SUBJECT: Scope of Work Emergency Object Removal
It is requested that your firm provide a proposal for the following project no later than 21 Mar 2025.
a. Title: Removal and disposal of objects from within the Delaware River channel of the
Philadelphia to Sea Deep Draft Navigation Project
b. Building/Facility: Delaware River.
The Scope of work includes, but is not limited to:
The Philadelphia District, United States Army Corps of Engineers (USACE) is requesting proposals for the removal and disposal of objects from within the Delaware River channels of the Philadelphia to Sea Deep Draft Navigation Projects. These objects are as deep as or shallower than the authorized depths of the respective projects and hence pose a potential hazard to navigation. The exact dimensions and material composition of each specific object are not known, but the enclosed Table 1 provides the best estimates and descriptions available at this time. Chartlets displaying the location of each item are enclosed as well.
Objects can shift and exact locations will be verified by USACE survey crews just prior to removal.
This items is located in the Cherry Island Range of the main Delaware River navigation channels. Previous similar removal actions have encountered boulders, large trees, large concrete channel marker/buoy blocks and other miscellaneous debris and have been successfully lifted and removed by grapple style buckets. The contract awardee shall supply all required floating mechanical plant, operating personal and necessary miscellaneous equipment to locate, remove, and dispose of large objects previously found on USACE multibeam hydrographic surveys. No divers or any persons in the water shall be used in the execution of work.
The contract awardee will be responsible for submitting an overall safety plan in accordance with EM 385-1-1, an equipment-specific lift plan, and a comprehensive work plan for USACE approval as part of their bidding process. The contract awardee will also be responsible for all applicable submittals per EM 385-1-1 for the work being performed.
Preliminary submittals, including a Naval Architect Analysis (NAA), should be submitted prior to award, and site-specific submittals may be required per task order. A sample submittal registry will be included in the RFP package.
As part of the proposal, the contractor must include a detailed Naval Architect survey of any cranes and barges intended for use. This survey must verify the structural integrity, stability, and suitability of the equipment for the specified tasks, ensuring all safety and operational standards are met.
The contractor shall retrieve, store, transport, and dispose of all objects off-site in accordance with all applicable Federal, state, and local laws and regulations. Given that several items are likely to be trees, prospective offerors must demonstrate the capability to safely cut and process trees on board the crane barge or other vessels to consolidate materials for safe transport.
The workday shall include local travel between the dock, objects, and return to the dock. The standard workday is defined as 7 am to 4 pm, Monday through Friday, excluding Federal Holidays. Work shall be priced for this standard schedule, with a separate price provided for night work, weekends, and holidays. Contractors must be prepared to mobilize on-site within 7 days of the Notice to Proceed (NTP).
The contract awardee must adhere to all safety protocols outlined in the USACE Safety Manual EM 385-1-1. This includes, but is not limited to, regular safety meetings, use of personal protective equipment (PPE), and comprehensive risk assessments for all operations.
The safety plan must detail emergency procedures, communication plans, and hazard mitigation strategies specific to the project site and activities.
As several of the items are most likely trees, it is recommended that prospective bidders have the capability to safely cut up trees on board the crane barge or other vessel to consolidate materials for safe transport. Prospective bidders shall submit a break down to cover all costs associated with the recovery and disposal of the items on a daily basis. For estimating purposes, bidders should assume the acquisition, recovery and disposal of a minimum of two items per day. Each workday shall include local travel between the dock, objects and return to dock. The workday shall be considered between 7am and 4 pm each day. Work shall be conducted Monday through Friday, excluding Federal Holidays. Costs for all items on the attached bid schedule must included in the contractor’s proposal.
