QUESTIONS AND ANSWERS
Amendment1 ‐ W912C321Q0009: The question and Answers for the Newspaper “El Morro” Requirement
Item 9:
Q1. What is the size of the newspaper if you have any needs?
A1: The size of the newspaper is standard tabloid – 11 in x 17 in.
Other Information
Security Requirements – Regarding content will be reviewed and approved by the Public Affairs Office.
Q2. Informs that two days after obtaining the authorization to work the newspaper we will have to go to the security office to obtain the IDs for access to the base. Will the personnel hired after obtaining the agreement be able to obtain the access IDs at any other time?
A2: Yes. Any other time required, A DD369 will be prepared in order to complete a background verification and provide access to person.
Specific Tasks.
Q3.
4.1 In some parts of this agreement it indicates that the printing will be 8,000 copies and in another part it indicates 10,000 copies.
A3: It is 8,000 copies for a max of 10,000 only for special issues.
Q4: In order to have the newspaper on the first day of each month, it would not necessarily be printed on that day since we depend on the printing availability of the printer.
We recommend making a calendar with the closing, printing and delivery days.
A4: The calendar regarding deadlines, printing and delivery days will be worked in conjunction with the Public Affairs Office.
Q5:
4.2.1.4
1. Indicates that free classifieds will be provided to which persons, number of classifieds and for how long?
A5: Half page will be dedicated to free classified ads provided only to affiliated personnel; that is ID cardholders such as military, civilians, Retirees and VHIC Veterans. The number of classifieds will depend on the ads submitted to the PAO office on time, before the deadline. The empty space will be used for Public Service Announcements approved by the Public Affairs Office.
Q6:
4.2.4
2. could we offer a 12‐month calendar with closing dates?
Most businesses do not offer their ads two weeks prior to the publication of any media. Could we have a little more flexibility for ad production time?
A6: The calendar regarding deadlines, printing and delivery days will be worked in conjunction with the Public Affairs Office.
Q7:
4.3.1.2
You indicate that we will offer 6 free pages of ads 1,2,3,4 10 and 11 centerfolds. Could we offer a commercial banner on page 1? The most requested pages for ad sales are 1 banner, page 3, back cover (last), right side and center pages for some specific campaigns. Could this point be negotiated?
A7: Pages other than the center fold could be negotiated based on the specific campaign, being the priority the command messages. The center fold will be exclusively to highlight command messages and/or functions. Note:
Negotiated (for the purpose of the newspaper requirement) means: exchange of document or information. Not monetary for the Government.
Q8:
4.3.7 would like an example of this request
A8: See Amend1‐Attach‐MORRO_ AUG_04
Q9:
4.4.1 Usually clients separate the spaces but send their ads closer to the publication date in order to advertise what they actually have in stock. Could this point have some change in relation to the totality of the ads? Could we send the set‐up of what we have at the date when the rest of the clients send their art for publication? The dates should be worked into the publication calendar that we recommend to work on as soon as the El Morro agreement is authorized.
A9: The calendar regarding deadlines, printing and delivery days will be worked in conjunction with the Public Affairs Office.
Q10:
4.5.1.7 The local market does not use recycled paper at all times and newsprint printing depends on the current inventory of the printing company. Would this affect El Morro's procurement or publication?
A10: The paper must be of good quality so the colors do not bleed and the final product is legible and clean.
Q11:
4.5.1.8 Will the sample be one printed on digital equipment?
The newspaper presses do not have the capacity to print a single newspaper. Occasionally color separation can be sent electronically. Could this format be used?
A11: Yes, it could be done digitally.
Q12:
4.5.1.9
Are these 48 pages in addition to the 6 pages already requested for editorial?
What will be the use of these 48 pages?
A12: 48 pages are included with the 6. The 48 pages will be for Special Editions of the newspaper such as the Year in Review or any other information campaign in support of US Army or the installation’s chain of command.
Q13:
4.5.1.10 Can you provide a timetable where there could be changes?
Could the schedule of the 12 publications be agreed upon at the time of obtaining the agreement?
A13: Yes, it must be done that way to maintain consistency with customers and readers.
Q14:
4.7.1.1 Your requirement is 8,000 copies but in order for our sales department and customers to make a profit we need to increase the number of copies and distribution locations.
Would it be possible to restructure the distribution and increase the print run?
A14: It can be negotiated. Note: Negotiated (for the purpose of the newspaper requirement) means: exchange of document or information. Not monetary for the Government.
Q15:
4.7.4 Could the distribution time go beyond 2 hours?
How long is the distribution time for distribution points on the island? How long is the distribution time for offices in the metropolitan area?
A15: The distribution times and locations will be negotiated with the Public Affairs Office based on the delivery days calendar approved between the contractor and the Public Affairs Office.
Q16:
4.8.8
Do we need the list of places to send the newspaper via mail? Do we suggest obtaining and creating a mailing list where we could send the newspapers via email to all personnel outside of Puerto Rico as well as to agency heads, general public and others?
A16: The mail distribution will be conducted by the Public Affairs Office because the contractor cannot use DoD postage.
Q17:
4.9.1.2
Do we need to clarify the work of the graphic artist with the work of the El Morro website?
A17: Software to be used by the contractor graphic artist must be compatible with the software used by the Public Affairs Office. The Public Affairs Office is the only authority to post the newspaper on Fort Buchanan’s website and Internet sites.
Distribution
Q18:
Would it be necessary to have the official distribution list with addresses and telephone numbers?
A18: The distribution list will be provided by the Public Affairs Office.
Q19:
When dropping off packages or newspapers do they need signatures? Could we make changes to the distribution?
A19: Signature will be needed upon receiving the newspaper packages. Changes to the distribution must be done in conjunction with the Public Affairs Office.
