PART 1 GENERAL

1.1 PROJECT OVERVIEW

The U.S. Army Corps of Engineers (USACE), Philadelphia District, has been tasked with providing support to U.S. Environmental Agency (USEPA) Region 2 during on-site remediation activity at the Lipari Landfill Superfund Site (Lipari) located on Route 322 in Mantua Township, Gloucester County, New Jersey. Included in the remedial activities at the Lipari site is a slurry wall surrounding a major portion of the landfill, as well as a soil vapor extraction (SVE) system to collect landfill gas.

USACE Philadelphia District is in the process of expanding a portion of the slurry wall to encompass additional landfill materials that are presently outside of the slurry wall. As part of this construction work, USACE will need to perform borings and install additional SVE wells and monitor wells at Lipari. The location of the site is shown on Figure 1.

This work will require the services of a drilling Contractor to drill borings, collect continuous core barrel soil samples using sonic drilling techniques, and install wells. The drilling Contractor is required to perform all work in accordance with the procedures and schedules approved by the government. All pilot borings and well installation, as well as all other work items in this contract shall be performed in accordance with all local, State/NJDEP, and Federal regulations and guidance. The prime contractor must have a representative on site whenever field work of any type is being performed under this contract.

The Contractor shall provide qualified personnel to complete the following major work items under the base contract:

Install 7 soil vapor extraction wells Install 2 single cased monitor wells

Three options are also included in this contract. These options, if exercised, would require the Contractor to complete the following major work items:

Option A - Install 2 single cased monitor wells Option B – Install 1 double cased monitor well Option C – Install 1 additional double cased monitor well

The work under this contract consists of furnishing all plant, labor, materials, supplies, and accessories required to accomplish the pilot borings, obtain the required soil samples and install the monitoring wells, together with all other operations incidental to the work, which shall be performed in strict accordance with these specifications and the applicable plans and drawings, subject to the terms and conditions of the contract. The drillers shall have a copy of these specifications with them on the site at all times and shall be familiar with the applicable provisions of the specifications governing the contract work.

Drilling and installation of all wells in this contract (7 SVE wells and up to 6 monitor wells) will be performed using sonic drilling techniques with soil samples collected directly from the sonic casing during drilling.

Soil core barrel samples will be collected continuously in all borings for both SVE wells and monitor wells and the recovered soil samples will be transferred directly to USACE representatives for identification and processing. The soil samples obtained from the sonic borings will be produced by the driller in polyethylene tubes and properly sealed and labeled before transfer to the on-site USACE representative. These soil core samples will be used to determine the type, nature, and characteristics of the subsurface materials encountered and the extent and conditions of the various materials as they exist to the depths and at the locations specified.

Cuttings from the borings and well installations shall be placed in 55-gallon drums provided by the drilling Contractor and sealed with secure lids overnight and when not in use. The drums will be transported by the Contractor to a designated rolloff container within the landfill site for subsequent disposal.

1.1.1 Base Contract

As part of this contract package, USACE will provide a set of site drawings, including design and construction details of the SVE and monitor wells and other related items. These drawings are included by reference into this contract and will be required in order to effectively complete the work in the base contract as well as the optional contract work items. USACE will physically mark and label the locations of all SVE and monitor wells to be installed at the work site in this contract, including all optional wells.

At all of the SVE well locations, USACE expects that landfill materials will be encountered. Based on previous experience, these materials include trash items such as newspaper, plastic sheets, bottle caps, tree stumps, etc.

These materials are expected to be contaminated with solvents as well.

USACE does not expect that trash, wood, or other trash materials will be encountered at the monitor well locations outside of the slurry wall. At these locations no contamination is expected.

SVE Wells

The Contractor shall install seven SVE wells including drilling, casing, well screen, filter packing, grouting, development, and incidental related work complete and ready for operation. Note: Connection of the SVE wells to the SVE system piping will be performed by others.

Each SVE well, including materials, installation, and performance, shall be in accordance with local, State, and Federal regulations, ASTM D 5092, and EPA-4-89—034 except as modified herein.

The project area for SVE well installation is a 360-foot section of the Rabbit Run area located at the north end of the site. Table 1 contains a summary of the SVE wells to be installed. Figure 1 shows a site plan view and the locations of these SVE wells.

Prior to the initiation of installation of each of the SVE wells to be installed inside the slurry wall in the Rabbit Run area, the Contractor will carefully excavate an access pit in the proposed well location down to the landfill cap membrane level, approximately 2 to 2.5 feet below the ground surface. This membrane consists of either a 40-mil black HDPE liner or a geosynthetic clay liner (GCL). In order to prevent harming the landfill liner with an excavator or backhoe, the Contractor shall employ hand digging when the excavation is within 6 inches of the landfill liner. Note: SVE wells C-74 and C-76 will require a larger excavation area at the liner due to the presence of a horizontal drainage pipe attachment that will be installed as part of these wells, as discussed below.

The Contractor will install temporary wood shoring with areal dimensions of approximately 3 feet X 3 feet in this excavation to prevent excavated soil from falling back into the exposed work area. The Contractor shall then cut a suitably sized hole in the exposed landfill cap HDPE membrane or GCL prior to drilling to permit the drilling and well installation operations to proceed without damaging the landfill cap. The Contractor shall not use the drill rig to cut a hole in the liner. The Contractor will also construct a wooden platform over each well location to cover the open area excavated down to the landfill cap liner. SVE wells C-74 and C-76 will likely require a larger wooden shoring structure to allow the installation of the horizontal drainage pipe attachment, discussed below.

Each SVE well shall be of 304 stainless steel construction and will be installed as described in Part 2 and in Figure M-4. Additionally, Table 1 contains a summary of the SVE wells to be installed under the base contract.

Each of the seven SVE wells shall be finished to the extent that the well casing will extend 2 feet above ground and will be left cut square. This will leave the SVE wells ready for future attachment of connections/fittings to be performed by others. Following the completion of the work in this scope, the wood shoring will be left in place. Note: for SVE wells C-74 and C-76, the drilling contractor shall install a 304 Stainless steel horizontal 2-foot long, 2-inch diameter draininag pipe at a depth of 28 inches bgs (see Drawing M-4). This pipe shall extend out perpendicularly from the 4-inch diameter well riser. The horizontal drain pipe shall terminate with a 2-inch flange attachment (CL-150, RF-WN, 304 SS).

All SVE wells will be grouted and completed up to 2 feet above ground surface. All SVE wells will have filter pack up to 2 feet above the top of the screen, with a 2-foot layer of bentonite seal above the filter pack.

Above the bentonite seal will be grouted up to a level of 1 foot above ground surface. A section of Sonotube will be placed in the borehole to allow the grout to be added to this height. The 4-inch diameter riser pipe will extend 2 feet above ground surface.

No concrete slabs shall be required for the SVE wells.

Following the installation of the SVE wells, the wood shoring structures shall remain in place to allow others to perform the liner seal, booting, and completion of the wells.

Monitor Wells

Two single cased monitor wells (C-100 and C-101) shall be installed in the Rabbit Run area, in the Cohansey aquifer at a depth of approximately 30 feet.

Both monitor wells will be single cased 4-inch diameter PVC and be screened from 20 to 30 feet bgs. Each monitor well will be a stickup type monitor well, and have a protective steel cover with locking cap. These 2 Cohansey monitor wells will be located adjacent to the point where the new slurry wall is tied in at its south end to the original slurry wall. One of these monitor wells (C-100) will be located inside the new slurry wall section near its tie-in with the original slurry wall, while the other well will be located outside the slurry wall (C-101). These 2 monitor wells will be installed directly across from each other on either side of the slurry wall.

Table 2 contains a summary of the monitor wells to be installed, including those contained in the Options. Note: The Contractor shall collect a total of 2 Hydropunch groundwater samples while installing these or other wells in this scope of work. USACE will determine which wells and at what depth the Hydropunch samples shall be collected.

C-100: Prior to the initiation of installation of monitor well C-100, the Contractor will excavate at the proposed well location down to the landfill cap membrane level, which is located approximately 2 to 2.5 feet below the surface. The Contractor will install temporary wood shoring with areal dimensions of approximately 3 feet X 3 feet in this excavation to prevent excavated soil from falling back into the exposed work area. The Contractor shall then cut a suitably sized hole in the membrane prior to drilling to permit the drilling and well installation operations to proceed. The drilling Contractor will also construct a wooden platform over each well location to cover the open area excavated down to the landfill cap liner.

The drilling Contractor shall complete MW C-100 within the excavated area, including placing the protective cover with locking cap and grouting it to its final level, i.e., grouting the well riser and protective cover in place.

The protective cover must be placed 3 feet bgs in the ground so that it penetrates through the landfill liner.

No concrete slab or protective bollards shall be required for MW C-100. C- 100 shall also be painted fluorescent orange.

Following the installation and grouting of MW C-100, the wood shoring structure shall remain in place to allow others to perform the liner seal and booting of the well.

C-101: Monitor well C-101 will be located outside of the slurry wall and landfill liner so no special considerations are needed for installation, i.e., no pre-excavation, shoring, etc. is required.

C-101 shall be set in a square concrete pad having a minimum 4-inch thickness and measuring 3 feet x 3 feet in area. The four bollards shall be painted fluorescent orange and installed at each corner of the concrete pad that the monitor well shall be set in. C-101 shall also be painted fluorescent orange.

1.1.2 Contract Options

Option A – Install 2 single cased monitor wells

These two optional single cased monitor wells (C-102 and C-103), if installed, will be screened in the Cohansey aquifer at the Rabbit Run area in a similar manner as the 2 single cased Cohansey wells in the base contract, at another location along the new slurry wall section. C-102 and C-103 will located inside and outside of the slurry wall, respectively. Both monitor wells will be single cased 4-inch diameter PVC and be screened from 20 to 30 feet bgs. Each monitor well will be a stickup type monitor well, and have a protective steel cover with locking cap. Table 2 contains a summary of the monitor wells to be installed, including those contained in the Options.

C-102: Prior to the initiation of installation of monitor well C-102, the Contractor will excavate in the proposed well location down to the landfill cap membrane level, which is located approximately 2 feet below the surface.

The Contractor will install temporary wood shoring with areal dimensions of approximately 3 feet X 3 feet to prevent excavated soil from falling back into the exposed work area. The Contractor shall then cut a suitably sized hole in the membrane prior to drilling to permit the drilling and well installation operations to proceed. The Contractor will also construct a wooden platform over each well location to cover the open area excavated down to the landfill cap liner.

The drilling Contractor shall complete MW C-102 within the excavated area, including placing the protective cover with locking cap and grouting it to its final level, i.e., grouting the well riser and protective cover in place.

The protective cover must be placed 3 feet bgs in the ground so that it penetrates through the landfill liner.

No concrete slab or protective bollards shall be required for MW C-102. MW C-102 shall also be painted fluorescent orange.

Following the installation and grouting of MW C-102, the wood shoring structure shall remain in place to allow others to perform the liner seal and booting of the well.

C-103: Monitor well C-103 will be located outside of the slurry wall and landfill liner so no special considerations are needed for installation, i.e., no pre-excavation, shoring, etc is required.

C-103 shall be set in a square concrete pad having a minimum 4-inch thickness and measuring 3 feet x 3 feet in area. The bollards shall be painted fluorescent orange and installed at each corner of the concrete pad that the monitor well shall be set in. C-103 shall also be painted fluorescent orange.

Option B – Install 1 double cased monitor well

This double cased monitor well (V-8), if installed, will be screened in the Vincentown aquifer. MW V-8 will be located in the driveway next to the water treatment plant area (see Figure 1). This double cased monitor well will be constructed using a 8-inch steel outer casing which will be set at a depth of approximately 47-50 feet bgs and placed a minimum of 2 feet into a confining layer (Kirkwood Formation, expected to be encountered approximately 43 feet bgs in this area). The inner casing will consist of 4-inch PVC, which will be screened from approximately 115 to 120 feet bgs. This monitor well will be a flush mount type well due to its location in a paved area. Data for this monitor well is also summarized in Table 2.

Following installation of the outer casing for monitor well V-8, the Contractor shall fill the outer casing to the top with water and allow it to sit undisturbed overnight to verify that the water level does not change, i.e., that the outer casing has no leakage.

Option C – Install 1 additional double cased monitor well

This double cased monitor well (V-9), if installed, will be screened in the Vincentown aquifer. MW V-9 will be located at the eastern edge of the Lipari site (see Figure 1 for location). This double cased monitor well will be constructed in a similar manner as the double cased monitor well V-8 described in Option B. The outer casing shall be set at a depth of approximately 33 feet bgs and placed a minimum of 2 feet into the Kirkwood confining layer. See Table 2 for monitor well data.

Following installation of the outer casing for MW V-9, the Contractor shall fill the outer casing to the top with water and allow it to sit undisturbed overnight to verify that the water level does not change, i.e., that the outer casing has no leakage.

1.3 DEFINITIONS

1.3.1 Drive Sample Borings and Sampling

A drive sample boring is a boring made through unconsolidated or partly consolidated sediments by means of a mechanically driven sampler. The purpose of this type of boring is to obtain knowledge of the composition, the thickness, the depth, the sequence, the structure, and the pertinent physical and chemical properties of subsurface materials present. The boring will also determine the location of the groundwater table, if encountered.

1.3.2 Sample Borings and Sampling

In this contract, the Contractor shall be required to collect and provide core barrel soil samples from sonic drilling at each boring location. The core barrel soil samples shall be encased or wrapped in tubular polyethylene or poly sheeting to permit easier handling of the sample as well as maintain the soil sample in a relatively undisturbed condition. This will allow inspection and evaluation of subsurface conditions.

USACE will have a sample processing/logging area established near the drilling work area. The driller shall bring the poly wrapped core barrel soil samples to this area for inspection/logging by USACE personnel.

1.3.3 Sonic Borings and Sampling

A sonic boring is a boring advanced through unconsolidated or partly consolidated sediments by means of a hydraulically advanced vibratory driven casing, which also serves as the sampler. Like the drive sample boring, the purpose of this type of boring is to obtain knowledge of the composition, the thickness, the depth, the sequence, the structure, and the pertinent physical and chemical properties of subsurface materials present. The boring will also determine the location of the groundwater table, if encountered. The sonic drill rig is more precisely identified as a rotary-vibratory drill. The sonic drill head must contain the mechanism necessary for rotary motion, as well as an oscillator, which causes a high frequency force to be superimposed on the drill string. The drill bit is physically vibrating up and down in addition to being pushed down and rotated. The frequency can be varied to suit operating conditions and is generally between 50 and 120 hertz. Core barrel samples are obtained in long continuous lengths ranging from 5 to 20-feet long, which are removed from the sonic drive casing after it is extracted from the ground. Sonic drilling shall be performed in accordance with these specifications, and as directed by the Contracting Officer.

1.4 BID REQUIREMENTS

As part of the bid package, the primary Contractor firm shall include the items listed below. These items will be used to assess the qualifications of the bidders.

1.6 CARE AND DELIVERY OF CORE BARREL SAMPLES

1.6.1 General

The Contractor shall be solely responsible for preserving all core barrel soil samples in good condition until submittal to USACE. Samples shall be kept from freezing and from undue exposure to the weather. Except as otherwise specified, the Contractor shall transfer the samples directly to the USACE on-site representative immediately upon completion of each well’s boring.

1.7 ENVIRONMENTAL and HEALTH AND SAFETY CONDITIONS AND REQUIREMENTS

Because the Lipari Landfill is currently a Superfund Site that the USACE, in conjunction with the United States Environmental Protection Agency (USEPA), is in the process of remediating, there is a potential that some contamination will be encountered during the drilling and well installation operations.

The contamination in the soil and groundwater may include volatile and semi-volatile organic compounds, chlorinated solvents, heavy metals, hydrocarbons and other contaminants, which may be encountered during the drilling operations.

All drilling and well installation work will be performed by personnel that participate in a Yearly Medical Monitoring Program and have completed a 40- Hour Hazwoper Training and current yearly refresher training, as discussed above.

USACE expects that the following PPE levels will be required for the site work:

SVE wells in Rabbit Run – Level C Single cased monitor well(s) inside of slurry wall in Rabbit Run –

Level C Single cased monitor well(s) outside of slurry wall in Rabbit Run –

Level D Double cased monitor well in Vincentown – Level D

The proposed drilling and SVE/monitor well construction work to be performed in the Rabbit Run area of the Lipari landfill is expected to encounter contamination, with the exception of monitor wells installed outside the slurry wall. This area of the site contains buried trash, including chemical contamination by solvents and other materials. The drilling and well installation work in this area shall be performed using Level C PPE. In this area all work operations shall be monitored on a full time basis by personnel to be provided by USACE. Installation of monitor wells outside the slurry wall shall be done using level D PPE.

The proposed drilling and Vincentown monitor well installation work adjacent to the plant building and at the eastern edge of the Lipari site is not expected to encounter contamination. Therefore, this work shall be performed using Level ”D” health and safety protection, with the operations monitored on a full-time basis by an Environmental Technician that will be provided by the USACE. The drilling Contractor shall be prepared to upgrade to Level “C” protection, if required.

In order to prevent and to provide for abatement and control of any environmental pollution arising from Contractor activities in the performance of this contract, the Contractor shall comply with all applicable Federal, State, and local laws, regulations, and ordinances concerning environmental pollution control and abatement. This includes, but is not limited to the following:

a. The Contractor shall be responsible for keeping informed of all updates and changes in all applicable laws, regulations, and ordinances.

b. The Contractor shall not pollute lakes, ditches, rivers, springs, canals, waterways, groundwater, or reservoirs with drill fluids, fuels, oils, bitumen, calcium chloride, insecticides, herbicides, or other materials that may be harmful to the environment or a detriment to outdoor recreation.

c. All drilling and sampling equipment shall arrive on the site having been previously cleaned and decontaminated. The equipment must also be decontaminated between each well location and at the completion of the project prior to leaving the site. The decontamination operations will be performed at the on-site decontamination pad adjacent to the treatment plant on the site. Water is available at the decontamination pad for the Contractor to use in cleaning and decontaminating the drilling equipment. The drilling Contractor will be required to provide a pressure-washer, or steam cleaner to facilitate the cleaning operations.

1.8 BORING/WELL LOCATIONS AND ACCESSIBILITY

The actual locations will be established and marked in the field by the USACE prior to the start of work. The elevations of the established and marked out locations will also be obtained by the Contracting Officer. The Contractor will provide access to the locations as necessary for the performance of the work. Since no separate payment will be made for access construction, all costs associated with accessing the drilling locations shall be included in the cost of setup, drilling and well installation.

It is possible that all drilling locations in the Rabbit Run area will only be accessible using track or ATV-mounted drilling equipment. The drilling location in the area of the Lipari water treatment plant (near the location of monitor well V-8) is expected to be accessible to truck-mounted drilling equipment, since this consists of a paved parking lot. The drilling location for V-9 near the eastern part of the Lipari site is on a hilly area and will require a vehicle/equipment able to go up a moderately sloped grassy area.

Wood and fiberglass mats have been used in the past to access soft, wet surface areas in certain portions of the site. It is possible that the sonic drill rig and support truck may not be able to be set up back to back, due to local space and/or topography conditions, depending on the location of each boring. The Contractor is advised to visit and inspect the proposed drilling areas to determine the optimum equipment to use in these areas.
