This document is a Questions and Answers (Q&A) file for Solicitation W912CH-24-R-0174, specifically addressing First Article Testing (FAT) requirements for a Gear Rack (NSN: 3020-00-861-1478). The solicitation is a Total Small Business Set-Aside for 815 gear racks, with an option year for an additional 815 units. The Q&A focuses on detailed testing procedures, particularly the requirement that three racks must be furnished for 100% inspection, with at least one rack being proof-tested in a production mount cannon at Aberdeen Proving Ground.

The solicitation requires contractors to be registered in the System for Award Management (SAM) and certified under the United States/Canada Joint Certification Program (JCP) to access the export-controlled technical data package. The ballistic testing will be conducted by Jeff Damiano at Aberdeen Proving Ground, with the possibility for contractor representatives to witness the testing. Contractors without their own cannon for proof firing are advised to coordinate with Mr. Damiano, whose contact information is provided in the document. The contract is a Firm Fixed Price arrangement issued by the U.S. Army Contracting Command - Detroit Arsenal (ACC-DTA).

Solicitation W912CH-24-R-0174, Question and Answer (Q&A) Question 1: STM-1 on Page 2 of the Quality Assurance Provisions for 8767202 states that “Three racks shall be furnished for 100% inspection” followed by “At least one of the racks having been 100% inspected shall be proof tested a minimum of one round in a production mount cannon. The rack shall be capable of withstanding a chamber pressure as specified in MIL-C-45964 or MIL-C-70822. After proof testing, the rack shall be subjected to a five minimum opening and closing cycle test in a slave or production cannon”.

Will the Government conduct the portion of the First Article Testing described above in Section STM-1 once the contractor has furnished the items?

Answer: The First Article Test (FAT) requirement is in the QAP page 1 of 2, Section Part II- Quality Provisions, entry #4, First Article Test Requirements. That calls out Page 2 of 2, Part V- Test Methods and Procedures, STM-1 First Article Requirements. Please also refer to E.2 First Article Approval (Contractor Testing) of the Solicitation.

Question 2: In accordance with the contract and QAP requirements. The FAT clause states that at least one rack shall be proof-tested in a production mount cannon and subjected to a five-cycle functional test. Can you please confirm whether this FAT will be conducted at a government test facility?

Answer: The information below must be conducted and passed for the Rack to have satisfactory Ballistic Testing.

A Rack shall be chosen from the three (3) sample FAT quantity and submitted for ballistic testing by being proof tested on a production mount cannon. Aberdeen Proving Ground is where cannons are proofed to use on the M109A6/A7, The POC at APG is Jeff Damiano. If a contractor does not have a cannon for proof firing at their facility, IAW the FAT requirements, a potential alternative is to contact Jeff Damiano. If things are scheduled with Jeff Damiano, he may get permission for a contractor representative to travel to APG to witness the one firing with their rack attached to the cannon. If the contractor is available to pay his own way to travel to Aberdeen, it is highly recommended that the representative witness the firing to understand the stresses that the Rack must endure during firing the cannon, if they can get a clearance to witness. Mr. Damiano's contact info is: jeffrey.damiano.civ@army.mil, (410) 278-3227, 6943 Colleran Rd. Aberdeen Proving Ground, MD 21005-5059.
