About this file
This document is a Consolidated Requests for Information and Responses for Solicitation W912BU25BA005, related to the FY 25 Maurice River Maintenance Dredging project. The document contains seven questions and corresponding responses from the government, addressing historical dredging data, government inspector accommodations, and equipment requirements. Key changes include waiving the requirement for a separate office area for government inspectors and deleting the specified equipment requirements in Section 35 20 23 Paragraph 3.3.1.
The responses also provide additional context about material composition, noting that while core logs from 2022 indicated primarily silt and clay, the previous dredging project encountered mixed sediments including sand and shell. The government referenced new sampling completed in October 2024, with detailed grain size information available in Appendix B40, pages 1336 to 1347. Contractors seeking additional historical dredging data are directed to submit a Freedom of Information Act (FOIA) request for available documents from the previous contract.

Consolidated Requests for Information and Responses Solicitation W912BU25BA005
FY 25 Maurice River Maintenance Dredging
Question 1: Historical Dredging Data Would the government be able to provide data from the previous dredging event under Contract Number 23C0031?
Specifically,
• Quality Control Reports
• Daily Reports of Operations
• DQM (Dredging Quality Management) data
• Final paid quantity of material removed from the channel
Response: Yes, any documents that are available can be provided through a FOIA request.
Question 2: Government Inspector Accommodations Regarding Section 01 30 00 Administrative Requirements, Paragraph 1.12 "Accommodations and Meals for Government Inspectors" (1965 APR OCE):
Paragraph (a) requires contractors to furnish government inspectors with "a suitable separate area for an office" aboard the dredge, noting that "a separate trailer on the dredge may be supplied in lieu of a room."
If the contractor’s dredge is not designed to safely accommodate an office trailer, would this requirement be waived, or are there alternative accommodation arrangements that would be acceptable?
Response: The requirement for a suitable separate area for an office aboard the dredge or a trailer will be waived.
Question 3: Specification Section 35 20 23 Paragraph 3.3.1 “Required Equipment” states that the contractor must provide a Dozer D-4 Type low ground pressure, Crawler Mounted Dragline, and compact Track Loader. Would you consider changing this required equipment to optional based on contracting officer discretion. Based on previous performance of this job and the scope of work this equipment should not be necessary if performed correctly.
Response: The requirement for equipment found in Specification Section 35 20 23 Paragraph
3.3.1 will be deleted and not included as options.
Question 4:
Section 35 20 23 - 3.3.1 describes equipment for the contractor to provide for pre-dredging disposal area development. Accordingly, we have the following questions:
How long are these operations expected to take?
Question 5: What is the ‘development’ goal?
Question 6: What additional equipment would these operations require?
Question 7: The core logs in the specifications—dated 2022 (before the previous dredging project)—indicate that the material composition is primarily silt and clay. Have additional cores been taken more recently, and do they show silt/clay or the sand/silt composition discussed at the pre-bid site visit?
Response: See SECTION 35 20 23, Paragraph 1.5 (a) Character of Material and Appendix B40, Page 1336 to 1347 for Government-conducted sampling. Government-conducted sampling was completed in October 2024 in locations shown on Page 1336 with grain size depicted in pages 1337 to 1347. The spreadsheet included in this response is the same information, but a clarified format.
Note that in the previous dredging, although core logs dated 2022 indicated primarily silt and clay, some sand and shell were also identified and the previous contractor encountered mixed sediments including sand and shell. Note that Option 1 Acceptance Section #5 was not dredged in 2023 and sediment data from 2022 and 2017 is provided in Appendix B40 and B41 respectively.
