Specifications of Work
Removing Damaged Concrete Pads, Forming and Placement of Reinforced Concrete for Multiple Camp Sites of Various Sizes and Installation of 1 CMP Drainage Culvert
With 2 Metal Headwalls/Flares Snake Creek, Tenkiller Lake, Oklahoma
PART 1 – GENERAL
1.1 Scope of Work The contractor shall provide all labor, transportation, materials, concrete, metal mesh, base material, culvert, tools, equipment, and other items required to remove and replace reinforced concrete slabs of various sizes and provide and install 1 CMP. The contractor shall perform to the standards and specifications in this contract. Snake Creek PUA, Tenkiller Lake Project, Oklahoma.
1.2 Site Conditions A site visit by prospective bidders will be encouraged to determine exact site conditions and work requirements. The site visit will be provide after the pre-proposal conference. The project site for this work is located approximately 15 mile north of the Tenkiller Lake Project Office.
1.2.1 Pre-Proposal Conference. A pre-proposal conference will be scheduled at the Tenkiller Lake Office. The date and time of this conference will be posted in the solicitation announcement.
1.2.2 The purpose of the site visit will be to familiarize prospective bidders with the extent and nature of the requirement and location of performance. Oral questions pertaining to the Scope of Work or other contractual matters will not be answered during the pre-proposal conference. Any questions of any contract nature must be prepared in writing and posted to the Proj Net website.
The website address is included into the solicitation information packet.
1.2.3 Potential offerors questions and answers will be posted on solicitation web site and constitute the official Corps answers concerning the scope of work.
1.2.4 The site visit conference is not mandatory for prospective bidders. All prospective bidders are strongly urged to attend the pre-proposal conference and to equate themselves as to all general conditions that may affect the cost and schedule of performance of this contract. An escorted visit to the work site may be offered to the prospective bidders, however; this not guaranteed.
1.2.5 Any questions pertaining to past or current contract information for any of the past or current construction contracts should be submitted to the Office of Counsel, Tulsa District Office in the form of a FOIA (Freedom of Information Act) request. 1.2.6 Guidance on how to submit a FOIA request can be found at http://www.usace.army.mii/FOIA.aspx. Please ensure your request is submitted in a timely matter to receive feedback prior to the solicitation closing date.
1.3 References. All work shall be accomplished in accordance with the Corps of Engineers Health and Safety Manual 385-1-1, OSHA and all other applicable State of Oklahoma and National standard work practices and laws.
1.4 Basis of Payment. The contractor may invoice payment after all work has been completed, inspected and accepted by the Government. Mail, Email, hand deliver or Fax invoice and other required forms to: USAED, Corps of Engineers, Tenkiller Lake Office, and Attn: Contracting Officer’s Representative, 446977 E.980 Rd. Gore, ok. 74435.
1.5 Work Hours. The contractor may work between the hours of 7:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays. Any proposed changes to the work hours must be approved by the Contracting Officer Representative.
1.6 Completion Time. Work shall be completed within 90 calendar days.
1.7 Safety Requirements. The contractor shall comply with the latest version of the Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1 and all applicable Federal, State, and local safety codes and practices. Matters of interpretation of the standards shall be submitted to the Contracting Officer for resolution before starting work. Where the regulations conflict, the most stringent requirements shall apply. It is the contractor’s responsibility to insure public safety during the entire duration of this contract. Necessary signs, barriers, warning devices, etc. shall be operated and maintained by the contractor at contractor expense. Contractor employees shall comply with the minimum dress requirements as stated in Chapter 5 of EM 385- 1-1. The latest version of this manual and OSHA is available online.
1.7.1 The following sections of the manual are particularly applicable to the work under these specifications. Section 5 – Personal Protective and Safety Equipment; Section 13 – Hand and
Power Tools (Chain Saws); Section 14 – Material Handling, Storage, and Disposal; Section 18 - Vehicles, Machinery, and Equipment. Workers shall be required to comply with the minimum clothing requirements for field work which includes short sleeve shirt, long pants, leather or protective work boots, and proper head, ear, hand, and eye protection as necessary. The work plan shall include procedures to follow in case of injury accidents. The Contractor shall review the safety requirements with all workers prior to any work under this Contract.
1.8 Equipment. All equipment used to perform work under this contract shall be in good operating and mechanical condition and shall comply with Section 18 of EM 385-1-1.
Equipment shall be inspected by the contractor and an inspection report may, upon request, be submitted to the Contracting Officer Representative (COR) prior to utilization of such equipment to accomplish work on this contract. Inspections may be performed by Government as well.
1.9 Environmental Cleanup. The contractor shall maintain a clean and safe work area at all times. The contractor shall be responsible for the protection of the environment and will be required to restore all damages subject to the approval of the contracting officer representative.
The contractor shall remove and dispose of all debris off Government property in a state approved disposal site, unless specified otherwise. The contractor will be required to comply with Federal and State environmental requirements.
1.9.1 Quality Control. The contractor is responsible for all actions necessary for the successful completion of this contract. The quality control is the contractor’s responsibility, not the Governments.
1.9.2 Warranties. The contractor shall warranty all work for one year from the date of acceptance
1.10 Weather Delays. TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (OCT
1989) (ER 415-1-15)
1.10.1 This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance with the contract clause entitled “Default: (Fixed Price Construction)”. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the contractor.
1.10.2 The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The contractor’s progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities.

1.10.3 Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the contractor will record on the daily Contractor Quality Control (CQC) report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent of more of the contractor’s scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph 1.10.2, above, the contracting officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work day, and issue a modification in accordance with the contract clause entitled “Default (Fixed Price Construction)”.
1.11 Submittals. The contractor may be required to furnish certain submittals. These submittals may be certifications of materials, safety plans, drawings, Corps training certifications, work plans, etc. These will be specifically mentioned at the pre-work conference and shall be furnished to the Contracting Officer Representative. Submittals requiring Government approval shall be formally prepared and approval granted prior to proceeding with work involving these submittals. FIO (For Information Only) submittals do not require Government approval.
1.11.1 Work Plan. If requested, the Contractor’s work plan shall be submitted to the Contracting Officer or Contracting Officer’s Representative for approval prior to the beginning of work. The work plan shall provide detailed procedures defining the Contractor’s provisions for the construction activities.
1.11.2 Safety Plan. If requested, a safety plan for work procedures and safety and health protection shall be approved prior to beginning work. This plan shall include the procedures for equipment operation, public safety precautions, and traffic control if applicable. The safety plan shall include procedures to follow in case of injury accidents. The Contractor shall review the safety requirements with all workers prior to any work. Contractor Job Hazard Analysis shall be provided to all their personnel for each type of tasks performed under this contract.
1.12 Pre-Work Conference. A mandatory pre-work conference will be held with the Contracting Officer Representative and contractor prior to the commencement of any work at the Tenkiller Lake Project Office. The contractor’s responsible person and necessary administrative staff will be required to attend this meeting. Procedures for proper invoicing and payment, schedule, etc., shall be covered at this time. Contact information will as be exchanged at this meeting.
1.13 Coordination of Work. The Contractor will be required to complete the work within the suspense date stated in the contract, without impacting the day to day operations. A designated personnel from the Tenkiller Project Office will be assigned the Quality Assurance Representative (QAR) and the Contracting Officer Representative will be Peter Theodos.
1.14 Work Authorization. No work shall be performed beyond this original contract scope of work unless specifically directed by the Contracting Officer.
1.15 Work Site Discrepancies. The contractor shall notify the government of any discrepancies discovered while working under this contract that were not readily explainable or unforeseen changes in site conditions. In such time, that they may be resolved prior to completion of the work, at the discretion of the contracting officer. In the event that work is found to be in error after the assignment is completed, the contractor shall be liable for all costs in connection with correcting the discrepancy/s of work.
1.16 Commencement of Work. The contractor shall be prepared to begin work upon receipt of the contract award or of a Notice to Proceed (NTP). All required submittals shall be provided to the COR prior to the beginning of any work on tasks in this contract.
1.17 Authorized Changes. The Contractor shall accept instructions only from the Contracting Officer or his/her duly appointed representative. However, coordination of routine technical matters with Corps of Engineers personnel will be accomplished through the COR. No person, regardless of Government affiliation, is authorized to make changes to the Statement of Work or to the terms or conditions of the task other than a warranted Contracting Officer, acting within the limits of his or her warrant.
PART 2 – PRODUCTS
2.1 Materials. The Contractor shall furnish all new materials and supplies required to complete all tasks in the contract. All excess excavated materials, concrete/asphalt, shall be disposed of off Government property and placed in a landfill or other legal dumping area.
2.1.1 Concrete Requirements. Contractor shall furnish 3000 PSI concrete placed in formed slabs with a smooth finish. The concrete placements will be in a varied widths and lengths and a minimum of 4 inch thick with metal wire reinforcement.
2.1.1.1 Base Material w/Fines. Class 7 Aggregate Base Course SB2 - Crushed Stone (Sandstone, Limestone or Granite) w/ fines or equal, shall be quarry run aggregate. Excavation of the existing aggregate material shall be performed to a depth low enough to accommodate placement of the new 5-6 inch compacted base material as a sub-base while also allowing for a 4 inch concrete slabs. Excavated material shall be removed off Government property, unless otherwise directed by the COR. All base material shall be compacted with optimum moisture content, and be compacted in no more than 3 inch lifts.
3.1 Concrete Replacement Specifications: All replacement concrete pads shall be placed at a minimum of 4 inch thickness and include a compacted sub-base with SB-2 w/fines or approved equal. All pads shall require a metal wire mesh reinforcement and all walls will require rebar reinforcements both vertically and horizontally. All walls shall be a single placement to avoid cold joints and shall be at a minimum of 8” in thickness. 3000 psi concrete shall be placed for slabs and walls without ponding, birdbaths or honeycombing. A smooth trowel finish and edging will be required on both. Expansion joints, if needed, shall be placed in appropriate locations to avoid cracking. NOTE: All slabs shall have a 6” reinforced footer and all retaining walls shall have a 12” reinforced footer. A concrete vibrator is recommended on all wall placements to avoid honeycombing. Backfill behind walls shall be required using the excavated material, Base: Campsite #74 – Remove 85’ x 12’ asphalt camping pad and 10’ x 12’ concrete picnic table slab and concrete table. Replace with 85’ x 12’ concrete camping pad and 10’ x 12’ picnic table slab. Picnic table slab will have a metal eye-bolt placed in the center to secure new metal picnic table to prevent theft. Tables will be provided and installed by Corps personnel.
Option 1: Campsites #32, 56, 61, 88, 101, 107, 108 – Remove 10’ x 12’ concrete picnic table slab and replace with new 10’ x 12’ concrete picnic table slab. Picnic table slab will have a metal eye-bolt placed in the center to secure new metal picnic table to prevent theft.
Option 2: Campsite #41 – Remove 22’ x 20’ concrete picnic table slab and replace with new 22’ x 20’ concrete picnic table slab. Picnic table slab will have a metal eye-bolt placed in the center to secure new metal picnic table to prevent theft.
Option 3: Campsites #45, 46 – Remove 10’ x 14’ concrete picnic table slab and replace with new 10’ x 14’ concrete picnic table slab. Picnic table slab will have a metal eye-bolt placed in the center to secure new metal picnic table to prevent theft.
Option 4: Campsites #61, 62 – Remove 3 picnic table slabs, (1) 16’ x 12’, (1) 9’ x 15’, (1) 9’ x 16’. These 2 sites are going to be combined into one site which will be field marked by USACE employees. New site will include a 70’ x 12’ concrete camping pad and a 10’ x 12’ picnic table slab which will include a metal eye-bolt placed in the center to secure new metal picnic table to prevent theft.
Option 5: Volunteer Site – Install a 10’ x 20’ concrete slab next to volunteer site for functional uses.
Option 6: Connection road from A loop to B loop – Saw cut road straight and remove all associated asphalt and existing damaged CMP. Replace CMP with new 30” opening x 33’ long to include metal flared ends on both sides. Compact added fill material or SB-2 on bottom and top of CMP and place a minimum 5’’concrete cap over the top. Finished cap must be flush with the existing asphalt with minimum settling.
Option 7: Repair and smooth current gravel base and add a 15’ x 20’ ADA approved concrete handicap parking area with connecting sidewalk to CXT vault toilet in A loop.
Option 8: Campsites #80, 81, 83, 84, 87, 90, 91, 92, 94 – Remove retaining walls and 10’ x 12’ picnic table slabs and tables. Replace retaining wall and slab. Picnic table slabs for each of the 9 sites will be 10’ x 12’. Each retaining wall is made of rock/concrete and vary in size as listed below.
Site #80 - Total length of the existing wall (3 sides) is 56’ Lf. The highest portion of the wall from ground level is 16” tapering to ground level at each end. Replace with existing footprint.
Site #81 - Total length of the existing wall (4 sides) is 51’ Lf. The highest portion of the wall from ground level is 18” tapering to ground level at each end. Can be squared off and made 2 sided removing un-needed angles. New dimensions will be 35’ x 16’ and is 51 Lf.
Site #83 - Total length of the existing wall (5 sides) is 58’ Lf. The highest portion of the wall from ground level is 15” tapering to ground level at each end. Can be squared off and made 3 sided removing un-needed angles. New dimensions will be 8’ x 37’ x 13’ and is 58 Lf.
Site #84 - Total length of the existing wall (3 sides) is 54’ Lf. The highest portion of the wall from ground level is 24” tapering to ground level at each end. Replace with existing footprint.
Site #87 - Total length of the existing wall (4 sides) is 56’ Lf. The highest portion of the wall from ground level is 15” tapering to ground level at each end. Can be squared off and made 3 sided removing un-needed angles. New dimensions will be 16’ x 32’ x 16’ and is 64 Lf.
Site #90 - Total length of the existing wall (4 sides) is 42’ Lf. The highest portion of the wall from ground level is 30” tapering to ground level at each end. Can be squared off and made 2 sided removing un-needed angles. New dimensions will be 16’ x 26’ and is 42 Lf.
Site #91 - Total length of the existing wall (4 sides) is 57’ Lf. The highest portion of the wall from ground level is 24” tapering to ground level at each end. Can be squared off and made 3 sided removing un-needed angles. New dimensions will be 14’ x 31’ x 14’ and is 59 Lf.
Site #92 - Total length of the existing wall (5 sides) is 55’ Lf. The highest portion of the wall from ground level is 24” tapering to ground level at each end. Can be squared off and made 3 sided removing un-needed angles. New dimensions will be 18’ x 32’ x 14’ and is 64 Lf.
Site #94 - Total length of the existing wall (3 sides) is 52’ Lf. The highest portion of the wall from ground level is 15” tapering to ground level at each end. Replace with existing footprint.
Option 9: Pavilion TK-42645 – This pavilion has 2 rock/concrete retaining walls that includes steps. All of which will need to be removed and replaced. Dimensions of the 2 walls vary in size and are listed below. Both are of a 3 sided rectangular shape.
Upper Retaining Wall - Total length of the existing wall is 104’ Lf. The highest portion of the wall from ground level is 18” tapering to ground level at each end. Replace with existing footprint.
Lower Retaining Wall - Total length of the existing wall is 124’ Lf. The highest portion of the wall from ground level is 24” tapering to ground level at each end. Replace with existing footprint.
