EXAMPLE PROJECT

PERFORMANCE WORK STATEMENT (PWS)

SITE 1A MUNITIONS AND EXPLOSIVES OF CONCERN (MEC)

REMOVAL AND CLOSURE

CAMP CHARLIE, BROWNWOOD, TEXAS

Amendment #0003 Amendment #0002 Amendment #0001 2 June 2021 3 May 2021 13 April 2021 17 February 2021

**Note to Offerors: This is an Example Project, with no existing documentation (i.e. RI/FS, Decision Document, etc.). This Example Project will not be awarded. Offerors will develop a technical approach and proposed price based on Section L requirements and the information contained therein.

1.0. General

This an Example Project PWS for a non-personal performance-based Task Order (TO) to perform a Resource Conservation and Recovery Act (RCRA) based Munitions and Explosives of Concern (MEC) removal and closure at Site 1A Camp Charlie Army Base in Brownwood, TX. As a non-personal services contract, the Government shall not exercise any supervision or control over the Offeror or its’ sub-contractors.

This Performance Work Statement (PWS) defines the scope of a full range of performance based environmental remediation activities to achieve significant milestones towards the goal of completing environmental remediation of Site 1A. The contractor is ultimately responsible for meeting all performance objectives within the contract Period of Performance (POP). Performance Objectives and Standards are presented in Table 1 below. Reference the map under Attachment 1 for the location of designated Area.

2.0. Background

The site is in former Camp Charlie Brownwood, TX. The Camp is one- and one-half miles south and southwest of the city limits of Brownwood, Texas. The inactive site currently occupies approximately 17,000 acres. The installation was a military training center from 1940-1946.

A portion of the Camp, largely consisting of the cantonment area was closed after the war and transferred to the US Forest Service (USFS). The Army retained the remainder of the land and used the remote areas for the destruction of ammunition. Road networks to the Army parcels transit property managed by the USFS. The Department of the Army closed the remainder of the Camp in 1989 and the property was divided into parcels for cleanup action. All environmental restoration work within those parcels, except Site 1A is completed.

Site 1A was used for the disposal of unserviceable ammunition and related wastes during the Camp’s active life. After the Vietnam War, Site 1A was used to destroy excess Improved Conventional Munitions (ICM) from military stockpiles. ICM submunitions destroyed at the site included M39 and 43 grenades. All munitions disposal activity was reportedly contained within Site 1A. These disposal operations continued until Area 1A was closed under the RCRA Subpart X permit granted in 1982 by the Texas Commission for Environmental Quality (TCEQ) to allow munitions disposal work. The Army Base Realignment and Closure (BRAC) Office retains control of Site 1A due to the extent of buried contamination, and the area is fenced with warning signs. There is a total of six (6) earth covered magazines located in the south end of Site 1A. A caretaker based at Fort Hood and charged with responsibility to the BRAC Office, TX visits the Army properties at the site periodically to check the status of controls and oversee maintenance on roads, fences and signs in Site 1A.

2.1. ASSUMPTIONS

· Assume deliverables requiring TCEQ review will be returned within 90 days of receipt at their offices.

· Assume that USFS reviews on deliverable documents will be accomplished within 10 days of receipt

· Six (6) Earth Covered Magazines (ECM) at the site are in serviceable condition and require only general cleaning and testing of Lightning Protection Systems (LPS) to place in service.

· Assume security alarms are not installed in the ECM

· Assume access roads to the MRS are all initially in good repair

· Assume the 10-foot area chain-link fence is initially serviceable and all access gates in good repair. Assume all signs are legible and well-mounted to fence fabric.

· Assume all barbed wire outriggers on the fence are intact and serviceable

· Assume perimeter vegetation control at project start around the fence has maintained the required clear zone around the fence line

· Assume that the largest munition destroyed at the site was an 8-inch Artillery projectile, and the smallest 20mm High Explosive Incendiary.

· Assume all property outside the fence has been cleared by others.

· Assumed Anomaly Density across the MRS varies:

· 500 Anomalies/acre inside the fence

· 1000 Anomalies/acre or greater in the approximate center of the site (this is the site/location of detonation for munition destruction)

· 100 acres are 1,000 Anomalies/acre or greater

· Assume that within the 500 anomalies/acre area, any and all munitions will be located within the first 6 inches of ground surface.

· Surface clearance will be conducted across all 500 acres within the 500 anomalies/acre for TOIs between the surface and 6 inches below ground surface (bgs)

· Assume 50% of all anomalies per acre will be above ground surface and 50% will require intrusive investigation from bgs to 6 inches.

· Within the area of 1,000 anomalies/acre area, assume all munitions will be located from the surface to 4 feet below ground surface (bgs).are subsurface.

· Sub-surface removal will be conducted across 100 acres within the 1,000 anomalies/acre area to remove TOIs between 6 inches and 4 feet below ground surface (bgs).

· Assume the background geology is 1mV and use NRL response curves to determine depth of detection/classification.

· Assume 10% of all anomalies per acre will be TOEs and will require intrusive investigation.

· Assume that post detonation sampling will be required by regulatory agencies.

· Assume prior environmental sampling did not disclose soil or groundwater contamination with MC exceeding action levels. Additional monitoring of environmental media for MC is not required for the MRS at large.

· Assume Archaeological Surveys inside the boundary fence did not disclose cultural resources and SHPO and THPO have concurred with the undertaking and expressed no further interest

· Assume no water is available for dust control or other purposes

· Roads: assume that there are five (5) miles of paved USFS road and 6 miles of graded dirt roads that will be used to access the site

· Assume removal action for Site 1A will not be less than or greater than the identified 500 acres.
