About this file

This document is an amendment to a solicitation for the procurement of two (2) Stop Log Barges for the U.S. Army Corps of Engineers (USACE) Tulsa District. The amendment answers three Requests for Information (RFIs) related to the contractor's responsibilities for the drawings and design review process.

The key points are:

  • The shipyard contractor is responsible for submitting the Government's contract design drawings to ABS (American Bureau of Shipping) for review and approval, and for the cost associated with the review and vessel class. ABS comments will be shared with the Government, and the Government will coordinate review/response actions with the contractor, potentially issuing a contract modification for additional work.
  • The contractor is responsible for the As-Built drawing updates and issuance. The Government's contract design drawings do not need to be PE (Professional Engineer) stamped by the contractor.
  • The AutoCAD drawings required are 2D, not 3D.

AMENDMENT 0002

Amendment 0002 Answers To RFI 1-3

The engineering team that I am working with has a few questions and was wondering if you could help give some clarity on what their responsibility would be.

1. They are wondering if ABS will stamp the drawings and take responsibility for them, and our engineering team would only be responsible for the as-built and Autocad and any change orders that may occur.

- ABS is a regulatory body and does not “take responsibility for them.” Per the solicitation, the shipyard contractor will submit the Government’s contract design drawings to ABS and be responsible for the cost associated with the review and vessel class. Comments generated by ABS will be shared with the Government. The Government will coordinate review/response actions with the shipyard contractor, and potentially issue a contract modification with the shipyard contractor for additional work/changes as a result from the ABS review.

- The shipyard contractor shall be responsible for the As-Built drawing updates and issuance.

2. Or if our engineering team has to stamp the drawings and take responsibility for them as well as the as-built and Autocad drawings.

- Contract drawings developed by the Government do not need to be PE Stamped by the shipyard contractor. The Government contract design drawings will be issued (without changes) to ABS review and approval. If ABS comments result in revisions to the drawings, the Government will coordinate review/response actions with the shipyard contractor, and potentially issue a contract modification with the shipyard contractor for additional work/changes as a result from the ABS review.

- Drawings revised/updated by the shipyard, not related to ABS review comments, will be responsibility of the shipyard contractor and shall meet the contract requirements in H.

3. Also, are the AutoCAD drawings 2D or 3D?

- AutoCAD 2D
