RFI QUESTIONS AND ANSWERS

RFI QUESTION AND ANSWERS

1.Will a plan holders list be available for the following solicitation, W912BU24B0013 -Summit Bridge Repair 2.Will the water be required to be collect in areas to be cleaned by ( SSPC WJ-4/NACEWJ-4 locations?

3.Will the USACE be open to make the painters platform separate bid item from the painting. The painting is a square foot item and the access or platforms to the areas is necessary, this will lead to many months waiting to get paid for work completed prior to the platform being removed.

4.Would you consider limiting the past performance to the cleaning/painting of bridges as the major scope item as requiring 9 projects from one subcontractor and will it also limit competition and increase the government’s cost?

5.We would like the government to consider allowing a prime to use a subcontractor’s past performance as allowed in the FAR.

RFI Answers

1. The plans were made available to the public through SAM.gov – there is no list of plan holders.

2. The water is not required to be collected. Solid debris must be contained and collected.

3. The Work Platform to the bid schedule is address in this Amendment. This will make painting platform it’s own bid line item.

4. No changes are made to the experience required; all bidders must satisfy the experience requirements required in the solicitation.

5. This is an IFB and not a source selection solicitation. There’s no Past performance experience evaluation.
