Service contractor reporting of information is required in the SCR section in the System for Award Management (SAM) by 31 October, when a contract or task order has a total estimated value, including options, that exceeds $3 million; and is for services in the following service acquisition portfolio groups:
1) ogistics management services,
2) quipment related services,
3) knowledge-based services, or
4) ectronics and communications services.
C.9.0 CDRL Module: The primary data storage and CDRL delivery solution shall be the Lifecycle Management Process (LCMP) Integrated
Development Environment (IDE) CDRL Module. For unexpected technical difficulties with the CDRL Module, please request direction in using an alternative delivery method from the Contracting Officer Representative (COR) applicable for the specific CDRL. The COR shall be notified when the data has been submitted using a method other than the CDRL module. Approved alternate delivery methods include AMRDEC
SAFE Site, or CD-ROM.
C.9.1 CDRL Module Overview: The CDRL Module provides a secure mechanism for submitting, receiving, reviewing, and accepting contract deliverables. The system provides dashboards, metrics, automated workflow messages, process status indicators, and a complete tracking solution from delivery to acceptance of contract deliverables.
CDRL Module URL: https://members.lcmp.af.mil/peocscss/Data/Default.aspx AMRDEC Safe URL: https://safe.apps.mil/
C.9.2 Accessing the System: Contractors will need a sponsor, usually the Contracting Officer Representative (COR) or Procurement
Specialist. The COR or Procurement Specialist must submit a Gain record on your behalf to initiate the onboarding process. Direct any questions to the LCMP-IDE Support, usarmy.detroit.peo-cs-css.list.lcmp-team@army.mil
C.9.3 Security Provisions: The CDRL Module is for controlled unclassified information (CUI and below) contract submissions only. There are multiple security provisions implemented by the Life Cycle Management Process Integrated Data Environment (LCMP-IDE). First, role-based access controls are maintained for high-level groupings of information stored in the system. Second, entity-level permissions provide fine-grained permission trimming on individual records and their related metadata. This ensures that all supported program personnel can access needed information while protecting sensitive data. LCMP-IDE provides security services using industry standard
LDAP directory services and X.509 certificates with an enterprise public key infrastructure (PKI). LCMP-IDE uses the secure socket layer protocol to send encrypted transactions between client web browsers and the web server.
C.9.4 Computing Requirements: The CDRL Module is user-friendly, web-based application that is accessible using a standard web browser.
Contractors may authentication using DoD approved Common Access Cards (CACs), External Certificate Authorities (ECAs) and Federal Bridge
