Upon identification of Contractor and Subcontractor non-conforming materials or products, the Contractor shall prepare a Non-conforming Report (NR) for each part or assembly and submit it to the MRB. Authority to approve all MRB decisions involving repair, use-as-is material, and other than non-standard repair, procedures will be at the discretion of the PCO. The Contractors standard and nonstandard repair procedures shall include instructions for reprocessing material after repair and shall specify all Contractor inspections required to ensure conforming material. The Contractor shall implement new standards or nonstandard repair processes when the elimination and correction of all assignable causes of non-conformance are identified and addressed, including variation reduction measures, inclusion of omitted processes, or process steps, and other irreversible corrective actions are implemented. The MRB will determine whether a RFV is appropriate. If a RFV is not applicable, the MRB will determine whether the non-conformity is a critical, major, or minor, and whether an ECP is required. The Government's review or concurrence of a repair technique will not bar the
Government's right to reject the material if the Government determines that the repair does not adequately correct the non-conformity.
The Contractor shall submit a summary report on all NRs that require Government review or approval IAW CDRL A041, Summary of NRs/MRB.
(b) Non-conformances fall into one of three categories: critical, major, or minor. The Contractor shall not categorize or define a non-conformance based solely on the ease of repair or potential harm. The cognizant COR may accept or reject minor non-conformances.
Acceptance of supplies and services with critical or major non-conformances is outside the scope of cognizant ACO acceptance.
(c) Critical non-conformances are those that are likely to result in hazardous or unsafe conditions for individuals using, maintaining, or depending upon the end item. The Contractor is required to notify the PCO within 2 hours of identification by phone and e-mail for record, cease offering all product with the non-conformance, determine the extent of the problem and make every effort to isolate the
Government from the effects of this problem. The Contractor shall submit critical non-conformance reports IAW CDRL A042, Final Non-
Conformance Report. The Contractor shall not act without PCO approval. The Contractor shall not offer a product found to have a critical non-conformance without first submitting a NOR, IAW CDRL A008, Notice of Revision, obtaining PCO approval in writing, and approval of one or more of a WAD, ECP or RFV (ref. CDRL A035 Work Authorization Document (WAD), CDRL A007 Engineering Change Proposal (ECP), CDRL
A009 Request for Variance (RFV).
(d) Major non-conformances are those other than critical that are likely to result in failure or reduce the usability of the end item for its intended purpose, which also affects form, fit, function, reliability, interchangeability, and durability. The Government will not accept non-conforming material without a PCO approved appropriate documentation of a WAD, ECP or approved RFV (ref. CDRL A035 Work
Authorization Document (WAD), CDRL A007 Engineering Change Proposal (ECP), CDRL A009 Request for Variance (RFV).
(e) Minor non-conformances are those not likely to reduce the usability of the end item for its intended purpose or is a departure from established standards having little bearing on the effective use or operation of the end item. Minor non-conformances shall be for a specified quantity of parts until replacement of the non-conforming part with a conforming part IAW an RFV. For a minor non-conformance, the Contractor shall submit the MRB documentation to the cognizant DCMA ACO. The ACO or functional SMEs will review the documentation and determine whether it is complete or other discrepancies exist. If the ACO approves the minor non-conformance, the Contractor shall document and implement the corrective action. DCMA stakeholders will verify and validate the change has been implemented. The Contractor shall submit MRB documentation through the cognizant ACO for PCO approval.
(f) The Contractor shall submit non-conformance reports IAW CDRL A041, Summary of NRs/MRB.

All welders shall be re-qualified to AWS or
CWA standards prior to welding under this contract if certification is older than six (6) months.
E.4.5 Visual Weld Inspection. The Contractor shall verify weld quality and workmanship using qualified inspectors trained to perform these inspection functions. Acceptable qualification of the Contractor inspectors shall be determined using the following criteria or additional criteria at the Contractors discretion and upon Government agreement.
(a) Current or previous certification as an AWS Certified Welding Inspector; or
(b) Current or previous certification by the Canadian Welding Bureau (CWB); or
