About this file

This file is an Industry Day presentation for the Cape May Delaware Avenue Revetment project, a Section 14 Continuing Authority Program (CAP) shoreline erosion protection initiative conducted by the U.S. Army Corps of Engineers, Philadelphia District. The presentation was delivered on September 2, 2026, to solicit feedback from potential contractors on project scope and requirements prior to formal solicitation.

The project involves constructing a firm fixed-price construction contract valued between $5-15 million with a 165-calendar-day period of performance to address severe, ongoing shoreline erosion along Delaware Avenue in Cape May, New Jersey. The primary objective is to protect the county-owned roadway, which serves as the critical supply route for the USCG Training Center and local residential buildings, and to safeguard an 8-inch underground sanitary sewer force main that was previously exposed during hurricanes. The scope includes removal and relocation of approximately 1,000 cubic yards of existing riprap, excavation and disposal of 5,900 cubic yards of excess soil, placement of 13,700 tons of R-7 riprap, 3,800 cubic yards of imported sand fill, geotextile and soil stabilization mat placement totaling 14,400 square yards, and installation of 6,250 square yards of Spartina Alterniflora plantings. The formal Invitation for Bid (IFB) under FAR Part 14 procedures is anticipated to issue on October 30, 2026, with contract award anticipated by February 10, 2027. Key stakeholders include the City of Cape May (utility owner/operator), Cape May County (road owner), and the USCG (utility customer). Written questions and comments were requested by September 10, 2026, submitted electronically to Contract Specialist Molly Gallagher.
