About this file

This document is a pre-solicitation notice and virtual industry event presentation for the USACE-Tulsa District's $495 million Small Business-Unrestricted (SB-UR) Design Build Construction MATOC (Multiple Award Task Order Contract).

The MATOC, referenced as solicitation W912BV22R0004 with amendments, targets a total of 10 contract holders—five small businesses and five unrestricted firms—sharing $495 million in capacity across a 5-year base period with no options. Five contractors were awarded Indefinite Delivery Contracts in July 2025: Ross Group Construction Corporation, LLC; Gideon Contracting, Limited Liability; Southwind Construction Services, LLC; SEA PAC Engineering Inc.; and Bristol Design Build Services, LLC. The MATOC currently holds four small businesses and one unrestricted firm. This pre-solicitation notice, issued February 2, 2026, aims specifically to refresh the unrestricted pool by targeting four additional unrestricted or large businesses for construction services; no new restricted or small businesses are being onboarded at this time. The anticipated Phase 1 solicitation issuance is on or around February 18, 2026. The NAICS code is 236220 (Commercial and Institutional Building Construction).

The scope encompasses design, new construction, repair, and alteration services for military installations primarily in Oklahoma and north Texas within the Tulsa District and Southwest Division areas of responsibility. Work includes vertical and horizontal construction projects supporting Sustainment, Restoration, and Modernization (SRM) and Military Construction (MILCON) programs, encompassing administration buildings, health facilities, warehouses, dormitories, hangars, and classrooms through both Design-Bid-Build and Design-Build delivery methods, with potential for civil projects. Notable project forecasts include $200 million in FY26 SRM spending, $4 billion-$7 billion over 10 years at Tinker AFB for KC46A and B-21 programs, and multiple MILCON projects ranging from $1 million to $50 million across installations including Vance AFB, Sheppard AFB, Fort Sill, and McAlister Army Ammunition Plant.
