About this file
This document is a Questions and Answers (Q&A) file for Solicitation W912CH-24-R-0135, which involves a Mortar Mount procurement by the United States Army Contracting Command - Detroit Arsenal (ACC-DTA). The solicitation is a 100% Small Business Set-Aside for a Firm-Fixed Price, One Time Buy with a 100% option for a Mortar Mount (NSN: 1015-01-561-6067, Part No.: 13015600).
Key details include export control requirements mandating Joint Certification Program (JCP) certification for technical data access, and specific testing requirements for the M177A1 bipod mount. The Q&A addresses critical technical questions about government-furnished equipment, proof fire testing, and first article testing. Notably, the government will not provide any government-furnished property or equipment, and proof acceptance testing will be solely at the contractor's cost. Contractors must request access to technical drawings and must be prepared to conduct comprehensive testing, including first article inspection, functional assembly testing, proof acceptance, and potential salt-fog testing.

| Question | Answer |
| 1. QAP 13015600/ STM-2, Function of Assembly requires M253 Cannon and M3A2 Baseplate, however solicitation does not include GFE Clause. Does ACC-DTA intend to supply a Mock Cannon and M3A2 Baseplate to support contract performance? If yes, will an amendment to the solicitation be issued to include GFE Clause and list the items to be provided. | There will be no Government Furnished Property, Equipment, and Material provided. |
| 1. QAP 13015600/ STM-3, Proof Acceptance requires GFM in the form of Ammunition to support Proof Fire Acceptance IAW MIL-DTL-32472 and MIL-DTL-32503. Does ACC-DTA intend to supply ammunition to support contract performance? If yes, will an amendment to the solicitation be issued to include GFM Clause and list the ammunition to be provided. | There will be no Government Furnished Property, Equipment, and Material provided. |
| 1. QAP 13015600/ STM-3, Proof Acceptance is typically completed at an ATEC Center. We have performed on contracts where the Contractor is responsible for cost and coordination of PFT and we have performed on contracts where the Buying command is responsible for cost and coordination of PFT. Because the solicitation is silent on Proof Testing, we would like confirmation if the contractor or buying activity will be responsible for cost and coordination of Proof Fire Testing. If the Contractor is responsible for cost and coordination of PFT, can an amendment to the solicitation be issued that clarifies this requirement and allows ATEC to provide USG Rates in support of this solicitation? | Proof Acceptance is solely at cost of the Contractor. Please refer to the FAT CLIN, Section E, and First Article Test Clause for any applicable information. |
MIL-DTL-32472 and TOP 3-2-050 mandate salt-fog testing for the complete M252A1 mortar system, including a post-salt-fog proof firing. However, there is no explicit requirement in these standards for the M177A1 bipod mount manufacturer to conduct salt-fog testing at the individual component level. Is the M177A1 bipod mount manufacturer for this solicitation required to test for salt-fog and proof fire? In order for the bipod mount manufacturer to meet all TDPL requirements as stated previously, they will need to satisfy STM-1 (FA), STM-2 (Function of Assembly), STM-3 (Proof Acceptance), and STM-4 (Salt Fog and Live Fire). For example, for STM-1, First Article Requirements (Per TDPL 13015600) for Mount, Mortar: 81mm, M177A1, STM-1 is as follows:
• Three 81MM MORTAR M177A1 MOUNTS, 13015600, shall be furnished for 100% inspection, of all applicable requirements, to assure compliance with QAP(s), specification(s), and drawing(s).
• If a first article requirement is specified in any QAP that is listed in PART I, the first article for that component shall be performed as specified in that QAP.
• The first article samples shall be subjected to Government firing.
| If salt-fog and proof fire testing is required per this solicitation, how can a potential supplier perform those tests without government furnished equipment, such as the remainder of the M252A1 mortar system (base plate & mortar tube)? (Ref: previous customer Q&A response). | The Government Testing Facility will have the equipment on site and readily availble to perform the testing for the manufacturer. |
| Does ACC-DTA plan to submit a TAMIS request to provide ammunition for both FAT and PLT required? | The requiring office will submit a TAMIS request to provide ammunition for testing. |
| Drawing 12901604 calls out the material as Drawing 12901603. Drawing 12901603 is not in the TDP. | Drawing 12901603 Clamp, Upper, Casting has been added to the Attachments Section of the Solicitation posting. Please note you will have to request access to the Drawing and resubmit your DD2345 via email to ryan.d.nawrocki.civ@army.mil in order to gain access. |
| Please advise whether USG will accept our FAT Waiver. | FAT Waiver will not be reviewed until an awardee is selected. |
