About this file
This Project Labor Market Survey (PLA Survey) seeks industry input for the Fort Gibson Replace Spillway Bridge project at Fort Gibson Lake, Oklahoma. The U.S. Army Corps of Engineers is conducting market research to understand labor market conditions, potential project labor agreement (PLA) impacts, and contractor capabilities for a competitive, firm-fixed price design/bid/build contract estimated between $50-$100 million. The survey consists of 13 detailed questions targeting labor availability, skilled workforce capacity, potential project challenges, and PLA implications for small businesses and project efficiency.
Key response requirements include submitting a 5-page response by 2:00 PM CT on 19 June 2025 to Tyler Godwin and Dario Rissone via email. Respondents must be registered in SAM and provide company details, bidding interest, capability to perform complex construction work (with 3 comparable project examples), business size classification, joint venture information, bonding capabilities, and a completed PLA Labor Market Survey. The project scope involves designing and constructing a new bridge with components including electrical systems, walkways, precast concrete elements, catwalks, waterline, and an overhead hoist system, with a North American Industry Classification System code of 237310 and a small business size standard of $45 Million.
