About this file
This is a Questions and Answers document for solicitation W912CH-24-R-0177, issued by U.S. Army Contracting Command - Detroit Arsenal, pertaining to a Diagnostic Kit Assembly High Voltage/Low (NSN: 6620-01-659-1256, Part Number: 13057650). The Q&A clarifies key solicitation requirements and addresses offeror inquiries regarding proposal submission, timelines, and compliance documentation.
The document confirms that the first delivery order will consist of at least the minimum guaranteed quantity of 9 each, with a maximum contract quantity of 81 each under this three-year IDIQ firm fixed price contract. Regarding proposal submission procedures, the government clarified conflicting instructions by issuing Amendment 0003, which requires all proposals to be submitted through the PIEE (Procurement Integrated Enterprise Environment) solicitation module rather than via email. The solicitation included multiple deadline extensions: from the initial April 13, 2026 date to April 16 (Amendment 0001), then to April 30 (Amendment 0002), and finally to May 14, 2026 at 5:00 PM EDT (Amendment 0003). For small business compliance, Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors and other firms must complete the Small Business Participation Workbook according to their business size and the instructions provided within that workbook.
