BASIS OF AWARD: The Non-Cost factors, when combined, are significantly more important than Cost/Price.
Factor 1 – Past Performance
Factor 2 – Pre-construction Services Sub-factor 1 – Constructability Sub-factor 2 – Collaboration
Factor 3 – Technical Capability Sub-factor 1 – Management Approach Sub-factor 2 – Key Personnel Sub-factor 3 – Proposed Contract Duration and Summary of Schedule
Evaluation Factors
Factor 1 – Past performance
Three aspects to the performance confidence evaluation: recency, relevancy, and quality of past performance. IAW FAR 15.305(a)(2), the currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance shall be considered.
RECENCY (5.1)
Recent is defined as completed, or currently in progress with at least 50% construction completed, within the past fifteen (15) years as of the date of this solicitation.
RELEVANCY (5.2)
past performance that has a significant and demonstratable relationship to this solicitation. Examples of attributes that may demonstrate relevance to this solicitation include but are not limited to: para 5.2 a) through j).
QUALITY (5.3)
The Government will evaluate the quality of the offeror’s performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment.
PERFORMANCE CONFIDENCE ASSESSMENT (5.4)
The past performance confidence assessment rating is based on the Offeror’s overall record of recency, relevancy, and quality of performance.
SUBMISSION REQUIREMENTS (5.5)
Factor 1 – Past performance Brief introduction of the proposed team (5.5.1)
Minimum of five (5) no more than ten (10) projects including:
One (1) Dam Safety Construction project >/= $100M (5.5.2) Two (2) construction projects demonstrating capability to provide and manage preconstruction services through the use of alternate delivery methods (5.5.2) Narrative limited to five (5) pages for the submitted projects (5.5.3)
Past Performance for each project submitted (5.5.4) Past Performance Questionnaire (PPQ-0) for projects with no CPARS rating (5.5.5)
Joint Venture narrative / commitment letter (5.5.16)
Recency of past performance. Recent is defined as completed, or currently in progress with at least 50% construction completed, within the past fifteen (15) years as of the date the solicitation was issued. (5.6.3)
Relevancy of past performance (5.6.4)
Performance Confidence Assessment (5.6.5) The Government will consider the currency and relevance of the information, source of the information, context of the data, and general trends in contractor performance…more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence rating than past performance of lesser relevance.
EVALUATION CRITERIA (5.6)
JOINT VENTURE SUBMISSION
If the Offeror cannot provide a sufficient number of projects as the JV to meet the minimum requirement, the Offeror must provide those "recent", "relevant" projects that it has performed as the JV, and then supplement the record with additional "recent", "relevant" projects performed by each JV member in their individual capacities. In such instance, each JV member must satisfy a minimum requirement of two (2) projects, to include any projects performed as the JV. If the JV has no "recent", "relevant" projects performed by the JV, then each member of the JV must provide two (2) to three (3) "recent", "relevant" projects performed by the JV member that reflect the JV member's experience commensurate with their role on this project or how their experience qualifies them for their role on this project as required.
