About this file

This document is an industry day briefing for the Detection Sciences Testing and Applied Research (DSTAR) Laboratory Design Build Project, sponsored by the Department of Homeland Security (DHS) Science and Technology Directorate and Transportation Security Laboratory (TSL) at the William J. Hughes Technical Center in Atlantic City, New Jersey.

The project involves design and construction of a new 35,000 to 40,000 square foot Detection Sciences, Testing and Applied Research Center (DSTARC) and a 6,000 square foot Facility for Energetic Materials Research (FEMR) building, with supporting infrastructure improvements. The construction magnitude is estimated at $25 million to $75 million. The anticipated contract type is a Firm-Fixed Price Design-Build contract using the two-phase design build selection procedures under RFO 36.101-2 and RFO Part 15 negotiated procurement with a "Best Value" tradeoff process. Phase 1 RFP (qualifications package) is scheduled for issuance in April 2027 with a May 2027 closing date. Phase 2 RFP (pricing) will be issued in September 2027 with an October 2027 closing date. Contract award is anticipated for April 2028. The Phase 2 solicitation will be issued to 3 to 5 contractors, ideally 3. Proposal evaluation criteria include past performance (Phase 1), technical evaluation covering management plan and schedule narrative (Phase 2), small business participation plan, and pro-forma evaluation addressing price, joint venture agreements, and bonding. The project is located within the federally secured FAA William J. Hughes Technical Center and must comply with formal administrative and security requirements. Critical technical features include SCIF and TS-SCI construction capabilities, campus IT integration, fire alarm and suppression systems in accordance with TSL campus-wide specifications, independent HVAC systems for chemistry complex, enhanced building commissioning, and compliance with New Jersey Pinelands reserve environmental requirements for stormwater management. Documentation is available via SAM.Gov under Notice ID W912BU26TDSTR. The procurement team includes Contracting Officer Connor Struckmeyer (267-517-3522) and Contract Specialist Eric Leach (215-656-6603), both from USACE Philadelphia District.
