1.5.Weather Delays. TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
(OCT 1989) (ER 415-1-15)
1.5.1. This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance with the contract clause entitled “Default: (Fixed Price Construction)”. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the contractor.
1.5.2. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations.
The contractor’s progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities.
MONTHLY ANTICIPATED ADVERSE WEATHER DELAY
WORK DAYS BASED ON (5) DAY WORK WEEK
JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC
4 4 4 5 5 4 4 4 4 3 4 4
1.5.3. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the contractor will record on the daily Contractor Quality Control (CQC) report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent of more of the contractor’s scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph 1.10.2, above, the contracting officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work day, and issue a modification in accordance with the contract clause entitled “Default (Fixed Price Construction)”.

The contractor shall place two 1000 gallon, concrete septic tanks immediately past the edge of the newly installed parking lot. The contractor shall place a 500 gallon, concrete septic tank directly adjacent to the existing lateral field to ensure fall in elevation of the sewer pipe from the 500 gallon tank to the lateral field will not cause damage to the lateral field. The contractor shall place one sewer cleanout on each side of the restroom and one sewer cleanout half the distance from the first clean out to the first 1000 gallon septic tank. The sewer cleanouts will be installed in the concrete sidewalk and concrete parking area. The cleanout caps shall be cast iron and flush with the top of the newly placed concrete.
The pipe shall be schedule 40 PVC and shall be installed according to local code. A layer of bedding sand four inches deep shall be placed in the trench prior to installation of the pipe and another layer of bedding sand shall be placed after installation of pipe to extend six inches above the top of the pipe. Random fill, free of debris and any rocks larger than two inches in diameter, shall be used to fill the remainder of the trench and shall be compacted to a rate of 95% maximum density. The trench shall be smoothed and graded to match the existing elevation of the surrounding earth. Metallic marking tape shall be installed one foot below surface elevation. Prior to covering the pipe and compacting the earth, the trench shall be inspected by a designated government official.
A drawing diagram of a typical trench is included.
3.1.7
ELECTIRCAL STUB UPS
Electrical stub ups shall be placed in accordance with CXT drawings and recommendations and connect to an existing electrical service by a licensed electrician.
The contractor shall install new electrical service wire from an existing transformer approximately 130 feet from the proposed location of the new restroom that is sized according to the NEC cased in gray, SCH 40 electrical conduit and a 200 amp, single phase, fused disconnect directly after the meter base to allow government to de-energize the restroom electrical service. The contractor shall make final connections of electrical service after restroom is placed.
The contractor shall place a light pole on the west side of the parking area annotated in the attached drawings. The light pole shall have a concrete base a minimum of 16 inches in diameter and 4 feet deep. The light pole shall be a round, steel, tapered pole 25 feet in length with a 7 inch base. The lights shall be a CREE LEDway series LED light. The contractor shall install two specified LED lights using an approved tenon designed for use with the specified light pole and LED lights 180 degrees apart to supply light for the new restroom parking lot and the adjacent roadway. The contractor shall supply electric service for the light pole from the 200 amp panel box install in the restroom. The electric wire and breaker shall be sized in accordance with NEC and placed in gray, schedule 40 PVC electrical conduit. The distance from the panel box inside the restroom to the light pole is approximately 85 feet.

The length of the stairway will be dependent on the 4 to 1 slope specifications for fill around restroom and the elevation difference between the restroom sidewalk and the parking lot.
b. Concrete Reinforcement.
Concrete shall be reinforced with #3 rebar for the sidewalks and stairway and #4 rebar for the parking area. Rebar shall be placed on 18” centers longitudinally and transversely. Dowels shall be placed in the concrete foundation of the CXT restroom to prevent heaving or settling of the sidewalks. Rebar ends shall overlap a minimum of 6” and be wired securely together. Fabricate and place concrete reinforcing in accordance with ACI 318.

d. Concrete Finishing.
Concrete shall be finished in a matter to provide a smooth surface in accordance with ACI 301. The concrete shall be placed and finished so as to provide a surface that is free of defects such as low places (Bird baths) or high ridges, etc. The finish surface shall be tested for straightness. The maximum allowable deviation shall be ¼ inch in five feet. The surface of the concrete shall receive the equivalent of a steel trowel finish, but while still sufficiently wet to be worked; the surface of the concrete shall be lightly broom finished.
e. Curing and Protection.
All concrete shall be cured by approved method for three days. During the curing period the concrete shall be protected from physical damage.
f. Form Removal.
Forms may be removed after 24 hours and must be accomplished in a matter that prevents damage to the concrete.

The wheel stops shall be centered in the parking spots and be 12 inches from the end of the parking spot.
The contractor shall stripe the parking lot to delineate each parking space. The handicap parking space shall be indicated with a handicap emblem and have diagonal striping on each side. The parking lot will have 7 parking spots including the handicap parking spot.
3.1.11 Landscaping and cleanup After all construction work has been completed, the contractor shall place and grade top soil free of all foreign debris a minimum of 4 inches thick to match the elevation of the sidewalks, parking area, and undisturbed surrounding grounds. All exposed top soil shall be sodded with Bermuda grass sod. The contractor shall water the sod for a minimum of one hour per day for a minimum of 7 days. All foreign debris shall be removed from construction site to complete work.
3.2 TESTING
