KC‐46A Depot Maintenance Complex Support Infrastructure

General Information & Description of Project provided for information only.

Civil Site & Utilities

The Infrastructure project is part of the overall KC‐46A Program complex at Tinker AFB in Oklahoma City, OK. The FY15 Infrastructure project is primarily located on the previously owned Burlington Northern Santa Fe Railroad yard (BNSF) on the southwest side of the airfield. The current proposed site is outside the limits of the Tinker AFB perimeter security fence but a new section of Perimeter security fence was constructed along the west side of the BNSF site to connect to the two sections of existing perimeter security fence to incorporate the property into TAFB. The FY15 Infrastructure Project as well as the 2‐ Bay Hangar and Mechanical Building will be the first KC‐46A facilities at Tinker AFB. Tinker AFB continues to plan for construction of additional future facilities within the KC‐46A campus in FY16, FY18, FY20, FY21, FY23, FY24, and FY26.

The proposed site complex Infrastructure will be located in the area of the former BNSF rail yard site, and will be bound by the new perimeter road to the west, existing TAC Buildings 9001 and 9201 to the south, existing Alert/Romeo apron and airfield to the east, and existing Navy Building 820 and Building 830 to the north.

The Base Bid primary entrance gate for construction traffic and materials will be required to go through Tinker AFB Controlled Access Points. The Truck gate and Personnel/Vehicle gates located off Air Depot Blvd to the north of the proposed project site. All truck, materials, and deliveries will be required to use the Truck Inspection Gate and provide all required documentation to the Security Forces team at the gate. All workers and their personal vehicles must enter the personnel gate with proper ID, Base Passes, and Vehicle documentation required by Tinker AFB Security Entrance requirements.

A Bid Option for Construction Access is included providing a primary entrance gate for construction traffic and materials for the project will be the Contractor controlled access gate which is the current BNSF property entrance drive, located on the southwest side of Tinker AFB along S. Air Depot Boulevard.

The Contractor traffic would not be required to go through Tinker AFB Controlled Access Points, since the BNSF site would be fenced and separated from the Tinker AFB controlled perimeter fence line. This will create a construction zone that will provide quicker access for the contractor, employees, and materials without impacting the current base entry gate and truck inspection gate. The existing TAFB truck inspection gate will be used for large and/or oversized loads that may not be able to go over the new construction road/bridge. A temporary construction haul road and stabilized construction entrance will connect the Contractor controlled west access gate to the project limits. Existing ballast rock from the railroad tracks may be used by the Contractor to construct the construction haul route to the FY15 construction site.

The Bid Option includes the installation of a temporary concrete pre‐cast arch bridge crossing structure to allow construction traffic to cross over the new Base Perimeter road along the western side of the BNSF site. Tinker AFB Security requires keys and access to all Contractor controlled gates on the Tinker AFB perimeter fence. The Contractor would be required to control the site with his own security staff and to make sure only construction related personnel and equipment enter into the site. No public traffic or non‐construction related traffic will be allowed on the property.

A Storm Water Pollution Prevention Plan (SWPPP) will be required for any project disturbance greater than one acre prior to construction and shall meet all local, State, and Federal requirements. The Contractor will be responsible for preparing and submitting the SWPPP. Prevention of pollution resulting from construction activities will be accomplished by controlling soil erosion, waterway sedimentation, and airborne dust generation through the use of best management practices (BMP), including silt fence, inlet protection, and straw bales.

All required erosion and sediment control permits will need to be coordinated with the Tinker AFB Base CE Office, Tinker AFB Environmental offices, and the Oklahoma Department of Environmental Quality (ODEQ) offices. Contractor will be responsible for completing and submitting the following forms:

1. Form No. 583‐B (or current edition): Application for Permit to Construct.

2. Form No. 606‐002A: Notice of Intent (NOI) for Stormwater Discharges Associates with

Construction Activity on sites of one or more acres under the OPDES General Permit OKR10.

3. Form No. 606‐003: Notice of Termination (NOT) for Storm Water Discharges Associated with

Industrial or Construction Activity under the OPDES General Permit.

4. Form No 606‐09: Inspection Request for Storm Water General Permit.

5. Any other forms as required by the Oklahoma Department of Environmental Quality (ODEQ) offices.

Typical permits required for MILCON and airfield projects, in addition to the stormwater and environmental permitting already discussed, generally include dig permits, traffic control, excavation, utilities (water and wastewater), SWPPP and airspace/FAA Form 7460 permitting.

Demolition includes existing pavements, steel railroad tracks, railroad ties, slabs, ballast rock, and miscellaneous site supporting facilities that will be removed in their entirety to the maximum extent possible within the FY15 construction site limits. Minimal airfield pavement demolition on Taxiway Foxtrot will be required for the tie in of the proposed FY15 airfield apron and taxiway. Asphalt concrete shoulders will be removed in areas where active airfield Portland cement concrete (PCC) pavement will connect to the existing taxiway.

Site Work includes a new asphalt and concrete parking lot with concrete curb and gutter with street lighting. A new 7‐foot chain‐link fence with barbed wire will be constructed around the project limits as well as a moveable airfield security fence.

Airfield paving includes the apron area with two parking positions and the new taxiway to connect to the existing Taxiway F. The apron and the taxiway have asphalt shoulders, underdrains, lime modified subgrade, and stabilized drainage layer. The airfield concrete shall meet the US Army Corps of Engineers standard and quality control requirements. Space on the site has been identified and is available for setup and operation of a concrete batch plant if desired

The Infrastructure project will do all the site pad preparation for the FY15 Hangar and Mechanical Building site. Site pad preparation will include all site earthwork including select fill up to the indicated elevations. Project schedule requires the pad preparation to be executed in the early stages to turn over this area to allow for the building construction to be completed by another contract.

The Infrastructure site project includes utility systems to support the complex development and all the planned facilities. The sanitary sewer includes gravity piping network, force mains, and lift station. The base bid industrial waste system includes gravity piping system with solids separation tank, spill recovery tank, force mains and lift station. The Bid Option IW system includes a new force main going north and east across the Tinker Airfield to connect to the existing Tinker IWTF. The storm drainage system covers manholes, inlets, piping, and grading a stormwater dry detention basin. The water distribution system includes piping, fire hydrants, PIVs, valves, connections to the existing base piping system, and relocation of an existing 16” Oklahoma City Water line that is impacted due to taxiway construction. The gas distribution system includes valves, piping, and connections to the existing base piping. The Fire Water distribution is a dedicated system including fusion welded HDPE from 20” to 24” in size to support the hangars to be constructed on the campus. The base bid 10‐inch jet fuel distribution and hydrant system includes two apron fuel hydrant pits with 6‐inch hydrant laterals, valve vault, 8‐inch dedicated defuel/flush line with 6‐inch laterals, high point and low point pits. The FY15 base bid fuel piping will extend beyond the FY15 apron for future extension. The Bid Option for the fueling system includes extending and connecting the FY15 hydrant fuel system piping to the existing Alert Area Fuel Yard system along with the following significant improvements: addition of a fourth 2,500‐barrel operating storage tanks (Tank 967), fifth hydrant pump and issue filter/separator, and addition of an eight‐valve‐manifold for simultaneously issue and receipt of fuel. Provided the Bid Option is not selected, the FY15 Infrastructure Project will nitrogen charge and mothball the base bid jet fuel piping for future addition of the remaining system. A compressed air piping system is included to support the overall campus development. There is a cathodic protection system associated with jet fuel system piping and compressed air system.

Site Electrical

Primary power distribution will consist of providing a 12,470Y/7,200V loop circuit from the existing OG&E substation located west of the project site. The underground distribution will be routed on the north side of the BNSF site from the substation to the northeast corner of the site where it will connect with the existing OG&E MV loop north of the project site. Future project phases will extend the site MV loop south from the northeast corner, and back to the substation along the southern border of the site.

MV ductbank infrastructure will also be installed from the northeast corner of the site to the southeast corner, directly south of the proposed taxiway. .

New concrete encased, 6” PVC ducts & manholes shall be provided as part of the electrical distribution.

Each ductbank will have 4 inches of concrete cover and 3 inches of separation between ducts.

Ductbanks will be buried a minimum depth of 36”. Cables, pad mounted switches and 12,470Y/7,200Y‐ 480Y/277 V transformers to be provided by OG&E (see table below). The primary underground distribution system will utilize single‐conductor, 15‐kV, concentric neutral, shielded aluminum cable within EB‐20 PVC ducts per OG&E standards.

A connection to the existing, adjacent medium voltage loop directly north of the project site will be provided as part of this project to facilitate flexibility within the OG&E medium voltage distribution system at Tinker AFB. Two pad‐mounted switches (provided and installed by OG&E) will be utilized to connect these two medium voltage loops.

The entire medium voltage distribution system, from the metering cabinet at the substation, to the medium voltage transformers adjacent to each facility, shall be installed per OG&E standards. The existing OG&E substation will be modified as required, by OG&E, to service the project. The designation of responsibility for procurement and installation of the MV equipment and infrastructure is outlined below in the MV Matrix of Responsibility.

In addition to the MV infrastructure, the MILCON contractor will be responsible for low voltage equipment and infrastructure within the site, including site lighting, power for security entrance gates, site electrical equipment power, and giant voice equipment power.

Airfield lighting will be provided along the taxiway and apron per FAA and UFC standards, including UFC 3‐535‐01, Visual Air Navigation Facilities, 17 Nov 2005. A new regulator will be provided in building 240.

All new airfield lighting will be connected to the new regulator. Airfield lighting cable will be routed approximately 12,000 linear feet in existing ductbank and new direct buried duct from building 240 to the taxiway lighting.

New airfield lighting will be added to the air traffic control tower lighting control system.

Reprogramming of the lighting control system will be required to incorporate the new air field lighting into the existing system.

Grounding will be installed under the apron at the aircraft locations. Aircraft grounding points will be added to the apron at the aircraft parking spots.

The Base Bid Fueling electrical system will include an empty, manhole and ductbank system under the infrastructure taxiway and apron. The Bid Option Fueling System will extend the fueling electrical manhole and ductbank system back to the alert fuel yard and will include the wiring and devices to extend the hydrant fueling system to the new KC‐46A apron area.

Site Communication

The telephone and data systems will consist of underground copper and fiber cable systems to the buildings.

The site communication service will include manholes, concrete encased ductbanks and cabling infrastructure. Ductbank will be extended from the existing communication manhole on the north side of the site east to the buildings and south along the east side of the site to an existing manhole.

Manholes will be placed a maximum of 500 feet apart and near proposed building locations for the entire program build out.

Two 144 strand fiber cables will be extended from building B807 in existing ductbanks, to the north side of the site. One 144 strand fiber cable will be routed along the north side of the site. One 144 strand fiber cable will be terminated in the existing manhole and will be extended to the south side of the site as part of a future project phase.

A 200 pair copper cable will be extended from manhole MH‐LP98 north of the site, through existing ductbank to the north edge of the site. The 200 pair copper cable will provide communication for the entire program build‐out.

The new taxiway will cross an existing ductbank and direct buried cable along Patrol road, at the east edge of the project site. The existing ductbank will be demolished and the direct buried cable will be lowered to accommodate the new taxiway construction. The existing cabling will be rerouted between the existing manholes. The existing manholes will be converted to aircraft rated manholes.
