all necessary A/V equipment into the existing A/V rack located inside the XM-30 Prototype development conference room. The contractor shall install in existing computer table pop ups inputs for USB camera/HDMI computer projection. The computer table pop up shall have USB, HDMI, Local Area Network (LAN), and Power inputs. The contractor shall determine how to set up the switching for the XM-30 Prototype development conference room in order to provide independent projection on any Light-Emitting Diode (LED) screen.

Task 7: Troubleshooting The contractor shall troubleshoot the system to ensure all components are functioning correctly.

The Government will provide the ceiling tiles to the contractor in the event the existing microphone/speakers placement will not facilitate the new holes that are required. The Government will provide power and LAN outlets on the North wall at the installation points for all displays.

Task 8: Cabling The contractor shall install all necessary Table input cabling in the existing floor raceways for all cabling that will run from the North wall to all components and furniture requiring LAN/USB and A/V interface.

3. Standardization

3.1 PEO GCS has chosen Crestron to provide the controller system for all A/V and conference rooms; this is a non-substitutable item on the equipment list. The GUI template for the controller will be provided by the Government along with a data map. This template and data map should only be modified to change item call codes, unless directed otherwise by the Government. No changes to format, theme or screen order are allowed unless approved by the Government on this contract. The source code is property of the Government and shall not be used at any non- Government location. The Government requests a copy of the Source Code.

3.2 The contractor shall procure and install components listed in Task 1 Equipment/Parts List to integrate and function with existing facilities, fixtures, and furniture in the room. Unless the contractor can prove by written comparison that an alternative item would provide the same or greater specifications for less cost, the equipment lists are as stated. Since commercially available A/V equipment changes and improves rapidly, the contractor may find, through market research, that a more suitable, less costly component will satisfy the technical specification of the requirement. When that is the case, the contractor shall make the recommendation, in writing, to the Government for a material option of, at minimum, an equivalent technical specification and function, to include full documented technical specification comparison and cost disclosure. The contractor shall proceed with any alternate component(s) only after approval from the Government.

3.3 All computers shall be Government furnished.

3.4 All equipment shall be equivalent to commercial grade in order to be optimally controlled by the A/V controller.

The Government reserves the right to refuse any equipment that is not an equivalent commercial grade.

3.5 Flat panels are not always able to be attached directly to the wall. In a case where the flat panels are to be placed against walls that are glass, metal, cinder block or other material other than drywall, the flat panels are to be hung from the ceiling using stable ceiling mount brackets. These mounts shall be installed such that the flat panel is as close to the wall as regulations allow in order to reduce safety hazards with the seating along the outside wall.

3.6 All A/V controller panels shall be fixed hard wired.

3.6.1 In the XM-30 Prototype development conference room configurations, visitors shall be able to connect at minimum two laptops to the presentation system from the presentation table. USB/HDMI is required. A minimum of one USB and Two HDMI with audio is required.

3.6.2 The XM-30 Prototype development conference room configurations, network, power cabling, and USB/HDMI will also be required at the table. The contractor shall allot space in the cable cubbies as necessary.

4. Testing and Adjustment

4.1 At the completion of an installation the contractor shall perform functional tests on the system to ensure proper installation of any replaced or repaired components. The functional tests shall include operational tests of all program source equipment (record and playback), system inputs and outputs, control programming, Internet Relay Chat (IRC) interface operation, operational controls, A/C power sequencing, and all system electronics. Functional tests include examination for hum, buzz, hiss, oscillation, or any other unwanted signals through the system. The contractor shall ensure the system performs as required prior to Government inspection.

5. Inspection: Upon completion of integration activities, the Government shall have 15 business days to inspect and test the equipment and approve installation to the room. If the system is not approved, the contractor shall have 15 business days to address and correct issues. Within 15 business days the Government will inspect and approve any rework. This process will repeat as necessary until the Government approves the installation.

6. Training

6.1 The contractor shall provide training to a group of no more than six users for up to two hours, within two weeks of approval of the completion of the conference room. The contractor shall meet with the group in their Telecommunication Conference Room facility and demonstrate the full functionality of the Telecommunication system operation and answer any questions the group may have as to the operability of the system.

7. As-Built Drawings/Diagrams and Programming

7.1 As-Built Drawings. The contractor shall provide comprehensive As-Built drawings, diagrams, project plan, wiring schematic, controller source code, test/verification plan, and any other supporting documentation of the installed Video Tele-Conference (VTC) suite. The As-Built drawings, diagrams, and documentation of installed system(s) must identify Audio and Video input/output routing, Control and Power, along with applicable connector pin-out/s, rack elevation, and room diagrams for historical, accreditation, and troubleshooting purposes. The contractor shall provide as-built drawings/diagram and system programming within 30 calendar days of completion of installation. (CDRL A001)

8. Documentation

8.1 Property Accountability. The contractor shall provide a listing of contractor installed equipment/components for property accountability. Listing shall include item description, quantity, model, and serial number of the equipment/component. The contractor shall provide both hard copy and electronic version of inventory. Electronic copy can be provided via email to the Government using MS Excel or compatible file. The contractor shall provide property inventory within 10 business days of approval of installation. (CDRL A002)

8.2 A copy of the manufacturer's cut-sheets, product literature, and warranty information for all components/equipment the contractor installed, shall be provided to the Government. This information may be provided by the contractor, as electronic files in the Adobe Portable Document Format (PDF) version X or later, to the Government at the time as-built drawings/diagrams and programming are delivered.

8.3 Installation Requirements. The contractor shall provide a list of all requirements for Government-provided equipment and support for A/V rack, power, screen and flat panel, to include power and installation requirements, within 30 calendar days of contract award. All minor building construction needs must be conducted by local Base Operations. This is to include low voltage power installations, 120v and 240v power installations, drywall, painting, patching, and lighting. The Government will coordinate with Base Operations and provide and fund minor construction in order to install power, patch holes and move/remove lighting as necessary.

8.4 The contractor shall run cabling and wiring to meeting table and console stations within existing conduits.

9. Meetings and Reports

9.1 The contractor shall conduct a pre-installation meeting to ensure the look and feel of the new touch panel meets the standards of the SOW. This meeting shall be held once at Government facilities, prior to the start of work and within 15 business days of award.

9.2 Start of Work Meeting: Within five (5) business days of the contract, the contractor shall provide a detailed plan and schedule of the equipment and installation for the XM-30 Prototype development conference room. The contractor shall coordinate with the Government the date and time for the Start of Work Meeting. The meeting will be held at the XM-30 Prototype development conference room, Bldg. 230, 6501 East 11 Mile Road, Warren, MI 48097-5000.

10. Hours of Operation/Work Hours

10.1 Installation hours are 0800 – 1600, Monday through Friday except for the following recognized holidays: New Year’s Day, Martin Luther King Jr. Birthday, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Day After Thanksgiving and Christmas Day.

11. Post Installation Support

11.1 A minimum of one-year warranty shall be provided from the date of acceptance and shall cover all new contractor-provided equipment and installation related to cabling and physical workmanship.

11.2 The contractor shall inspect and provide standard and quarterly preventive maintenance for all material components and system assemblies under this contract for 12 months after contract award. This inspection and maintenance shall include flat panel adjustments and housings, flat panel run times, testing all sources through equipment, realigning images on flat panels, confirming cable connection points, calibrating, testing audio/video quality, firmware/software updates.

12. System Repairs

If, after inspection of the XM-30 Prototype development conference room, the contractor reports that a non-warranted component is not functioning properly or if any parts require replacement, the contractor shall provide a list of recommended repairs to include replacement material components, labor, and associated costs to the Government. The Government shall have 15 business days to approve revised parts lists and costs, after which time a modification may be executed to authorize recommended changes or repairs. Under no circumstance shall the contractor execute work for repairs which are not authorized by the Contracting Officer and funded under this contract.

13. Antiterrorism (AT), Information Assurance (IA), Information Security (INFOSEC), Operations Security (OPSEC) The contractor and all associated sub-contractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DoD, HQDA and/or local policy.

In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

The contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

14. Deliverables:

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services-- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision-

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."

(d) Representations. The Offeror represents that--

(1) It [ ___ ] will, [ ___ ] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and

(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that--

It [ ___ ] does, [ ___ ] does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.

(e) Disclosures.

(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment--

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii) For covered services--

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment--

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

52.204-26 COVERED TELECOMMUNICATIONS EQUIPMENT OR SERVICES--REPRESENTATION (OCT

2020)

(a) Definitions. As used in this provision, “covered telecommunications equipment or services” and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(c) Representations.

(1) The Offeror represents that it [ ___ ] does, [ ___ ] does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(SEP 2023)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition--

(1) Is set aside for small business and has a value above the simplified acquisition threshold;

(2) Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or

(3) Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation.

(1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of Federal specifications, standards, and product descriptions can be downloaded from the ASSIST website at https://assist.dla.mil.

(ii) If the General Services Administration, Department of Agriculture, or Department of Veterans Affairs issued this solicitation, a copy of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained from the address in paragraph (i)(1)(i) of this provision.

(2) Most unclassified Defense specifications and standards may be downloaded from the ASSIST website at https://assist.dla.mil.

(3) Defense documents not available from the ASSIST website may be requested from the Defense Standardization Program Office by--

(i) Using the ASSIST feedback module (https://assist.dla.mil/feedback); or

(ii) Contacting the Defense Standardization Program Office by telephone at 571-767-6688 or email at assisthelp@dla.mil.

(4) Nongovernment (voluntary) standards must be obtained from the organization responsible for their preparation, publication, or maintenance.

(j) Unique entity identifier. (Applies to all offers that exceed the micro-purchase threshold, and offers at or below the micro-purchase threshold if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

(k) Reserved.

(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:

(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.

(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.

(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award;

(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful offeror.

(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.
