Section C - Descriptions and Specifications

STATEMENT OF WORK

Invasive Species Management Services Using Goats

John Redmond Reservoir, Coffey County, Kansas Fall River Lake, Greenwood County, Kansas

Performance Work Statement

Contractor (offeror) shall furnish all necessary labor, materials, supervision, machinery, tools, apparatus, transportation, equipment, and such other items required to complete the work in accordance with the specifications contained herein to mitigate growth of Sericea Lespedeza (Other mixed tree species and native grass vegetation maintenance).

1. General: Over the years, Sericea Lespedeza encroached into open grassy habitat, fences, drainage draws, and lake/river shorelines. These invasive species have been removed, with limited success, during the past years. The current landscape will allow for the existing Sericea Lespedeza and grasslands to be maintained by goats with minimal landscape damage and no chemicals being applied. Contractor shall have goats in place to commence browsing as follows:

PERIOD OF PERFORMANCE: The successful offeror(s) shall immediately coordinate with the Contracting Officer’s Representative (COR) upon award; and shall attend an onsite conference with the COR two (2) calendar days following date of award (if this date falls on a weekend, the conference shall occur on the first Monday following award), with fencing in place three (3) calendar days following the date of the conference. Goats shall begin browsing the worksite area(s) four (4) calendar days following the date of the conference. Browsing shall continue for forty-five (45) calendar days on stated Government property. The contractor shall ensure browsing is rotated in the acreage increments described in the statement of work (paragraph 3) and is completed on the number of acres specified in the pricing schedule.

See pricing schedule for details regarding the base and optional items. It is anticipated that the Government may exercise the option(s) at time of award.

1.1. The contractor shall invoice for the number of acres completed at the end of the period of performance. Invoice shall be submitted to the COR via email. An invoice template is provided at the end of these specifications.

2. Calculation of Work Unit: All Sericea Lespedeza vegetation will be the target for maintenance within the John Redmond Reservoir and Fall River Lake property boundary, Kansas. The sites are bordered by country roads. The majority of the Sericea Lespedeza shall be maintained up to a level the goats would normally browse. The current grass shall be browsed to a height of approximately half the present height including the flower of the plants prior to going to seed heads. Grass height shall be closely observed by the goat manager to ensure consistent management of the browsing area.

3. Removal: The work areas shall be determined by the U.S. Army CORPS OF

ENGINEERS for vegetation management in accordance with the provided maps. All grass vegetation shall not be browsed lower than a height which would prevent the grass to grow into the season until it goes into dry land dormancy. There will be no herbicide application during this contract period. Contractor shall rotate goats on the work the acreage ten (10) acres at a time at the Fall River Site, and fifteen (15) acre sections at the John Redmond site. Once area is completed and approved by COR, contractor will move goats to the next section. Once work is completed, the contractor shall provide the estimated tonnage of vegetation removal report to the COR. Care shall be used to prevent damage to asphalt, fences, gates, and other structures, minimal ground disturbance shall be allowed. If ground disturbance is necessary, this shall be coordinated with COR due to tolerance levels to be allowed for regarding depth into soil. Care shall also be practiced around power lines.

3.1.All operation shall follow safety regulations outlined in EM-385-1-1 (current date), Section 31 Tree Maintenance and Removal, Section 16 and 18 (Machinery and Vehicles), and Section 9, Fire Prevention and Protection during the work. The EM 385-1-1 is available on-line at https://www.publications.usace.army.mil/portals/76/publications/engineermanuals/em _385-1-1.pdf

3.2.During the working hours, it shall be critical to always have a fire protection plan of operation and notification in place while the job is in progress. Local fire protection services and local law enforcement agencies shall be notified the first and last day of performance as well as exact location.

3.3.Offerors shall provide contact phone numbers for all on site personnel. Offeror shall provide contact list one business day after date of award.

3.4.Offeror shall also provide emergency phone in addition to contact numbers listed in

3.3. one business day after contract award.

3.5.An Activity Hazard Analysis Plan (AHA) and Accident Prevention Plan (APP) shall be submitted to the COR one business day following date of award. Requirements for an abbreviated APP can be found in Appendix A of EM 385-1-1. The COR will inform the contractor which areas of the APP apply for this contract. There will be land monitors periodically at the site throughout the duration of the period of performance.

4. Machinery and Electric/Non-Electric Fencing Requirements and Capabilities: The machinery used in the performance of this work must be able to transport the animal units in and out of the area in a safe manner. There will be no use of cutting tools and equipment without prior approval of COR. Any boundary repairs related to the performance of this action (including fencing) are the responsibility of the contractor.

4.1. Offeror shall provide a statement with their quote NOT TO EXCEED THREE (3) PAGES consisting of the following:

a. Offeror attests they understand they may submit a quote for one or both locations.

In the event an offeror submits a quote for both locations and is awarded the contract for both locations, Offeror shall state that they understand, are capable, and shall comply with the performance requirements for both locations simultaneously.

b. Offeror shall include a statement of understanding, detailing their understanding and commitment to adhere to the required schedule. Fencing shall be in place one

(1) day before goats are brought to the work site, and fencing shall be approved by the Contracting Officer’s Representative before goats are brought to the work site.

c. Offeror shall explain in detail their plan for transportation, fencing, care, whether goats will be removed daily (or if not removed, their plan to protect them overnight as well as throughout the 45-day period of performance), and their plan for appropriate treatment of the goats to include how the offeror plans to provide water for the goats (offeror is responsible for providing water for the goats).

4.5. Water for the goat animal units shall be the responsibility of contractor.

4.6. Invoice format provided in this Statement of Work.

5. Animal welfare/fencing requirements: The contractor has sole responsibility for the welfare of their animals in accordance with local, state and/or federal regulations.
