The tasks to be performed as part of this project will consist of work items for:

Base Task Order – AFCEC EMS Task 1 – AFCEC EMS/eDASH Requirements Task 2 – PACAF EMS Support Services Task 3 – AFCEC ERA Restoration eDASH Support Task 4 – Refinement of Risk Model Task 5 – Environmental Training Support Task 6 – EMS Gap Analysis Tool Task 7 – EMS Revitalization Visits

3.0 OBJECTIVES

This PWS describes the tasks required to provide a full range of Environmental Management System (EMS) support services and deliverables in support of the Air Force Civil Engineer Center (AFCEC). Services and deliverables shall be high quality, delivered on time, and may be performed in any location where the listed government agencies do business. EMS support includes: planning; migration, implementation and operation support; checking; management and oversight; studies, analyses, and evaluations; training; help desk support; and engineering and technical expertise in accordance with the tasks listed below.

4.0 BACKGROUND

The AFCEC is a Primary Subordinate Unit (PSU) assigned to Air Force Materiel Command and attached to the Air Force Installation and Mission Support Center (AFIMSC). The AFIMSC provides Air Force leaders with the comprehensive expertise they need to protect, preserve, restore, develop, and sustain our nation's environmental and installation resources. AFCEC provides integrated engineering and environmental products, services, and advocacy that optimize Air Force and Joint capabilities through sustainable installations.

EMS is the framework for continual program and process improvement through clearly defined environmental roles and responsibilities, planning requirements, budgeting, effective implementation and operation, and management review. Per Executive Order (EO) 13693, Planning for Federal Sustainability in the next Decade, the Federal Government shall establish and maintain an EMS where effective. The EMS shall conform to the International Organization for Standardization (ISO) 14001 Standard, EMSs – Requirements with guidance for use, in accordance with (IAW) Federal and Department of Defense (DoD) guidelines. The EMS shall sustain and enhance mission capability by:

• Maintaining compliance with all applicable environmental laws, regulations, and policy requirements.

• Reducing compliance burden by implementing pollution prevention solutions that reduce the quantity and impact of pollutants.

• Sustaining natural, cultural, built, and human resources.

• Providing community outreach to increase awareness of environmental issues.

• Incorporating EMS elements into specific operations of appropriate organizational-levels and installations.

• Providing for continuous improvement of environmental programs and thus the mission.

This PWS provides for environmental services in support of the Air Force (AF), to include assigned installations and facilities, and the AFCEC. In carrying out work assignments issued under this PWS, the Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, or incidental to, the performance of work set forth herein. The Contractor shall employ a multi-disciplined staff of scientists, engineers, Exemplar Global-certified ISO 14001 Lead Auditors, and other technicians, as required, with sufficient expertise and experience to effectively support all EMS requirements covered by this PWS. Technical services required to be performed by credentialed members of science and engineering professions shall be performed by disciplines including, but not limited to, engineering disciplines typically associated with environmental engineers and scientists, covering both Environmental Quality (EQ) and Environmental Restoration (ERP) programs.

Generally, a credentialed professional (a) is licensed (e.g., registered professional engineer), and

(b) commands the necessary expertise, in terms of knowledge and experience, to undertake the specified task. For example, an environmental professional’s specific expertise may be evinced through certification that is compliant with the American Society of Testing and Materials (ASTM) Standard E1929-98, “Standard Practice for the Assessment of Certification Programs for Environmental Professionals: Accreditation Criteria” (e.g., DEE, CHMM, QEP, CIH). In addition, the purpose of this PWS is to provide support for the development, sustainment, and content update of the AFCEC EMS through the use of their SharePoint site, eDASH. The TO will sustain and improve functionality as defined in the PWS of eDASH and the AF EMS with the creation of training materials, data collection, and data presentation tools, with daily support to aid in continued maintenance by AF personnel.

The purpose of the EMS Program support is for the Contractor to provide responsive EMS services as assigned under this PWS to meet regulatory deadlines, reduce potential environmental impacts, and ensure compliance with all applicable laws, regulations, rules, orders, guidance, agreements, and policies for both the EQ Program and the ERP, and aid the AF in continual process improvement.

5.0 TASK ORDER WORK

The Contractor's Proposal will clearly present their technical approach based on the Government’s objectives, resumes of proposed individuals for this TO, and an outline of all assumptions used in estimating costs, to include a breakout of all work elements proposed.

[Reference Section L – Instructions, Conditions, and Notices to Offerors - 3.3, Tab 3, Volume I, Factor 3: Example Project Technical Approach].

6.2.3 Task 2c - Evaluate Existing EMS Processes and Provide EMS Implementation & Customization Assistance/Training for AFCEC - Pacific Division The Contractor shall evaluate existing EMS processes (e.g. corrective action management including auditing/training) at Eielson, JBER, 611th PACAF Regional Support Center (PRSC - Eareckson/Wake Island/Kokee, Kaala, King Salmon, etc.), Misawa, Yokota, Kadena, Osan, Kunsan, and 607 MMS (Suwon, Daegu, Gwangju, Gimhae, Chongju), in alignment with AFI 90- 201 and AFI 90-801, and CZCA requirements for continual evaluation, as appropriate); and provide findings and corrective action recommendations through appropriate AF standardized IT system(s) (e.g. IGEMS, MICT, standardized eDASH Finding Tracker tool, Continual Evaluation Tool, Gap Analysis Tool, etc.) and an EMS audit report.

Additionally, the Contractor shall provide EMS implementation and customization assistance and training to the base level managers and designated personnel in support of the AFCEC - Pacific Division, Environmental, Safety, and Occupational Health Councils (ESOHCs) and subgroups, as appropriate. The schedule for the UEIs are dependent upon multiple factors including the OPSTEMPO at a particular base, which can change quickly due to an emergent conflict, mission or natural disaster. Thus, UEI support requires flexibility with the travel schedule. In addition, the AFCEC Pacific Division has the need to use these funds for other trips and assistance visits, such as PMRs and AF EMS meetings. However, the specifics regarding the number, location and duration of these visits is still being determined. Thus, an estimated 12 trips for one person (estimated total of 18 weeks) will be included as part of the PWS (Table 2018). For estimating purposes, the Contractor shall assume trips to the following locations from Honolulu: Eielson (2 trips), JBER (2 trips), 611th PRSC, Misawa, Kadena, Yokota (2 trips), Osan, Kunsan, and Kadena/Misawa (multi-city trip).
