Requests for Information and Responses
1. Can we substitute a KMZ/KKML file for the LWN file format?
Answer: Yes, .kmz or .dxf are acceptable. Specification section 01 71 23 has been revised to reflect this change.
2. Should we use the PA North SPC instead of South? The project is situated in the PA North SPC.
Answer: Yes, use PA North. This has been revised in specification section 01 71 23.
3. Can the 2 verified control points be established on site by licensed land surveyor by static observation?
Answer: Control points may be established by static observations using OPUS but should be adjusted to control on site. The control points have been provided in Appendix A30 as a part of this amendment.
4. Can Appendix A30 be provided?
Answer: The control points have been provided in Appendix A30 as a part of this amendment.
5. Can submissions be made electronically (email)?
Answer: Reference the "IMPORTANT NOTES REGARDING THIS ACQUISTION" "Delivery of Bids/Proposal" on Page 4 of 49 of the solicitation states Bids shall be delivered in person. Bids can also be sent by mail.
6. Item No 006 Supplies/Services: Unit states Metric Ton is this correct?
Answer: No, the correct unit is Standard Ton.
7. DWG’s C-101, C-105 and C-106 depict 18” HDPE but do not reference type?
(ST or WT)
Answer: Please use WT. Specification section 03 44 00 has been revised to show this requirement.
8. DWG C-501 detail 3 Boat Ramp shoulder and Toe, does this joint require sealant?
Answer: Drawing sheet C-501 was revised and C-502 was added to provide additional boat ramp detail, including joint sealant requirements.
9. DWG C-502 detail 5 Trench detail for pipe references existing ground, is the intent to reuse existing soils in non-paved areas?
Answer: Yes. Backfill with existing soils. Details were added and revised on drawings sheet C-503.
10. DWG C-502 detail 5 Trench detail for pipe references existing ground, is the intent to reuse existing soils in paved areas?
Answer: No, the use of ABC is required under the pavement. See revised trench details on sheet C-503.
11. If stormwater management BMP facilities are required to be constructed, are there limitations to where facilities can be located?
Answer: BMPs can be installed anywhere that does not impact existing recreational facilities or environmental stewardship plantings.
12. Can proposed roadway alignment be adjusted to accommodate site based on field topographic survey?
Answer: No.
13. Can locations and types of storm drainage structures be adjusted to accommodate final design and field topographic survey?
Answer: No.
14. Can CAD files of the RFP drawings be provided?
Answer: CAD files will be provided to the contract awardee.
15. Please provide Specification Section 32 13 13.06 Portland Cement Concrete Pavement for Boat Ramp.
Answer: There is no specification section 32 13 13.06. References to specification section 32 13 13.06 made in specification section 33 40 00 have been revised to reference specification Section 03 30 53.
16. Specification Section 32 12 16.16 Road-Mix Asphalt paving, paragraph
2.2.2 Table 2, indicates gradations for 19mm Binder, 12.5mm surface, 9.5 mm surface materials. Paragraph 2.4 Mix design references 12.5mm material as a binder course material for the access roads. Please clarify if
12.5mm is intended to be used as a surface course or binder course within the access roads.
Answer: The surface course is a 9.5 mm mix, and the binder course is a 19 mm mix. Specification section 32 12 16.16 has been revised to reflect this.
17. We are requesting guidance on the boat ramp construction portion of the project. At the pre-bid meeting it was noted that the dam would not be drawn down for construction. Is that correct? And if so, what were the designer’s thoughts for constructing the stone embankment under the boat ramp? It would seem that a cofferdam would be required, but I don’t see anything noted on the plans. Is there a desired sequence or method of construction?
Answer: The dam will not be drawn down for construction. Cofferdam is not a contract requirement but if the contractor wants to use one, they can. The design intent was based on the typical practice used by PA Fish and Wildlife to construct the boat ramp on land and pushing it into place.
18. If the contractor was to use a portable cofferdam system, can the ramp slab be constructed directly atop the rock embankment if done while the area is dewatered? (rather than pushing the pre-cast slab into place)
Answer: Yes.
19. The plans show quite a bit of contour grading and ditching and am wondering what Bid Item includes that work is to be included into.
Answer: Several of the bid items include these activities. Item 0002 ABC (contour), Item 0006 R-4 Riprap (this is for the swale and ditch work), Item 0007 HDPE Pipe (more ditch work), Item 0012 (contour)
20. Is there an on-site spoils area available?
Answer: Topsoil, excess stone and salvageable material can be stockpiled on site as shown on plan sheets C-002 and C-104. Everything else is to be disposed of properly by the contractor offsite.

SURVEY REQUIREMENTS
PART 1 GENERAL
1.1 SCOPE OF SECTION
The work covered by this section consists of furnishing all labor, materials, plant and equipment, and performing all operations required in conducting surveys and survey data submittals.

1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:
NOTE: Any submittals classified as "SD-01 Preconstruction Submittals" require approval prior to mobilization to the contract work site. All other submittals, classified as "SD-02" through "SD-11," require approval prior to commencing the particular task to which the submittal is associated.

Qualifications; G,DO
Submit qualifications of the independent licensed surveyor(s) for topographic surveying to the Government Survey Point of Contact prior to commencing any survey work.
Surveying Procedures and Equipment; G,DO
Submit all surveying procedures, methods, and equipment for topographic surveys to the Government Survey Point of Contact, prior to the start of any surveying work. All survey equipment shall be owned or leased by an independent survey company, unless otherwise approved by the Government.

Perform all topographic surveys in accordance with EM 1110-1-1005. Conduct all topographic surveys utilizing real time kinematic GPS or an electronic total station with a data collector. Record a three-dimensional raw electronic position for each data point. Include raw data with submittals.
1.5 SURVEYING RESTRICTIONS
1.6 QUALIFICATIONS
Perform all surveys using an independent survey company. All survey data shall be consolidated by the same company to ensure that accuracy tolerances are met. Perform all topographic surveys under the direction and supervision of a Professional Licensed Surveyor with a minimum 5 years current experience in rock revetment or similar construction. At least one surveyor working for the survey company shall be a State of Pennsylvania licensed surveyor. This licensed surveyor shall be on-site a minimum of 10 percent of the on-site survey time.

1.7 QUALITY ASSURANCE
Quality assurance will be conducted by the District Survey Office on a minimum of 10 percent of the Contractor's survey work. To accomplish this, the District survey office will either re-survey areas or observe the Contractor in conducting their surveys or inspect submitted raw and processed data.

PART 3 EXECUTION
3.1 GENERAL SURVEY REQUIREMENTS
Conduct all surveys required to demonstrate that the construction is in compliance with the specified placement tolerances and the lines, grades, and elevations shown on the drawings.
3.1.1 Vertical and Horizontal Datums
Utilize North American Vertical Datum (NAVD) 1988 as the vertical datum for elevation and depth references for all surveys. Utilize PA North State Plane Coordinate System (NAD 1983) as the horizontal reference datum.
3.1.2 Tolerances
Topographic surveys shall be surveyed utilizing surveying procedures and methodology that meet or exceed accuracy tolerances of +/- 0.05 feet in the vertical and +/- 0.10 feet in the horizontal.
3.1.3 During Construction Surveys
Surveys of construction, as defined in the Paragraph titled "Required Surveys", shall be conducted prior to the next phase of construction occurring for each profile line.
3.1.4 Survey Baselines
Any survey baselines implemented shall be established from the existing road centerline. Baselines shall be surveyed utilizing surveying procedures and methodology that meet or exceed accuracy tolerances of +/-
0.10 feet in the vertical and +/- 0.10 feet in the horizontal.
3.1.5 Real Time Monitoring
Do real time monitoring of project progress by utilizing RTK GPS capable of centimeter-level accuracy. A base station shall be established in the vicinity of the project. Alternatively, use of an established base station is also acceptable. Regardless of the base station used, a minimum of 2 horizontal and vertical calibrations shall be done daily on a known, verified control point. Control points may also be established by static observation using Online Positioning User Service (OPUS) and shall be adjusted to control on site, see form DA 1959 attached to this section. All calibrations, equipment used, coordinates of base stations, and any other pertinent information to the GPS system used, shall be documented in a field book and made available if requested by the Government. Project templates shall be loaded into the GPS rover during the real time
Section 01 71 23 Page 3 monitoring to verify project progress such as stone/rock placement. An additional GPS rover with the imported project template files shall be made available to the Government for real time monitoring quality assurance.
Train the Government field staff to effectively use the GPS rover. Be available to troubleshoot any technical issues with the GPS rover.
3.2 SURVEY CONTROL
Survey control descriptions are provided in Appendix A30. Additional control will be established by the Philadelphia District Corps of Engineers Surveys Section, after contract award and in coordination with the Contractor. Survey the control network utilizing surveying procedures and methodology that meet or exceed accuracy tolerances of +/- 0.10 feet in the vertical and +/- 0.10 feet in the horizontal.
USACE-NAP survey control networks are periodically adjusted and updated.
This process results in changes to control monuments and coordinates. It does not change the coordinates of the survey baseline. The survey baseline coordinates and the coordinates of the physical monument may vary. It should be assumed that the survey control network and the survey baseline are independent entities. The physical monument may or may not be on the survey baseline. Establish the relationship between the supplied physical monumentation and the survey baseline.
If the name of the survey control point includes stationing or numbers of any kind, the station name should not be assumed to be exact stationing on the survey baselines or profile lines. Coordinates shown on the Survey Control Sheets (DA Form 1959) will govern. Station naming often refers to historic project information and standard calculations must be performed based on coordinates in order to derive the specific relationship between the control point and the survey baseline.
Stake and flag all temporary bench marks or control points set within the work limits and clearly label the elevation of the point on the stake.
3.3 SURVEY LOGS
Prepare survey logs in spreadsheet form describing all survey progress and activity for pre- and post-construction surveys and for during construction surveys. The spreadsheet shall be an ongoing log describing all survey lines that have been started as well as completed.
3.4 STAKING AND FLAGGING
3.4.1 Contractor Work Limit
Stake and flag, every 50 feet, the Contractor's landward work limit, subject to Government approval.
3.4.2 Construction Baseline
Stake and flag, every 100 feet, a survey baseline, located such that it provides easy reference by QA and QC personnel. The location of the survey baseline is subject to the approval of the COR. The survey baseline shall be the existing road centerline.

3.5 REQUIRED SURVEYS
3.5.1 Required Surveys
Required surveys shall be as specified in Section 31 00 00 EARTHWORK.
3.5.2 Intervals Required
Unless otherwise specified in these specifications, or, unless otherwise directed by the COR, the survey cross sections required for all project features shall be taken at 50-foot intervals. Survey cross sections shall also be collected at the beginning and end of all work areas and at adequate locations to define all curves and areas of super elevation.
Required intervals for features not shown in the design individual cross sections shall be as required by the COR for adequate verification of contract compliance.
The COR may direct that additional cross sections be taken when deemed appropriate.
Elevations along all cross sections shall be taken at the centerline of the road for the required existing roadway centerline survey, and at the centerline and left and right edge of the finished grades, for all other surveys. All shots shall be within 1.0 feet of the cross section line.
3.5.3 Completion Time Requirements
Surveys shall be taken after work is completed and prior to the next layer being placed, as specified in the Paragraph titled "Required Surveys".
3.5.4 Timely Submission of Survey Data
Survey data and plotted cross sections (and plans, if applicable), unless specified otherwise, shall be submitted to the COR within 14 days of collection of the survey data. The Contractor proceeds at his own risk when work is built-upon that is determined to not be in compliance with the contract. Work not in compliance with the contract, and all overlying features, shall be removed and replaced, at no additional cost to the Government.
3.5.5 Notification
The COR shall be notified a minimum of 48 hours prior to the performance of surveying in any particular area.
3.6 DATA SUBMISSION
3.6.1 General
Record all survey data digitally on compact disc (CD) in ASCII text format. Label the face of each CD to describe contents including: project name, transmittal no., survey type (e.g., Sta. 0+00 to 10+00), station, and date. Provide a case or sleeve for each CD. Submit all survey data in all of the following formats:
3.6.1.1 Cross Sections
All survey cross section data shall be reduced and tabulated as a series of
Section 01 71 23 Page 5 offset and elevation pairs. When looking in the direction of increasing stations along a baseline, horizontal distances of each survey point shall be referenced as positive to the right of the established baseline, and negative to the left of the baseline. All collected survey points shall be integrated into Civil 3D surfaces that adequately demonstrate the conditions at the time of the survey. The Government will supply the template for the Contractor. All survey data shall be recorded digitally on CD-ROM in ASCII text format and AutoCAD, as specified herein. CDs shall be labeled to describe contents, including: project name, transmittal no., survey type (e.g., before riprap placement), station and date. Labels shall be placed on both the CD case and the face of the disc. All survey cross section data shall be submitted in all of the following file formats:
a. XYZ Format: ASCII files, as shown on the attached sheets.
b. Hard copy and digital versions of plotted cross section drawings in an AutoCAD version 2019 or later format for each cross section survey taken. Each drawn cross section shall show the station that it was taken from. The grid spacing shall be 2 feet in the vertical and 5 feet in the horizontal.
3.6.1.2 Final Survey
Hard copy and digital versions of the plotted final survey drawing in an AutoCAD version 2019 or later format.
3.7 DISCREPANCIES
In the event of any discrepancies that cannot be resolved by the District Office quality assurance review of the Contractor's data, the COR may request an additional survey be performed by the Philadelphia District Survey Section. The results of the Government survey will be considered in the final determination made by the Contracting Officer to resolve any conflicts.
3.8 METADATA SUBMISSION
Provide metadata file(s) for all geospatial data produced under this Contract that are compatible with ESRI ArcGIS applications. (Information on ESRI ArcGIS is available at the following link: http://www.esri.com.)
The metadata file(s) must comply with Federal Geographic Data Committee (FGDC) Content Standards for Digital Geospatial Metadata Version 2.0 or higher. If another metadata generation tool is used, the ".txt" or ".doc" file types will be sufficient, however the ".xml" alternative file type would be preferred.
Geospatial data is defined as information that identifies the geographic location and characteristics of natural or constructed features and boundaries on the earth, which also includes aerial photography.
Geospatial data affected by these requirements are those generated for use in a: Geographic Information System (GIS); Land Information System (LIS);
remote Sensing or Image processing system; Computer-Aided Design and Drafting (CADD) system; Automated Mapping/Facilities Management (AM/FM) system and other computer systems that employ or reference data using either absolute, relative or assumed coordinates.

Provide digital FGDC compliant metadata file(s) for each deliverable product and data set outlined in these specifications.

3.9 MEASUREMENT AND PAYMENT
No separate measurement or payment will be made for the work specified in this section. All costs in connection with surveying shall be included in the contract prices of those items for which the surveying is incidental.

a. XYZ Format or Easting, Northing, and Elevation Format (Comma Delimited)
Save data for each profile line in a separate ASCII file titled "profile_id.asc", where profile_id corresponds to the profile IDs as indicated on the project drawings, be they stations or profile line numbers. If stations are used, do not include "+" symbol. The profile data in these files shall be a composite of all survey methods utilized for each line. Process data in overlap areas to ensure accuracy requirements are met and smooth transitions are achieved between segments. Include in the remaining lines, Easting, Northing and Elevation values in comma delimited format for all data points on the composite profile line. The format shall be as follows:

PART 2 PRODUCTS
2.1 SYSTEM DESCRIPTION
The Government retains the option to sample and test aggregates and concrete to determine compliance with the specifications. Provide facilities and labor as may be necessary to assist the Government in procurement of representative test samples. Obtain samples of aggregates at the point of batching in accordance with ASTM D75/D75M. Sample concrete in accordance with ASTM C172/C172M. Determine slump and air content in accordance with ASTM C143/C143M and ASTM C231/C231M, respectively, when cylinders are molded. Prepare, cure, and transport compression test specimens in accordance with ASTM C31/C31M. Test compression test specimens in accordance with ASTM C39/C39M. Take samples for strength tests not less than once each shift in which concrete is produced. Provide a minimum of five specimens from each sample; two to be tested at 28 days (90 days if pozzolan is used) for acceptance, two will be tested at 7 days for information and one held in reserve.
2.1.1 Strength
Acceptance test results are the average strengths of two specimens tested at 28 days (90 days if pozzolan is used). The strength of the concrete is considered satisfactory so long as the average of three consecutive acceptance test results equal or exceed the specified compressive strength, f'c, and no individual acceptance test result falls below f'c by more than 100 psi.
2.1.2 Construction Tolerances
Apply a Class "C" finish to all surfaces except those specified to receive
Section 03 30 53 Page 3 a Class "D" finish. Apply a Class "D" finish to all post-construction surfaces which will be permanently concealed. Surface requirements for the classes of finish required are as specified in ACI 117. Boat ramp shall be tined/grooved using wire comb drag in direction perpendicular to traffic to increase traction of vehicles.
2.2 BOAT RAMP REINFORCED SLAB
2.2.1 Concrete
Concrete shall be 4,000 psi in accordance with Publication 408, Section 704, Class AAAP, per Table A.
2.2.2 Concrete Mixture Proportions
Concrete mixture proportions are the responsibility of the Contractor.
Mixture proportions shall include the dry weights of cementitious material(s); the nominal maximum size of the coarse aggregate; the specific gravities, absorptions, and saturated surface-dry weights of fine and coarse aggregates; the quantities, types, and names of admixtures; and quantity of water per cubic yard of concrete. The mix shall use a cement replacement (by weight) of 20 percent to 30 percent Class F fly ash, or 40 percent to 50 percent Ground Granulated Blast-Furnace (GGBF) slag and be a current PennDOT-approved mix, unless otherwise approved by the Contracting Officer. Provide materials included in the mixture proportions of the same type and from the same source as will be used on the project.
2.2.3 Cementitious Materials
2.2.3.1 Portland Cement
ASTM C150/C150M, Type II.
2.2.3.2 Pozzolan
Provide pozzolan that conforms to ASTM C618, Class F, including requirements of Tables 1A and 2A.
2.2.3.3 Ground Granulated Blast-Furnace(GGBF) Slag
ASTM C989/C989M, Grade 100 or 120.
2.2.4 Reinforcing Steel
Provide reinforcing bars conforming to the requirements of ASTM A615/A615M, Grade 60, deformed and epoxy coated in accordance with ASTM A775/A775M.
Detail reinforcement not indicated in accordance with ACI 301 and ACI SP-66.
Provide mechanical reinforcing bar connectors in accordance with ACI 301 and provide 125 percent minimum yield strength of the reinforcement bar.
PART 3 EXECUTION
3.1 PREPARATION
Prepare construction joints to expose coarse aggregate. The surface must be clean, damp, and free of laitance.
