About this file

This is Amendment 0001 to solicitation W912BU25R0009 issued by the U.S. Army Corps of Engineers Philadelphia District. The amendment provides responses to RFIs and extends the proposal due date from December 11, 2024 at 12:00 PM to December 12, 2024 at 4:00 PM.

Key clarifications from the RFI responses include: no drawings are available for the fence layout but a site visit was conducted; concrete for fence posts should be 3000 PSI (correcting a typo that stated 300 PSI); the fence is for the compound area, not the operating tower; the fence terminates in 6 different spots and has two 90-degree turns; budgetary information cannot be disclosed; and post holes must be 3ft below existing asphalt with diameter four times the post OD (except cantilever gate posts which require 3.5ft depth and 16" minimum diameter).

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RFI RESPONSES

1. I am interested in bidding this project and was wondering if there are any drawings showing where the fence would be located as I need to know how many ends and corners to accurately estimate my materials and labor.

A. There are no drawings available. A site visit was conducted.

2. We are highly interested in submitting a proposal for this subject project. Can you please extend the bid due date to give our company more time to prepare this proposal for this solicitation?

A. The RFP due date has been extended.

3. Section 3.4 of the Performance Requirements states:

4 All posts shall be set in 300PSI concrete. The hole for all fence posts with the exception of the cantilever gate posts, shall be a minimum of 3ft below existing asphalt with a diameter four times the size of the OD of the post. The cantilever gate posts shall be set at a minimum of 3.5ft below the asphalt with a minimum diameter of 16". All existing posts with asphalt over concrete foundation are to be cut to grade, parged, and coated with an asphalt sealer acceptable to the authorized representative of the contracting officer.

Our question - Should the post be set in 3000 PSI as opposed to the stated 300 PSI?

A. Yes, 3000PSI is correct. This was a typo.

4. What is the magnitude of construction range for this project?

A. Budgetary information can not be disclosed.

5. Would it be possible to provide a layout drawing for the location where this is to be installed?

I reviewed the site on Google Maps and noticed that the only existing fence appears to be on the pier above the dam, extending over the water.

If this is indeed the intended location, we’ll need additional details to proceed effectively.

Specifically:

1. How should this be anchored?

2. What elements, if any, need to be removed, considering the current railing present on most of the pier?

A. No drawings are available for this project. N/A. This is for the compound fence, not the fence on the operating tower.

W912BU25R0009

6. Is it possible to have a lay-out of the fence showing corners and gate placement uploaded in Sam.gov?

A. See answer for question 1.

7. Do you have a diagram or pic of the layout for the fence?

A. See answer for question 1

8. Is there a budget for this project? If so, what is it?

A. See answer for question 4.

9. How many times does the fence stop and turn?

A. It terminates 6 different spots and two 90-degrees.
